This report recommends organizational and methodical changes for the Boys & Girls Club of Syracuse (B&G Club) after school program held at the Dr. Martin Luther King, Jr. Magnet School (Dr. King) in Syracuse, New York. The recommendations focus on improvements to the program’s data collection and measurement system as a continuous improvement tool.

Towards Understanding The Emergence Of African-American Church Schools: Early Hypotheses And A Research Agenda, Georgia A. Persons

A survey of the Atlanta metropolitan area reveals a growing trend in African-American church sponsored schools. The emergence of these schools is curious in that it is counterintuitive to the protection of the public school system on which the majority of African-Americans rely; the schools are mainly in the suburbs where the public schools offer relatively high standards of education; and there seems to be no public debate accompanying a trend that is likely to have far-reaching public policy implications. The purpose of this study was to determine what technical-managerial skills, human relation skills, and personal characteristics made superintendents in Indiana successful and to determine whether these skills and characteristics were innate or could be taught. Four universities and three educational organizations were surveyed to identify successful superintendents in Indiana based on the superintendents' technical managerial skills, human relation skills, and personal characteristics. The theoretical framework of the study was based on the eight professional standards for the superintendency as developed by the American Association of School Administrators. Examination Of The Skills And Dispositions Needed For Assistant Principals To Be Effective Disciplinarians, Sherie Lynn Williams

The main purpose of this study was to identify the set of key skills and dispositions needed by secondary school assistant principals to function as effective disciplinarians. A secondary purpose of this study was to explore the perceptions of males and females concerning this topic. This was accomplished by exploring the perceptions of experts and practitioners, both male and female, concerning their ideas on the skills and dispositions needed by assistant principals at the secondary level to be successful disciplinarians.

Présence Francophone: Revue internationale de langue et de littérature

This paper is illustrative of the conflict of languages in a sociolinguistic landscape. It asserts that in French-speaking world, notably Black Africa and the West Indies, politics in collusion with French language policies work for the imperceptible, but gradual disappearance of vernaculars on behalf of the prestige of French language. The International Organization of "Francophonie" is depicted as being instrumental in the ongoing strategy. The article ends up suggesting criteria for a harmonious cohabitation of languages in the above-mentioned ommunities.

The purpose of this study was to explore whether leadership preparation experiences for the position of chief academic officers at two-year public colleges contribute to their perceived level of competency for specific tasks in the first year of their careers as chief academic officer. The instrument used in this study was developed by the researcher and was composed of three sections: the preparation experiences section, the self-perceived competency rating for tasks section, and the demographic section. The purpose of this study was to determine the impact of self defense instruction of female cadets at the United States Military Academy on their physical self-efficacy. All95 female cadets enrolled in PE115 during the fall of2002 were surveyed on the first and last day of class to determine their levels of perceived physical ability (PPA) and physical self-presentation confidence (PSPC). Both the PP A and the PSPC are subscales ofthe Physical Self-Efficacy Scale (PSE). Completed data were collected from 80 (84 percent) ofthe subjects. The University of Nevada, Las Vegas (UNLV) is a fast growing institution and is the largest public university in Nevada. However, it cannot create its own rules for the administration of its classified personnel system. Many large public universities possess this ability and function independently. This is in direct contrast to the traditional role of other state agencies and the administration of civil service rules for their classified personnel. This paper addresses the prevalence of independent classified personnel systems in public universities and presents a review of current movements in that direction. The United States Supreme Judicial Court is currently deliberating the University of Michigan Affirmative Action lawsuits involving three white students who claim they were discriminated against because of race-conscious admissions policies. Organizations, such as the Center for Individual Rights, which sponsored the Michigan plaintiffs, and the Center for Equal Opportunity, have spearheaded drives to evaluate affirmative action programs in light of equal protection under the law. Viewed in this light, these policies appear to be unfair to white candidates. Examined more closely, concerns about equitability are missing from arguments about fairness. The Vote On Bilingual Education And Latino Identity In Massachusetts, Jorge Capetillo-Ponce

In November 2002, the Massachusetts electorate voted overwhelmingly to pass Referendum Ballot Question 2 (Q. 2), sponsored by California millionaire Ron Unz. The passage of this initiative by close to 70% of the voters effectively ended bilingual education in the state as it had been known for thirty years. Exit polling done at selected cities in Massachusetts by the Mauricio Gaston Institute and UMass Poll revealed, however, that out of a total 1,491 Latinos polled, a vast majority of them, around 93%, had voted in favor of rejecting Q. 2 and keeping bilingual education in place.

This dissertation examines the evolution of the high technology industry in the Portland-Vancouver metropolitan region. The research explains how and why the region was able to grow a high technology industry cluster in the absence of a major world-class engineering and computer science research university. The research challenges the conventional assumption that a research university must be in place to create a high technology center. It was hypothesized that high technology firms functioned as surrogate research universities by attracting and developing labor, creating knowledge, and functioning as incubators for startup companies.
