After the historic 2000 fire season, the Andrus Center for Public Policy and the Idaho Statesman convened a conference, The Fires Next Time, which brought together fire experts, state and local officials, the insurance industry, timber executives, and environmentalists. We wanted answers to the vexing dilemma: how to change policy to begin to prevent these almost annual catastrophic fires. Those discussions brought a remarkable degree of consensus. Everyone agreed that we must shift from a federal policy that reacts to fire to one that adopts proactive measures to reduce fire threats to western communities. Three years later, it is painfully …

Currently thousands of children and adolescents live in the streets of Managua, and this phenomenon is moving rapidly into the smaller cities of Nicaragua. In other countries around the world, civil war is a leading cause of street children, but in Nicaragua, physical, emotional, or sexual abuse, often committed by the father or stepfather, combined with poverty is usually why children and adolescents turn to the street. Street kids range in age from about 5 or 6 years old to 18 years old, and many kids living in the streets have children of their own. The majority of street kids …

This research suggests a new approach to leadership. Using a Glaserian grounded theory methodology, a new process theory of leadership was developed based on the data. These data included 26 interviews and numerous observations of individuals and situations. The result is described as the Theory of Transpersonal Leadership. This theory delves into the internal process that takes place within individuals as they make decisions regarding leadership within their own lives. The theory also includes the explanation of discovered concepts from this research. These concepts include: the Catalytic Confluence, Demand Morphism, and Symbolic Mutualism, which explain the major points within the …

The evolution of law enforcement in the United States has created a circumstance where thousands of smaller communities are served by a police agency, some of which may not have the capability or resources to provide adequate police service. Many of these are agencies operate within a geographical area where they are joined by common boundaries, yet each operates as an autonomous police force. One possible solution to this quandary is to consolidate those existing agencies experiencing difficulties in the provision of police services into single, larger departments with combined resources.

Carrier scorecarding programs (CSP’s) provide a formal, quantitative mechanism for use in assessing carrier performance. Such programs provide valuable input for carrier rationalization and contract development initiatives and can also serve as a key component of a Six Sigma program. In this study, the overall goal was to address three research questions. First, why are organizations adopting CSP’s? Second, how are organizations using carrier scorecarding to select and manage carriers? Finally, how does carrier scorecarding impact organizational performance? This is a system that allows instructors to gather instantaneous feedback from st udents for a variety of topics. Participants in the increasingly competitive motor carrier industry are constantly trying to identify ways to enhance customer service levels and/or reduce costs. This research summarized case-based data from three large carriers to examine the use of life-cycle costing as a method to enhance motor carrier equipment management. The financial results of applying the technique are then examined by applying the Strategic Profit Model.

With the goal of measuring and analyzing Cambodia human insecurity, Dr. Aldo Benini and Taylor Owen have collected a large amount of data down to the local (1,600 communes) level. At their disposal is the largest existing geo-referenced database of Cambodian security and vulnerability data.They study four types of violence: landmine and UXO strikes (most of which are victim-actuated), as well as serious crime, land conflicts, and domestic violence (perpetrated by contemporary agents).

Serious crime lumps together murder, kidnapping, robberies, and theft, much of which obviously is violent. Using different types of regression models, socio-economic and war determinants are statistically …

There are few well-documented, general ecological principles that can be applied to pressing environmental issues. When they discuss them at all, ecologists often disagree about the relative importance of different aspects of the science’s original and still important issues. It may be that the sum of ecological science is not open to universal statements because of the wide range of organizational, spatial, and temporal phenomena, as well as the sheer number of possible interactions.We believe, however, that the search for general principles has been inadequate to establish the extent to which generalities are possible.We suggest that ecologists may need to …

This research paper is a case study of participants' perceptions of their involvement in a process of development planning undertaken by the community of Laborie on the island of St. Lucia in the Eastern Caribbean. Participants are drawn from an overall sample determined by case design theory and the boundaries of the case under investigation. During in-depth interviews participants provide responses to questions on the authenticity of the participatory process. Data from participants is validated through triangulation with evidence from a focus group meeting and other documents and artifacts from the 3-year development planning process. Conditional fee agreements are currently prohibited in Singapore. The Singapore courts still adhere to the public policy considerations expressed in the English common law which proscribe maintenance and champerty. However, the United Kingdom as well as Ontario (Canada) and Australia have recently ‘departed’ from the old system prohibiting conditional fee agreements. It is thus timely for Singapore to re-examine the public policy arguments against conditional fee agreements and inquire whether a conditional fee based system ought to be introduced. The primary purpose of this cost-benefit evaluation of the Douglas County Drug Court (DCDC) is to provide administrators and policy-makers with critical information for future policy and funding decisions. This study expands and refines previous DCDC cost-benefit analyses through an investigation of drug court program investment, outcome and societal-impact costs and savings.

This study employs a Transaction Cost model that examines complex, multi-agency events and costs for participants in drug court and non-drug court comparison groups. A “cost-to-taxpayer” approach is used that includes any criminal justice related costs (or avoided costs) generated by drug court or non-drug court comparison group …

Recently, Mr. Kerry proposed great expansion of the director of central intelligence's (DCI) authority over the National Security Agency, Defense Intelligence Agency and National Geospatial-Intelligence Agency. But true reform must first come with the DCI's emancipation from the White House through providing a 10-year term as a presidential appointee.
