At about 10 m distance from [Name removed], who approached the base line, he slipped with his left foot below the tape into a non-examined part of the minefield and activated a PMA-3. The working path was narrower there because of a larger rock. After the explosion, [the Victim] fell into the working path, but with his legs lying in the non-examined part. Deminer [Name removed] pulled him out into the cleared part. The tip of the left shoe was damaged. It was taken off.

Details of this accident have been withheld by the demining NGO that employed the Victim. A spreadsheet including the Victim’s name and very brief details of the accident was made available in 2007. Some detail can be inferred from the information made available. For example, the fact that six people were injured during excavation of a small AP blast mine implies that safety distances were being ignored and field discipline was low. The main Victim also suffered head injuries that indicate that his head protection and visor were not being worn.

The Department of Energy (DOE) has approximately 43,000 cubic meters of mixed-low-level waste (MLLW) with alpha emitting concentrations of 10 to 100 nanocuries per gram (nCi/g) generated from the nations defense programs requiring radioactive waste disposal [1]. DOE has decided to commingle MLLW containers with transuranic (TRU) waste containers in larger containers such that the average concentration in the larger container would qualify as TRU waste for deep geologic disposal at the Waste Isolation Pilot Plant (WIPP). Since Congress has exempted the WIPP mixed TRU waste from the Resource Conservation and Recovery Act (RCRA) [2] requirement to treat the waste …

The purpose of this report is to describe the characteristics of all offenders (N = 255) who were bound over to Douglas County District Court in 2001 and who were subsequently diverted to the Douglas County Drug Court. We present descriptive data on the characteristics of the drug court participants, focusing on their background characteristics and prior criminal record and on their case characteristics. We also present descriptive data on recidivism for drug court participants and for traditionally adjudicated offenders and compare the recidivism rates of these two groups of offenders, controlling for other predictors of the likelihood of recidivism.

In his 2001 ruling of the Lake View case, Judge Kilgore ordered, “an adequacy study is necessary and must be conducted forthwith.” In November 2002, the Arkansas Supreme Court upheld the lower court ruling and mandated that the General Assembly begin an “adequacy study.” Consequently, Act 94 of 2003 created the Arkansas Joint Legislative Committee on Educational Adequacy, which was given primary responsibility for fulfilling the Court’s mandate. The Committee contracted with the national consulting firm of Lawrence O. Picus and Associates to conduct a statewide adequacy study and report the findings to the Committee in the Fall of 2003. …

Educators across Arkansas and the nation are sharpening their focus on “achievement gaps,” or those areas in which less-advantaged students perform poorly compared to their more advantaged peers. The No Child Left Behind Act, nationally, and the Lake View case, in Arkansas, are driving state and local education policymakers to address these achievement gaps to ensure that all student subgroups perform at high standards. Reducing these achievement gaps can have myriad social benefits, not the least of which is reducing racial inequality in educational achievement and future inequality in employment and earnings.

Much scholarly and public debate has centered on whether consolidation of small schools is positive, negative, or neutral for student academic achievement, student social development, and funding efficiency. In an attempt to derive lessons from the research on this issue, we investigated evidence related to: (1) school district consolidation and school size, and (2) spending and academic performance data for schools and districts in Arkansas.

The Emergency Transport and Mine Clearing Project, approved in 1996, covered the first phase of a larger reconstruction program following the breakup of the former Yugoslavia, ensuing hostilities, and the subsequent Dayton peace agreement (signed in December 1995). The project objectives were to repair and reconstruct the surface transport networks within Croatia, especially those leading to Bosnia and Herzegovina (BiH), and clear landmines specifically in areas of high economic priority for reconstruction, starting with the transport networks. The relationships between traditional Aboriginal land owners and other Park users in Kakadu National Park in the Northern Territory are characterised by competing agendas and competing ideas about appropriate ways of relating to the environment. Similarly, the management of recreational fishing in the Park is permeated by the tensions and opposition of contested ideas and perspectives from non-Aboriginal fishers and Aboriginal traditional owners. Hundreds of millions of people are affected by disasters each year. This thesis explores the use of supply chain management techniques to overcome the barriers encountered by logistics managers during humanitarian relief operations. Using grounded theory methodology, barriers were analyzed based on academic, organizational, and contemporary literature. Possible solutions to these barriers were selected from available supply chain management literature. This work is different from others in that it marries supply chain principles from different disciplines (including private, nonprofit, and military sectors) to benefit humanitarian operations. There is concern within U.S. space and intelligence organizations that the current Tasking, Processing, Exploitation, and Dissemination processes may be insufficient to support current and future Intelligence, Surveillance, and Reconnaissance systems. As part of a larger intelligence process, more detailed analysis becomes critical to determine what portions need to be improved. This analysis can be accomplished by simulation, which is appropriate due to the complexity of the process and the ability to compare variations in the process. The purpose of this report is describe the offender and case characteristics and the outcomes of all felony cases (N = 2,663) bound over for trial in Douglas County (Nebraska) District Court in 2001.1 We present descriptive data on these cases, focusing on defendants’ background characteristics and prior criminal record, the nature and seriousness of the charges for which the defendant was bound over to District Court, the disposition of the case, and case processing time.
