The Affordable Care Act significantly transformed the for-profit congregate care (FPCC) industry, which provides residential treatment for adolescents with behavioral and mental health issues. This study analyzes financial records from Universal Health Services (UHS), the largest provider in the industry, to examine how healthcare policy changes and economic conditions affected the industry's growth and funding structure. Through analysis of SEC Form 10-K filings from 2006-2016, the research documents how the ACA's mental health coverage mandates created new revenue streams that enabled dramatic industry expansion. This is the largest conflict in Europe since WWII with devastating implications for Europe and the world. In many developing cities, the scarcity of adequate observed precipitation stations, due to constraints such as limited space, urban growth, and maintenance challenges, compromises data reliability. This study explores the use of satellite-based precipitation products (SbPPs) as a solution to supplement missing data over the long term, thereby enabling more accurate environmental analysis and decision-making. Specifically, the effectiveness of SbPPs in Norfolk, Virginia, is assessed by comparing them with observed precipitation data from Norfolk International Airport (NIA) using common bias adjustment methods. This thesis examines the divergent drug policies implemented in Portugal and Greece, analyzing why Portugal's comprehensive decriminalization model has been more successful than Greece's partial approach. Since 2001, Portugal has pioneered a drug policy that decriminalizes all drugs for personal use while investing in harm reduction services, rehabilitation, and social reintegration. In contrast, Greece maintained criminalization while implementing more limited harm reduction measures, particularly through OKANA (the Organization Against Drugs). In the past fifty years, the United States has seen significant changes in both the criminal legal system and the welfare state. The incarceration rate surged by 475% from 1972 to 2007, driven by state-level decisions about criminal legal policy and disproportionately affecting Black Americans. Simultaneously, welfare programs became less generous, especially for those deemed “undeserving.” A long line of social science scholarship emphasizes that these two major social institutions—the welfare state and the carceral state—must be considered as complementary and alternative methods of managing marginalized groups. The aim of this exploratory study is to examine how police officers perceive the impact of body-worn cameras (BWCs) on their use of discretion when communicating with members of the public. In this context, “discretion” refers to an officer’s authority to make independent judgments while enforcing the law; deciding whether to issue a warning, make an arrest, or resolve an incident informally when legality permits. Research on the motivations behind mass shootings remains inconclusive as these events often lack a singular or explicit cause. The motivations of mass shooters are complex, shaped by the interplay of psychological, social, and ideological factors. While some attacks are clearly driven by extremist beliefs, others appear to stem from less defined forces such as depravity or sadistic intent. Across U.S. colleges, speech climates are poor. Self-censorship and discomfort expressing views are common. At the same time, we find wide variation in speech climates across different institutions. This study is the first to identify factors that predict variation in speech climates. Drawing on data from multiple sources, including a survey of 58,807 undergraduates across 257 colleges and universities from the Foundation from Individual Rights and Expression (FIRE), this study constructs a first-of-its-kind dataset to test three core theories of self-censorship found in the literature—student-centric theories, faculty-centric theories, and administrator-centric theories. This study evaluates whether California’s Fair Debt Buying Practices Act (CFDBPA), effective January 2014, improved litigation outcomes in consumer debt lawsuits. The CFDBPA sought to curb abusive practices by imposing heightened documentation requirements on debt buyers. Using a dataset of 535,766 limited-jurisdiction debt collection cases filed in Los Angeles County between 2012 and 2022, a constrained difference-in-differences event study design compares outcomes between secondary and non-secondary debt buyers before and after the law’s implementation.

The analysis finds modest changes: dismissals for secondary buyers increased slightly relative to non-secondary buyers, but default judgment rates remained high. Defendant response rates declined for …

The ubiquity of sexual violence, with its devastating physical and psychological consequences, has rendered conflict-related sexual violence (CRSV) one of the most effective and enduring “invisible crimes” of war. Despite receiving growing attention across academic, political, and activist circles, wartime sexual violence remains pervasive in contemporary conflict zones. Against the backdrop of these frequent and recurring violations, this thesis explores the dissonance between high-level rhetorical commitments to preventing and punishing CRSV and on-the-ground realities. A Self-Fulfilling Prophecy: Realism In U.S. Foreign Policy, Olivia M. Licata

This paper examines the influence of realist theory on U.S. foreign policy from 1776 to 2025. Through a temporal analysis of policy across three international power systems – multipolarity, bipolarity, and unipolarity – this paper determines that U.S. foreign policymakers follow realist prescriptions for state behavior given their perception of the United States’ status within the international balance of power system. As a result, the U.S. foreign policy has become rooted in realist assumptions and constrained to realism-prescribed behavior, which will ultimately lead to hegemonic decline. This paper calls for the reexamination of realist influences on foreign policy decision-making.

This thesis presents a parallel case study of the settler colonial histories of Canada and Palestine. The Land Back Movement was first analyzed to determine what conditions enabled the success of Indigenous land restitution in Canada. Subsequently, a cross-analysis with Palestine was conducted to ascertain whether the same enabling conditions could facilitate Palestinian land restitution, known as the Right of Return.

This thesis examines the competitive effects of Arizona’s targeted Empowerment Scholarship Account (ESA) program, which operated from 2012 to 2022, on public school performance. Under this program, students attending D-rated or F-rated schools were made eligible for school vouchers. I analyze both short-term (2015) and longer-term (2019) impacts. Using a sharp regression discontinuity design centered on the threshold between C- and D-rated schools under Arizona’s A–F school rating system, I estimate the effect of voucher eligibility on standardized test outcomes in English Language Arts and Math, as measured by the AzMERIT assessment. Brazil’s history of militarization in public policy has led to the adoption of new models centered around crime intervention and community growth. Rio de Janeiro’s 2008 Comunidade (Favela) Pacification Program was one of the most notable policies reflective of these goals. Rio’s state government implemented Pacifying Police Units (UPPs) that would be permanently stationed in comunidades, driving out criminal organizations and promoting socioeconomic development.

This thesis traces the history of psychedelic science in the United States and its implications for policymaking. In the postwar period, psychedelic researchers were enabled by a unique convergence of optimism in medical science and structural flexibility. But their hope blinded them to the deeper tensions of their field. As institutions grew increasingly rigid and risk-averse, the space for psychedelics began to close. The federal government is responsible for ensuring that nursing homes comply with regulations designed to protect residents from abuse, neglect, and substandard care. To this end, the Centers for Medicare and Medicaid Services (CMS) partners with states to conduct onsite inspections of nursing homes, during which regulators may identify violations. Socio-Economic And Infrastructural Determinants Of Response Time Disparities Across Emergency Service Agencies, Alice N. Ottah

This study comprehensively analyzes the determinants of disparities in emergency response times for EMS, Fire, and Police agencies in San Francisco from 2021 to 2023, utilizing a multilevel modeling framework and publicly accessible data. Contrary to a primary reliance on structural neighborhood factors, this research reveals that while neighborhood disadvantage statistically significantly interacts with agency type to influence response times, its direct effect is weak and not uniformly consistent across services. Specifically, the analysis demonstrates that variance in call response times across neighborhoods is minimal (Intraclass Correlation Coefficients < 0.02), the effects of disadvantage are agency-specific (null effects for Police and Fire), and even when significant (for EMS calls only), response times are faster in more disadvantaged neighborhoods. These findings challenge the existing literature on emergency response times and highlight the need for tailored policy interventions that consider both neighborhood context and agency-specific operations to promote equitable emergency response.
