The purpose of this paper is to identify gaps in regulatory policies resulting from the emergence of Internet radio. To accomplish this purpose, the paper seeks to: 1) provide insights into agencies that may have direct involvement in potentially regulating Internet radio; 2) explore the concepts of jurisdiction in cyberspace; and 3) address the regulatory challenges that exist when traditional country borders no longer apply.

A census of 53 adolescent females was conducted over a period of time beginning July 15, 2001 and ending March 5, 2002. Each subject was surveyed by using an interview with 66 items. The resources examined in this census were means of transportation and the social support structure before the female became an adolescent. The census found that 72 percent (N=53) of the adolescent females interviewed do not have a car, and 79 percent do not use public transportation. The census also found that 77 percent of the adolescent females interviewed do depend on their family/friends for transportation, and eighty-five …

This qualitative study investigates the relationship between the two constructs: Organizational Climate and Organizational Commitment.

Litwin and Stringer (1968) suggested that a molar model is needed to explain employee behavior and motivation. Climate was proposed as this molar construct. Research concerning Organizational Climate resulted in multiple definitions and little consensus concerning the number and use of multiple dimensions of this construct. The almost exclusive use of survey methods coupled with methodological confusion with Organizational Culture created difficulty with the use of this important construct.

The Clark County Fire Department has no formal career development path for fire prevention (civilian) personnel as it does for suppression (sworn) personnel. The purpose of this paper is to compare the career paths developed for suppression personnel and prevention personnel in five fire departments throughout the State of Nevada. Each department was chosen because they have over 100 total employees. Three dimensions relevant to the extent to which a career development path exists were identified and each department was assessed terms of these dimensions. This dissertation is designed to examine the impact of the complementarity of politics and administration on local governments' fiscal performance. The study adopts Svara's Politics-Administration Complementarity Model, which explains the mutual interdependence and reciprocal influence of administrative relationships between the elected and appointed officials of local governments towards a General Management City (a traditional mayor-council city that appoints a professional city manager to conduct the city's administration without formally adopting the council-manager form).

The findings are primarily negative: There is no evidence that the 22 community foundations of West Virginia have provided support for the development or continuation of neighborhood associations in the state.

This paper examines the conditions and characteristics for establishing and maintaining a successful labour-management relationship between fire chiefs and association presidents based on a survey and interview with a fire chief and association president from the Waterloo Fire Department (WFD). The findings reveal that the functional and effective labour-management relationship in Waterloo is characterized by shared organizational and relational values, a strong relationship with other staff members and the council the fire chief reports to, and mutual trust and respect.

For the past few decades, criminologists have evaluated the success of treatment programs as the primary strategy to identify the best ways to lower offender recidivism. In doing so, they have repeatedly overlooked staff burnout as a potential barrier to rehabilitation. Because past research in human service agencies in general and prisons in particular has found organizational and administrative shortcomings to have the greatest impact on job strain and discomfort, this exploratory study examined the relationship between administrative support and the burnout of prison treatment staff. Abstract This capstone project involved an alumni assessment of the Master of Public Administration Program offered by the Center For Public Service at Seton Hall University. Questionnaires were mailed to over 500 alumni and approximately 23.4% were returned. The responses from the alumni indicate that the MP A Program has met its mission and successfully prepared its students for their careers. Although not the focus of the literature review, the Center's MHA program is also assessed.

This paper examines local solutions for amalgamation in Ontario by conducting a comparative case study of the County of Brant’s success at amalgamation and the County of Dufferin’s failed efforts towards amalgamation. The findings reveal that the factors that contribute to the outcome of local amalgamation decisions include the loss of identity associated with municipal mergers, the assimilation of individual communities, and the blurring of each community’s distinct characteristics into one homogenous mass.

This article explores the political influence of government-sponsored enterprises (GSEs). Using Congress's overhaul of the regulatory infrastructure for Fannie Mae and Freddie Mac as a case study, the article presents two principal findings: (1) The characteristics that distinguish government-sponsored enterprises from traditional government agencies and private companies endow Fannie Mae and Freddie Mac with unique political resources; and (2) the alignment of interest groups around Fannie Mae and Freddie Mac is subject to strategic manipulation by the GSEs. This study set out to assess the short-term effects of a retrenchment exercise on individual and organisational performance in the Uganda civil service. In all, 247 senior and lower rank employees from 6 civil service ministries were administered a questionnaire that measured individual performance, factors hindering employee performance and suggestions on how performance could be improved, and organisational performance factors. The majority of participants reported retrenchment had positive or unknown effects on individual performance. Factors hindering employee performance were inadequate funding, lack of motivation, work overload, and lack of tools--to mention but a few. Providing a living wage, improved incentives, …

It uses multiple qualitative research methods to identify patterns of attack used by terrorists against urban targets in the United States and suggest ways for policymakers to mitigate the effects of a terrorist attack through not only physical, but also organizational, political, legal, and social strategies. Governing Municipalities In A Dual Context: An Examination Of Urban Indian Reserve Creation Under Article 9 Of The Saskatchewan Treaty Land Entitlement Framework Agreement, Wesley Stevenson

This paper examines the Saskatchewan Treaty Land Entitlement Framework Agreement (TLEFA) in an attempt to demonstrate that although it did not provide a full prescription for municipal land to be turned into reserve land, the framework agreement still remains relevant. A survey of municipalities and First Nations bands that have experience in urban reserve creation under the TLEFA was conducted. The findings reveal that there are several insights and lessons to be learned from the creation of urban reserves in Saskatchewan, emphasizing the continued significance of the TLEFA.
