From Deviant Symbol To Cultural Icon? Understanding Pit Bull Stigma, Genevieve Minter
From Deviant Symbol To Cultural Icon? Understanding Pit Bull Stigma, Genevieve Minter
UNLV Theses, Dissertations, Professional Papers, and Capstones
This research draws from twelve months of ethnographic data using Las Vegas as a case study to understand how pit bull owners experience and negotiate stigma in various social settings. The human-dog relationship, long rooted in utility, transformed in the modern era as animals were promoted from worker to companion. The world’s first dog register, The American Kennel Club, created breed standards and encouraged selective breeding, which influenced the idea of certain dogs being more physically “dangerous” than others. Though the pit bull is not the first dog “breed” to be the object of discrimination, it is the first dog …

Rogue Transfer & Recycling Transfer Station Index: Synopsis, Northwest Economic Research Center
Northwest Economic Research Center Publications and Reports
Rogue Transfer and Recycling, LLC (“RTR”) is a solid waste and recycling facility that collects and transfers solid waste and recycling materials from the Southern Oregon region. Currently RTR’s revenue and expenses are reviewed by Jackson County, Oregon in periodic rate reviews, with rates being adjusted in interim years by applying the annual percentage change in the Consumer Price Index (CPI). RTR requested that Northwest Economic Research Center (NERC) conduct detailed research and develop a new indicator – based on independent, reliable, and timely data – that more closely tracks RTR’s changes in total expenses per ton than the CPI. …

Seeking Success: A Case Study Of African American Male Retention At A Two-Year College, Richard Latroy Moss
Seeking Success: A Case Study Of African American Male Retention At A Two-Year College, Richard Latroy Moss
Graduate Theses and Dissertations
There is a problem in higher education in the United States. African American students, specifically males, are not being retained and graduating. This problem is even more evident for students that attend two year colleges. African American male students lag behind white males, Hispanic males and African American females, in retention and graduation rates. This problem has caught the attention of many leaders. Policy makers and college leaders are among those who seek to understand the why and find solutions to the challenge of African American male student retention at two year colleges, as two year colleges are becoming the …
“Paying” The Way For A Better Bart Future: A Call For Better Enforcement Of Fare Evasion Policies And Strategic Planning At Bart, Ethan S. Tan
Creative Activity and Research Day - CARD
The Bay Area Rapid Transit (BART) system has undoubtedly shaped the way the San Francisco Bay Area operates today. BART has molded itself to becoming a popular form of transportation for citizens of the area. However, numerous problems have arisen in recent years in regard to the overall “healthiness” of the BART system with its ex-aging fleet of trains, undertrained staff, lack of BART Police presence, rampant illegal drug use, etc. which has made BART unpopular with riders. The root cause of these problems through, is the lost revenue through “stolen” rides. At any one of BART’s 48 stations in …
Silenced Voices: Remedying The Historical Suppression Of Felons And The Black Vote, Isabel Tayag
Silenced Voices: Remedying The Historical Suppression Of Felons And The Black Vote, Isabel Tayag
Creative Activity and Research Day - CARD
The disenfranchisement of felons in the United States evolved from a historical precedent brought to the Americas during colonization. Our country adopted the political philosophy that shaped criminal voting laws around the country—criminals are unable to govern themselves and therefore unable to govern a country; their participation in our government would be danger to the purity of the ballot box. With rising racial tensions after Reconstruction, preserving the purity of the ballot box became a preservation of the white vote. This paper argues that felon disenfranchisement became a tool to further suppress African American after poll taxes, literacy tests, and …

How Has The Louisiana Scholarship Program Affected Students? A Comprehensive Summary Of Effects After Four Years, Patrick J. Wolf, Jonathan N. Mills, Yujie Sude, Heidi H. Erickson, Matthew L. Lee
School Choice Demonstration Project
School choice has long been a subject of robust debate. Private school vouchers—programs providing public funds for students to attend K-12 private schools—tend to be the most contentious form of school choice. Over the past three years, our research team has released a series of reports examining how the LSP has affected key student and community conditions.

Preventive Health Service Use Among Rural Women, Erika C. Ziller Phd, Jennifer D. Lenardson Mhs, Nathan Paluso Mph, Jaclyn Janis Bsn, Rn
Access / Insurance
Preventive health services and screenings are an important component in the continuum of care provided to individuals across all ages. Yet, research has shown that rural residents generally use fewer preventive health services and screenings. This study used the National Health Interview Survey to examine receipt of preventive health services (cholesterol check, fasting blood sugar test, mammogram, pap smear, and receipt of the HPV vaccine) by rural and urban women over the age of 18. Findings indicate that rural women were less likely than their urban peers to receive preventive health services, and that some of the differences may be …

Do Private Household Transfers To The Elderly Respond To Public Pension Benefits? Evidence From Rural China, Plamen Nikolov, Alan Adelman
Do Private Household Transfers To The Elderly Respond To Public Pension Benefits? Evidence From Rural China, Plamen Nikolov, Alan Adelman
Economics Faculty Scholarship
Aging populations in developing countries have spurred the introduction of public pension programs to preserve the standard of living for the elderly. The often-overlooked mechanism of intergenerational transfers, however, can dampen these intended policy effects, as adult children who make income contributions to their parents could adjust their behavior in response to changes in their parents’ income. Exploiting a unique policy intervention in China, we examine using a difference-in-difference-in-differences (DDD) approach how a new pension program impacts inter vivos transfers. We show that pension benefits lower the propensity of adult children to transfer income to elderly parents in the context …

The Causes And Consequences Of Student Discipline Disparities, Jon Valant
Brookings Scholar Lecture Series
As part of the Brookings Scholar Lecture Series, Brookings Mountain West invites you to a lecture titled "The Causes and Consequences of Student Discipline Disparities " by Fellow in Governance Studies, Brown Center on Education Policy, Jon Valant. Students of color and students from low-income families are suspended or expelled from school at much higher rates than their white and non-poor peers. This lecture presented data on discipline disparities. It considered explanations such as discrimination in how schools punish students and whether majority-minority and majority-white schools approach discipline differently. This discussion is placed in the context of local, state, and …
“Sankofa Past, Present And Future” Immigration Patterns And Contributions Of Immigrants To The U.S Economy, Oluremi Alapo
“Sankofa Past, Present And Future” Immigration Patterns And Contributions Of Immigrants To The U.S Economy, Oluremi Alapo
Publications and Research
Immigrants migrate to the United States for various reasons - legally and illegally. Some for purposes such as education, economic opportunities, political asylum, while others simply choose to migrate for a change of environment. Franzee (2018) discussed some myths and facts about immigrants and the overall impact of their contributions to the United States economy. Historically, the United States experienced major waves of immigration patterns from Africa and its diaspora. The contributions of Africa and its diaspora to the United States economy are often overlooked largely in part by Africans and the African diaspora itself. This research examines the current …

Beyond The Sentimental Cliche: How Local Communities Impact Residents And Shape Public Opinion, Kate Brunk
Theses and Dissertations
The Trump administration has recently established a rule that will prohibit abortion services providers from receiving Title X funds for the non-abortion family planning services they provide. Little public opinion research has focused on family planning and reproductive health topics outside of abortion. I find statistically significant experimental evidence that increasing perceptions of local need for a local reproductive health clinic caused subjects to be more supportive of federal reproductive health funding for local clinics. I did not find statistically significant correlational evidence that objective measures of poor reproductive health at the county level influence public opinion on federal reproductive …

The implementation of safety programs in Flight Operations has been successful since the Federal Aviation Administration formally introduced Safety Management Systems (SMS) procedures in 2000. The addition of safety programs like SMS into aviation organizations has been confirmed to improve safety culture, communication, and overall hazard mitigation. This research explores the changes and improvements that are made in maintenance programs where an SMS is formally implemented. In the United States it is legal for children under the age of twenty-four months to fly in commercial aircraft on the lap of a parent or guardian, while being unsecured or unrestrained. Throughout …

A Good Investment: The Updated Productivity Of Public Charter Schools In Eight U.S. Cities, Corey A. Deangelis, Patrick J. Wolf, Larry D. Maloney, Jay F. May
School Choice Demonstration Project
In 2015-16, the United States spent over $660 billion on its public education system in hopes of providing children with greater opportunities to excel academically and to improve their life trajectories. While public education dollars have risen at a relatively fast pace historically, future challenges, including underfunded pension liabilities, suggest policymakers should economize wherever possible. Meanwhile, the number of public charter schools has increased exponentially. From 1991 to 2018, charter school legislation passed in 44 states and the nation’s capital, and student enrollment in charters increased to around 3.2 million.

Global CWD Repository
This 18th Edition of To Walk the Earth In Safety summarizes the United States’ Conventional Weapons Destruction (CWD) programs in 2018. CWD assistance provides the United States with a powerful and flexible tool to help partner countries manage their stockpiles of munitions, destroy excess small arms and light weapons (SA/LW) and clear explosive hazards such as landmines, improvised explosive devices (IEDs), and unexploded ordnance (UXO). Our assistance also helps countries destroy illicitly-held or poorly-secured man-portable air defense systems (MANPADS) and mitigate their threat to civilian aviation and public safety.
In today’s dynamic world, threats to U.S. national security abound. The …

Environmental Consciousness For The Politically Autonomous: The Basque Country, Miranda L. White
Environmental Consciousness For The Politically Autonomous: The Basque Country, Miranda L. White
Independent Study Project (ISP) Collection
When discussing the issue of political autonomy, the usual topics that are taken into consideration are based around human rights, language, culture, society or economics. Those are the most commonly discussed for good reason, as they are important for the rights and freedoms of a community itself. However, this research paper aims to investigate further into the discussion of the environmental effects of political autonomy in Spain, specifically in the matter of autonomous competencies for waterway and air management. Therefore, in order to test such a hypothesis, this study will use the Basque Country of Spain as the subject, and …

Access To Opportunity Project: Final Report, Shawn Flanigan, Emily Lieb, Lisa K. Bates, Raphael Bostic, Sheryl V. Whitney
Urban Studies and Planning Faculty Publications and Presentations
This project’s goal is to lift up promising approaches, suggest new strategies and encourage honest conversations that result in public policy solutions to income and racial segregation and poverty. The overarching question that motivates this work is:
- What are effective policies and strategies that promote access to high-opportunity amenities for low-income families?
As a first step, the researchers surveyed efforts on the ground in the metropolitan areas encompassing Seattle, Washington; Portland, Oregon; and San Diego, California, to determine whether there were any candidates for deeper study. We selected these three metropolitan areas for several reasons. First, prior interaction revealed that …
Telecommunications Regulation In The Uae: The Interconnectedness Of Better Governance And Regulatory Performance, Mahra Abdullah Ali Alghawi
Telecommunications Regulation In The Uae: The Interconnectedness Of Better Governance And Regulatory Performance, Mahra Abdullah Ali Alghawi
Political Science Theses
This research focuses on the Telecommunications Regulation in the UAE and studies the interrelationship of ‘better public governance’ and ‘performance’ of telecommunications regulation in the UAE. The work is a reexamination of the thesis that “Countries with better (governance) institutions have better telecom regulators”, and, “Private regulated firms achieve the same public interest goals as state-owned firms”. The study analyzes public governance in the UAE using six internationally recognized criteria: ‘voice accountability’, ‘political stability’, ‘government effectiveness’, ‘regulatory quality’, ‘rule of law’ and ‘control of corruption’. It analyzes the quality of regulatory governance by the Telecommunications Regulatory Authority (TRA) in the …
Prosecutorial Discretion: The Difficulty And Necessity Of Public Inquiry, Bruce A. Green
Prosecutorial Discretion: The Difficulty And Necessity Of Public Inquiry, Bruce A. Green
Dickinson Law Review (2017-Present)
Prosecutors’ discretionary decisions have enormous impact on individuals and communities. Often, prosecutors exercise their vast power and discretion in questionable ways. This Article argues that, to encourage prosecutors to use their power wisely and not abusively, there is a need for more informed public discussion of prosecutorial discretion, particularly with regard to prosecutors’ discretionary decisions about whether to bring criminal charges and which charges to bring. But the Article also highlights two reasons why informed public discussion is difficult—first, because public and professional expectations about how prosecutors should use their power are vague; and, second, because, particularly in individual cases, …
Understanding The Construction Of Accessibility And Mobility: Non-Car Transportation In St. Louis, Missouri, Hannah N. Shumway
Understanding The Construction Of Accessibility And Mobility: Non-Car Transportation In St. Louis, Missouri, Hannah N. Shumway
Geography Honors Projects
This research examines disadvantaged populations’ accessibility and mobility in the non-car transportation system in St. Louis. By employing mixed methods, this research investigates accessibility and mobility through three distinct scholarly lenses: physical infrastructure and proximity, individual experiences, and political processes. The thesis synthesizes the analyses from these three approaches in order to provide holistic policy recommendations for creating more equitable transportation systems in St. Louis and beyond. Empirical findings show that neighborhoods with lower median incomes and lower percentages of white population in St. Louis are less accessible for biking and walking, with highly variable public transit accessibility. Bike system …

The 2018 Midterms In The Mountain West, Molly Reynolds
The 2018 Midterms In The Mountain West, Molly Reynolds
Brookings Mountain West Publications
The 116th Congress has begun with a bang, with a protracted government shutdown and promises of aggressive oversight from the new Democratic House majority. To understand how we got to this point—and where we might be going in 2020—a look back at the 2018 elections is valuable. As a region, the Mountain West—Arizona, Colorado, New Mexico, Nevada, and Utah—provides useful insights into broader national political dynamics across all levels of government, from Congress to state legislatures.
Conditionality, Rationale, And Implications Of Eu Aid For Migration: The Case Of Morocco, Miranda Macaulay Miller
Conditionality, Rationale, And Implications Of Eu Aid For Migration: The Case Of Morocco, Miranda Macaulay Miller
Independent Study Project (ISP) Collection
Morocco has a long history as a sending country. However, in recent years, as civil, political, and economic unrest has uprooted many people, Morocco has emerged as a transit country for migrants attempting to reach Europe. Additionally, as borders have become tighter and as migration has become more financially burdensome, many have permanently settled in Morocco. In response to the relationship between Morocco and Europe, many instruments have been developed between the EU and Morocco to manage migration and mobility. In this study, using policy analysis and a semi-structured interview approach, I will examine the motives of the EU for …

Multicultural Narratives: Language As A Site Of Struggle For Amazigh Rights Activism In Morocco, Joyce Lee
Independent Study Project (ISP) Collection
The Moroccan constitutional monarchy’s officialization of the Amazigh language in 2011 was its response to a building coalition for Amazigh rights, which simultaneously narrowed and broadened the scope of the Amazigh Rights movement. This study’s purpose was to analyze Tamazight as it has currently manifested in the urban space of Rabat as a site of struggle for Amazigh people. The questions the study attempts to answer are: a) Has the Moroccan government found success in its chosen goal of standardization of the Tamazight language in schools? b) Do Amazigh activists share this same goal? c) Whose needs do the goals …
