Building Principle-Based Strategic Learning: Insights From Practice, Kelci M. Price, Chera Reid, Suzanne Kennedy Leahy

The Foundation Review

Strategic learning is a powerful tool for foundations to achieve greater impact, yet foundations have struggled to create practices and behaviors that effectively support them in learning about strategy. Given that many foundations are engaged in strategic philanthropy, where they have specific conditions in the world they are trying to change, it is critical that they have the capacity to effectively learn about and improve their strategies.

This article offers three principles for strategic learning, informed by the field of strategic learning and insights from practice across three foundations. Each principle is explored in terms of what it means and …

New Standards For An Old Problem: The Role Of The Federal Communications Commission In Fulfilling Space Policy Directive-3, Michael S. Dodge Feb 2019

New Standards For An Old Problem: The Role Of The Federal Communications Commission In Fulfilling Space Policy Directive-3, Michael S. Dodge

Space Traffic Management Conference

The recent Space Policy Directive-3, issued on June 18th, 2018, commands several sectors of the federal executive apparatus to reassess their current and future efforts to address space traffic management and space situational awareness issues. The reasons for this Directive can be boiled down to the belief that the continued use of the orbital realm depends on responsible management, which in turn depends on myriad factors that include the development of new technologies, the refinement of data gathering, and the clarification of governmental operational roles. In particular, the Directive calls for enhanced standardization of safety and best practices, …

The Devaluation Of Assets In Black Neighborhoods: How Racism Robs Homeowner Of The American Dream, Andre Perry Feb 2019

The Devaluation Of Assets In Black Neighborhoods: How Racism Robs Homeowner Of The American Dream, Andre Perry

Brookings Scholar Lecture Series

Homeownership lies at the heart of the American Dream, representing success, opportunity, and wealth. However, for many of its citizens, America deferred that dream. For much of the 20th century, the devaluing of black lives led to segregation and racist federal housing policy through redlining that shut out chances for black people to purchase homes and build wealth, making it more difficult to start and invest in businesses and afford college tuition. This lecture explained how much money majority-black communities are losing in the housing market stemming from racial bias, finding that owner-occupied homes in black neighborhoods are undervalued by …

How Technology Will Change Our Built Environment, Adie Tomer

Brookings Scholar Lecture Series

As part of the ongoing Brookings Scholar Lecture Series, Brookings Mountain West presented a lecture titled, "Digital Place: How Technology Will Change Our Built Environment" by Fellow in Metropolitan Policy, Adie Tomer on February 6, 2019. Digital technologies promise to upend nearly every component of the economy, including how we work, shop, travel, and even live inside our homes. There is too little conversation about how adoption of various technologies will interact with the current built environment and the policies that guide future investment. This lecture explores how the economy currently functions, where technology will transform economic functions, and how …

Why Is The Black Population Of Central Brooklyn, The Mecca Of Black Nyc, Diminishing?, Jamell N.A. Henderson Feb 2019

Why Is The Black Population Of Central Brooklyn, The Mecca Of Black Nyc, Diminishing?, Jamell N.A. Henderson

Dissertations, Theses, and Capstone Projects

This research looks at three possible reasons that might help to explain this unfortunate exodus. The first approach is through health and examines trends in environmental, mental and physical (general) health. I will explore statistics involving the health and well-being of Central Brooklyn, how the environment plays a disparate role in the poor health and lack of access to services of its African-American residents in comparison to other regions in Brooklyn. The second task is to ask how economics or “racial capitalism” plays a role by looking at gentrification, cooperative economics, and the income inequality in Black Central Brooklyn. The …

Healthcare Spending Mandate Modeling Report, Northwest Economic Research Center, Peter Hulseman, Adam Rovang, Devin Bales, Nicholas Chun

Northwest Economic Research Center Publications and Reports

Governor Brown’s health care financing package, which was released with the 2019-21 recommended budget included several revenue components which provide broad-based, sustainable revenue for health care coverage in Oregon for the next six years. One component of that package is the Subsidized Employer Participation Program, which would be similar to the San Francisco Health Care Security Ordinance (HCSO). The new requirement would compel employers of a certain size who otherwise do not qualify for any exemption to contribute to their employees’ health care costs. An employer’s contribution could be in one of three ways: (1) in the form of directly …

Making Dependent Care Fsaa Work For Low- To Moderate-Income Families 5 Action Steps For Employers, Sophia Fox-Dichter, Ellen Frank-Miller, Sloane Wolter Feb 2019

Making Dependent Care Fsaa Work For Low- To Moderate-Income Families 5 Action Steps For Employers, Sophia Fox-Dichter, Ellen Frank-Miller, Sloane Wolter

Social Policy Institute Research

Dependent Care Flexible Spending Accounts (DCFSAs) can help workers save money on child care expenses by using pre-tax dollars, but few employees actually use the accounts, particularly low- to moderate-income (LMI) employees, because:

• DCFSAs are difficult to understand; figuring out if they are possible to use and worth the trouble is a complex task for families.

• Families face a “double-hit” if they use the accounts – they have to set aside pre-tax dollars for child care expenses and then pay out-of-pocket before getting reimbursed.

• Using a DCFSA may require certainty about a year’s worth of child care …

Survey Of Economic Implications Of Maritime And Territorial Disputes, Ronald U. Mendoza, Charles S. Siriban, Tea Jalin Ty

Ateneo School of Government Publications

Drawing on studies on the economics of conflict, this paper reviews the literature on maritime and territorial disputes; and it examines an array of economic implications associated with territorial and maritime disputes. These include adverse effects on certain economic and development outcomes arising from possible armed confrontation, with some of these possibly lingering in the aftermath of conflict. There are also various economic disruptions and costs associated with these disputes, emphasizing how they also affect the livelihoods of resource users in the disputed areas. A clearer understanding of these economic links could help inform and motivate policymakers on mitigating the …

The Costs Of Obtaining Environmental Outcomes Through Coastal Habitat Restoration, Shea Gould, Matthew G. Interis Jan 2019

The Costs Of Obtaining Environmental Outcomes Through Coastal Habitat Restoration, Shea Gould, Matthew G. Interis

Journal of Ocean and Coastal Economics

Studies examining the costs of coastal habitat restoration have focused on the cost per acre of restoration or on cost efficiency of various restoration methods. On the other hand, studies examining the benefits of restoration have focused on various ecosystem services that more directly affect welfare including amenity value, storm protection, nutrient retention and biodiversity. We examine a set of 133 Gulf of Mexico coastal habitat restoration projects to estimate the cost of obtaining average annual habitat units (AAHUs), a measure which captures the quantity and, importantly, quality of habitat restored, which is one of the more direct ecosystem service …

Ddasaccident819, Hd-Aid Jan 2019

Ddasaccident819, Hd-Aid

Global CWD Repository

The primary cause of this accident is listed as a ‘Field control inadequacy’ because the person in charge at the site had decided to move fuzed explosive hazards and did not enforce safety distances that would have reduced the casualty toll in the event of an accident.

The secondary cause is listed as ‘Inadequate training’, because, while all of the victims had extensive experience, it seems that their training had not prepared them to conduct this task safely.

It is surprising that five ex-pat specialists who had been supervising the teams of national deminers who found the mines should have …

Local Entities As Mechanisms For Global Climate Governance, Daniel Vernick, Cameron Stanish, Joshua Hill

Climate and Society

This paper considers the role of local government entities as actors in global climate governance regimes. The authors review traditional state-based climate governance efforts and existing attempts to engage municipal and local actors through transnational municipal networks (TMNs). Arguing for the importance of TMNs to effective and time-sensitive climate action, the authors then show how and why TMNs are crucial to future efforts to address climate mitigation as part of multi-level, holistic plans for global climate governance.

Disrupting Narrow Conceptions Of Justice: Exploring And Expanding "Bullying" And "Upstanding" In A University Honors Course, Jennifer Farley, Jennifer Gallagher, Katherine Richardson Bruna Jan 2019

Disrupting Narrow Conceptions Of Justice: Exploring And Expanding "Bullying" And "Upstanding" In A University Honors Course, Jennifer Farley, Jennifer Gallagher, Katherine Richardson Bruna

University of Nebraska Public Policy Center: Publications

The term "upstanding" encompasses actions and behaviors grounded in one’s defense of their own beliefs and others. While such broad application of the term has merit, from a critical education perspective it lacks direction. To efficaciously address injustice, upstanding action must go beyond one’s beliefs. A directional application of upstanding behavior, or the notion of "upstanding for justice," frames upstanding as action to address chronic social victimization via systems of oppression. In this article, we describe the development of a new heuristic to support students’ understanding of upstanding and detail the university honors course in which we used the heuristic …

Applying Community-Oriented Policing As A Method To Counter Far-Right Extremism, Brian Warren Jan 2019

Applying Community-Oriented Policing As A Method To Counter Far-Right Extremism, Brian Warren

Student Research

Far-right extremism is a growing problem in the United States. Attacks by radical right organizations are increasing and represent a significant portion of all domestic terror incidents. However, current approaches to deal with far-right extremism are failing and require a different approach to address this problem. A potential solution to stymie future attacks would be to shift the way that police departments are conducting their operations. A community-oriented policing (COP) strategy would allow law enforcement to target extremists in a way that fosters positive relationships with communities as well as gain critical intelligence and insight into these radical movements. This …

Climate Change Greenhouse gas emissions from industrialized societies have changed the temperature of the earth’s surface, atmosphere, ocean and climate systems. Although scientists have been aware of the effects of greenhouse gas emissions and climate change as early as the 1970’s, world leaders have been slow to react and implement proactive policies. As federal administrations and national leaders abdicate their leadership in mitigating climate change, the responsibility to implement proactive policies now lies with local bodies, such as states, private companies and individuals.

Overview Nevada’s abundant renewable energy resources have made the state a target for the growing renewable energy …

Motherhood Wage Penalty, Ashley Schobert Jan 2019

Motherhood Wage Penalty, Ashley Schobert

Student Research

Women in the United States have made monumental strides in recent decades to increase their participation in both higher education and the workforce. As it currently stands, young women are beginning to acquire bachelor’s degrees and professional degrees at higher rates than men and are entering the labor force at record numbers. Aside from these vast societal shifts, a staggering problem remains as the gender gap in pay fails to effectively close. The persistence of the wage gap can be primarily attributed to one significant factor: having children. The motherhood wage penalty occurs when women experience a drop in earnings …
