The Egyptian Islamic Group’S Critique Of Al-Qaeda’S Interpretation Of Jihad, Paul Kamolnick

A specific branch of Islamic jurisprudence (fiqh al-jihad) regulates the waging of the jihad of the sword (jihad bis saif). In this article, a detailed exposition is presented of the Egyptian Islamic Group’s (IG; Al-Gama’a Al-Islamiyya) use of fiqh al jihad against Al-Qaeda. The present author’s ‘jihad-realist’ approach is first briefly described; the IG’s critique of AQ systematically outlined; and in conclusion, implications are derived for counter-radicalisation strategies.

This research addresses the issue of insufficient or stagnated progress toward U.S. foreign policy objectives for Latin America through an analysis of Department of Defense resource allocations toward the region. These resources are critical to achieving progress toward U.S. foreign policy objectives because the relationships and engagements the DOD establish with Latin American partner nations largely precede and characterize the role of the U.S. in the region.

While UN Security Council Resolution (UNSCR) 1325 has certainly increased awareness among international actors about women’s and gender issues in armed conflict, opened new spaces for dialogue and partnerships from global to local levels, and even created opportunities for new resources for women’s rights, successes remain limited and notably inconsistent. To understand some of these shortcomings and think creatively about how to move the women, peace and security agenda forward, it is essential to understand the conceptual assumptions underscoring UNSCR 1325.

Despite widespread beliefs that the United States has not used chemical weapons since the distant past of World War I, this study suggests a more complicated history by examining U.S. use of herbicides and incapacitating gases in the Vietnam War and its use of herbicides in the "War on Drugs." Disrupting, dismantling, and ultimately defeating al-Qaeda based and inspired terrorism is a declared policy of the U.S. Government. Three key strategic objectives have been identified for accomplishing this: attacking al-Qaeda’s terror network, undermining radicalization and recruitment, and hardening homeland defense. The present monograph proposes a distinct "jihad-realist" approach for undermining radicalization and recruitment to al-Qaeda. First, a brief discussion of six means for ending terrorist organizations is provided. Second, the premises of a jihad-realist approach are described. This study employs an experimental approach to isolate and directly test the extent to which presidents can affect public perceptions of issue importance and support for policy action, taking into consideration key factors that condition such effects. Our findings provide new empirical evidence that presidents can, in fact, positively influence public opinion through agenda setting, particularly by increasing the perceptual importance of low salience foreign policy issues. However, the results also indicate that such positive effects do not translate into public support for policy action; instead, presidential appeals actually decrease support.
