The “big questions” articles previously published in Public Administration Review found a widely divergent set of questions rather than a shared research agenda. This article applies the concept of layers of society to analyzing the author's starting points and developing questions that link the organizational and institutional levels. Connecting these levels offers the potential to overcome the limitations of problem solving on only one level. In addition, this framework explains the diversity of research in public administration as potentially productive and connected, rather than fragmented and in intellectual disarray. The Georgia Bureau of Investigation (GBI) has initiated a research project that profiles the perpetrators of hostage and barricade incidents. This research is conducted using a questionnaire that is completed at incident conclusion. The questionnaire was provide .. by the FBI as part of a project called HOB AS (Hostage, Barricade, and Suicide). The HOBAS information is distributed electronically and in print to member law enforcement agencies. HOBAS information is used in this project as the main source of secondary data. The purpose of this study was to understand turnover intentions of 911 workers and to identify job factors that are related to turnover. Serving as the link between the public and police, fire and ambulance services, 911 operators work behind the scenes; under stressful conditions and often times without recognition or appreciation. Across the nation, there is a high rate of turnover.by 911 operators and a difficulty in recruiting competent personnel to replace them. This study analyzes the effectiveness of a network of five regional organizations to promote economic development in Hampton Roads, Virginia. Using a case study methodology, data collected from organizational documents, media reports, and personal interviews was categorized and triangulated to determine how many regional economic proposals were implemented from 1990 to 2000. This analysis created a regional timeline from which was produced a regional inventory of economic proposals. This study concluded that the regional economic development organizations in Hampton Roads have a fragmented network and their output has been influenced by regional factors.

This chapter in Clark and lipset's book on class in American politics resulted from a multi-day workshop at the Woodrow Wilson Center for International Scholars in the summer of 1999. The piece reverses the normal causality of class politics. It does not analyze citizens in elections, but government officials creating policies. It asks why policies differ across localities (specifically public transit decisions in 42 U.S. metropolitan areas). It probes how some government officials work with an "upper-middle-class" citizenry in mind, while others do so less. The chapter then tests for differences across localities and finds quite distinct patterns. The chapter …

This paper examines the potential for school board websites to engage the public by promoting a greater understanding of school board issues and accepting feedback and recommendations from the local community. An analysis of school board websites in Ontario was conducted to measure the effectiveness of existing websites as a method for communication. The findings reveal that until school boards provide an incentive for citizens to visit their websites on a regular basis, they will not become a strong way to connect to the community.

This paper examines whether a meaningful public consultation process was used in the Solid Waste Management Marketplace Engagement Program (SWM-WEP) – later renamed Toronto’s Integrated Solid Waste Resource Management Process (TIRM) – based on case studies of the various meetings that took place throughout the process. The findings reveal that the public consultations that occurred in the SWM-WEP/TIRM cannot be characterized as a true dialogue because power was not transferred from bureaucrats and elected officials to the general population.

This paper examines whether there is a greater proportion of women represented in urban politics than in provincial and federal legislatures. Case studies of 12 cities in Ontario were conducted and compared to data about female representation in the Canadian House of Commons. The findings reveal that women are not more represented at the local level than at other levels of government.

This paper examines whether the short- and long-term goals surrounding the Ontario government’s decision to create district social services administration boards have been met based on a case study of the Cochrane District Social Services Administration Board (CDSSAB). The findings reveal that the province’s short-term objectives have been met and, although many challenges persist, the CDSSAB is well positioned to meet the long-term objectives of efficiency, less government, and superior integrated services.

The primary reason that local governments favor development impact fees and exactions to finance public infrastructure is that the costs associated with growth falls on developers. Two legal cases --Golden v. The Planning Board of The Town of Ramapo, New York and the Construction Industry Association of Sonoma County v. For unknown reasons horses went extinct on the North American continent approximately ten thousand years ago and were subsequently reintroduced by Spanish settlers in the 1400's. As European settlers moved westward, horses were perceived as competition for grasslands and their numbers were curtailed. Wild horses were granted Federal protection in 1959 with the passage of the 'Wild Horse Annie' law and further protected with the passage of the Wild, Free-Roaming Horse and Burro Act of 1971.
