When Lehman Brothers Holdings, Inc. (LBHI) sought Chapter 11 protection, the more than 6,000 counterparties with which its subsidiaries had entered into over 900,000 over-the-counter (OTC) derivatives transactions faced the question of how best to respond to protect their interests. The existence of standardized documentation developed by the International Swaps and Derivatives Association (ISDA) for entering into such transactions meant that the counterparties likely thought that they were dealing with a well-defined and robust set of options in answering this question. Yet, in practice, the resolution of Lehman’s OTC derivatives portfolio ended up being less orderly than the existence of …

It appears that the explosive hazard was a small IED concealed or wrapped in plastic (which is common with IEDs). The only recorded injury was a severe foot injury that resulted in surgical amputation, from which it is reasonable to infer that the Victim stepped on a pressure initiated explosive device that he had missed during his search.

A growing body of research demonstrates that U.S. households experience a high degree of volatility in their finances. This volatility can take the form of large swings in month-to-month income, spells of unemployment, and incurring unexpected expenses.1 Beyond being difficult to predict, these income and expense shocks are costly as well, with one survey finding that the most expensive shock experienced by the median U.S. household cost roughly half of one month’s income.2This financial volatility disproportionately affects low- to moderate-income (LMI) households;3 a population that often lacks the resources to manage this volatility. Pedestrian safety and access is an equity issue. In Portland, inadequate pedestrian infrastructure and traffic safety concerns disproportionately impact low-income communities and people of color. The City is attempting to rectify these inequities through PedPDX, Portland’s new citywide pedestrian plan (anticipated for adoption in Spring 2019). PedPDX prioritizes sidewalk and crossing improvements and other investments, policies, strategies and tools to make walking safer and more comfortable across the city.

The manner in which political institutions convey their policy outcomes can have important implications for how the public views institutions' policy decisions. This paper explores whether the way in which the U.S. Supreme Court communicates its policy decrees affects how favorably members of the public assess its decisions. Specifically, we investigate whether attributing a decision to the nation's High Court or to an individual justice influences the public's agreement with the Court's rulings. Using an experimental design, we find that when a Supreme Court outcome is ascribed to the institution as a whole, rather than to a particular justice, people …

Oklahoma’s Quality Improvement Center for Workforce Development Steering Committee has decided to refine the selection process for new child welfare workers as part of their ongoing commitment to hiring a dedicated, talented workforce and supporting that workforce in practice with children, youth, and families. The committee spent much of 2018 doing a thorough needs assessment and exploration of their child welfare recruitment and retention challenges. Through this process they recognized that interviewing strategies and hiring decisions are made inconsistently across the state. For several years prior to the current Administration, Louisiana suffered through an unstated policy of “Do More with Less”: Fewer employees, higher caseloads, less resources, and high employee turnover. In 2016, the Louisiana Department of Children and Family Services (DCFS) leadership determined that supporting and stabilizing the child welfare workforce was a high priority. The Family Safety Program (FSP) serves the Eastern Band of Cherokee Indians (EBCI) to provide high quality and innovative care, utilizing an integrated model to ensure client access to behavioral health services and targeted case management. To retain a competent and committed workforce and best serve children and families, FSP partnered with the Quality Improvement Center for Workforce Development (QIC-WD) to be one of eight national project sites to test child welfare workforce interventions. The Division of Milwaukee Child Protective Services (DMCPS) of the Wisconsin Department of Children and Families (DCF) will be implementing and testing an organizational culture and climate intervention called ARC, which stands for Availability, Responsiveness, & Continuity. ARC is an organizational change process that has improved outcomes in mental health settings by: 1) introducing core principles to guide service improvement efforts, 2) embedding research-based organizational components for service improvement, and 3) fostering attitudes necessary for ongoing service improvement. In Nebraska, variations of bills attempting to amend mandatory minimum laws in the state have been introduced. The harshness of the mandatory sentences, as well as the looming state of emergency caused by prison overcrowding, have sustained the debate over sentencing laws. This essay identifies the core issues of mandatory minimum sentencing laws and analyzes the states of Nebraska, Texas, Alabama, California, and the federal system’s use of mandatory minimums for felony charges to identify potential solutions. Evaluators play a critical role in supporting philanthropic learning, programming, and strategy, but evaluation and learning in philanthropy is often limited in ways that impede deeper resonance and impact.
Most philanthropic evaluation is focused on the needs of individual foundations, knowledge sharing with the broader field is limited, and foundations struggle to integrate evaluation and learning as a management tool. This article makes the case that evaluators and funders can do more to build the collective capacity of evaluators working in philanthropy in order to enhance their contributions to community change.

This article explores what it looks like when a foundation attempts to integrate accountability and learning practices, and presents a framework for the unique and complementary contributions that accountability and learning can make to the work of foundations.
The article also looks at the tensions that can arise when a foundation’s internal evaluation staff attempt to design, implement, and make use of accountability systems. Specifically, it identifies three problematic perspectives that can hold foundations back from full engagement in internally driven accountability initiatives, and offers practical guidance on how to shift these mindsets to more productive practices.

This report, written for the Oregon Department of Transportation (ODOT) by Portland State University’s Northwest Economic Research Center, outlines the challenges that regional revenue collection poses for ODOT’s biennial Highway Cost Allocation Study (HCAS). The HCAS assesses the relative burdens of light and heavy vehicle classes on state infrastructure, in relation to the amount of revenue that said vehicle classes generate. In other words, it ensures that light vehicles and heavy vehicles are “paying their share” of state transportation expenditures.
