There is an increasing trend in the private sector to provide development opportunities to employees which include more than on-the-job or skills-based training. These programs are often referred to as “corporate universities.” Clark County is currently attempting to transform its training program to apply “corporate university” concepts to the development of its public sector employees. The purpose of this paper is to examine the planning conducted by the county’s program development team, and to determine if the now-implemented program is reaching its target audience, achieving its goals, and being evaluated correctly. The purpose of this study is to explore the training methods presently employed by the Clark County School District in preparing their mechanical staff for the future. The methods used to explore this issue are a review of pertinent literature and a series of one on one interviews with both the Human Resources Department and the mechanical staff. These interviews demonstrate that changes in training techniques are necessary to maintain the efficiency and competence of the mechanical staff. A proposal to assist the Vehicle Maintenance Department reach these goals is included.

This paper, prepared for the Department of Public Administration, will identify and analyze some problems with succession planning at the Department of Energy Nevada Operations Office. My main concern is the fact that retirements, a hiring freeze, insufficient training funds, and rampant promotions are combining to make the existing workforce at DOE/NV fatter, dumber, and happier. The section on the DOE/NV organization reveals that as a result of Strategic Alignment Initiatives, the organization has downsized, but has not right-sized. Problem. Since 1995, with the realization that by 2005 more than 61% of executives in the senior ranks of the Canadian Public Service would be eligible for retirement (La Releve, 1998), the need to recruit and develop competent leaders has become a matter of urgent attention.

Method. Public sector leaders were surveyed by mail-in questionnaires as to their ratings of a set of leadership competencies. Analogue research for privatesector leaders, conducted by a colleague, was incorporated for some analysis. A stratified sample of the general public was also surveyed by telephone regarding a subset of the same competencies.

Hal G. Rainey and Paula Steinbauer (1999) recently proposed a theory of effective government organizations. Several other theories exist in whole or in part, but empirical testing is rare. In this article we cut to the chase and examine several key elements of these theories empirically. First, we explore the theoretical dimensions of organizational performance and derive a taxonomy to help measure the construct. Second, we draw from the literature and develop a model predicting organizational performance. This study identified defendant characteristics that are related to pretrial outcome (success or failure pending trial) in Virginia. The study also investigated the potential differences in predictors across community types (Large Urban, Small Urban, Mixed, and Rural). Identification of factors that are predictors of outcome, as well as any differences across community types, can assist judicial officers in making the bail decision. The bail decision, to release or incarcerate a defendant pending trial, is a monumental one. Judicial officers must attempt to fairly and equitably balance the rights and needs of the defendant with those of the public at large. …

Symbolism and substance are essential parts of any political system. In our system of government, we typically think of symbolism as serving substantive ends. Using a triangulation of _methods (Participant Observation, Archival Data, and Documentary Evidence), the paper examines two cases (Social Security and criminal justice) and concludes that the mix between substance and symbolism has changed dramatically in recent years with symbolism now assuming the central role.

The city of Las Vegas and surrounding municipalities have varying preservation programs in place. This paper examines the public policy issue of transportation funding by analyzing the urban transit trends in Ontario regarding operating subsidies, ridership, service levels, cost and efficiency, revenue and fare, and productivity. The findings reveal that the elimination of provincial funding for urban transit in Ontario contradicts the integrated policy approach that is required for balanced urban transportation systems.
