The COVID-19 pandemic has prompted governments in various countries to involve a wide range of actors, including intelligence. Since the beginning of 2020, the State Intelligence Agency (BIN) in Indonesia has been actively involved in dealing with the COVID-19 pandemic. The deployment of intelligence bodies in handling a pandemic is a common practice that many democratic countries do. However, intelligence must operate within the confines of its mandate, function, and democratic principles. The thawing Arctic is subject to increasing activity, attention, and a renewal of interests in the region from around the globe. National interests have compelled strategic planning in the Arctic region and are connected to global geopolitics. A concept of grand strategy is distilled from theories of past authors, understood within the modern context. That concept includes a terminological framework consisting of interests and threats to inform an ends, ways, and means design of strategy, composed of all instruments of state power, blending policy with strategy, and across the peace-war continuum. This thesis discusses Crimmigration—the convergence of criminal policies and immigration law—in a post-9/11 world as it relates to Latin American Immigrant women seeking asylum in the United States. Salvadoran Archbishop Oscar Romero and Guatemalan Bishop Juan Gerardi were prominent defenders of human rights during the civil wars that characterized their two countries during the 1980s and 1990s. By their public proclamations and prophetic witness, they laid the foundation for the United Nations Truth Commission in El Salvador, the United Nations Commission for Historical Clarification in Guatemala, and the Recovery of the Historic Memory (REMHI) project in Guatemala. Inspired by the need to dignify the victims of state-sponsored violence by refusing to forget, and accompanying the survivors in their struggle for justice, Romero and Gerardi were instrumental in uncovering …

This dissertation analyzes the existence of two constellations of political forces, emphasizing their relationship to each other and the link between their interests related to China and climate change. It argues that two China-related alignments on climate issues are driven by their opposing approaches to US China relations in general in such a way that the latter predicts the former. These broad but opposing coalitions of political forces—one favoring and one opposing cooperation with China—are made up of think tanks, NGOs and industry groups, which have demonstrated a convergence in policy preferences over the course of two presidential administrations, democrat …

Legislating Against Liberties: Congress And The Constitution In The Aftermath Of War, Harry Blain

How far can a democracy go to protect itself without jeopardizing the liberties upon which democracy depends? This dissertation examines why wartime restrictions on civil liberties outlive their original justifications. Through a comparative historical analysis of five major American wars, it illustrates the decisive role of the U.S. Congress in preserving these restrictions during peacetime. This argument challenges the prevailing consensus in the literature, which identifies wartime executive power as the main threat to postwar freedoms. It also reveals broader narratives of American constitutional development, including the rise and fall of intrusive congressional investigations, the decline of sedition legislation since …

The First and Second Barbary Wars were incredibly influential in shaping the diplomatic and military tactics of the early United States. These wars were fought against the Barbary states of Tripoli, Tunis, Morocco, and Algiers, located on the Mediterranean coast of North Africa. The First Barbary War lasted between the years of 1801 to 1805. The First Barbary War began due to the United States’ desire to no longer pay tribute sums to the Barbary states, along with an increase in the number American merchantmen captured and enslaved by the Barbary states. Before pursuing an international career, members of the LGBTQIA+ community must be aware of the hardship that may be exacerbated by living and working abroad. This study addresses the trends in laws, including employment and anti-discrimination laws, that provide and restrict certain rights of members of the LGBTQIA+ community in eight countries. These nations, both progressive and discriminatory, include the United States, England, Switzerland, Germany, Taiwan, China, the Philippines and Kazakhstan. Eight LGBTQIA+ business professionals spoke on their experiences living and working in each of these countries and provided advice to members of the community wishing to pursue an international …

Immigration is one of the most debated issues in the United States. Research on these populations has been limited and often lacks the perspectives of undocumented individuals. Using qualitative research methods through semi-structured interviews, this study explores the perspectives of undocumented young adults in California. The study was guided by the following research questions: What are the identity challenges undocumented young adults face? How do undocumented young adults from Mexico view themselves in the United States today? This thesis examines the role of far-right populist groups in the framing of global health crises. To understand the impact far-right populism has had on the response to health crises, I will be analyzing the case of the Alternativ für Deutschland (AfD), or Alternative for Germany, and their response to the ongoing coronavirus pandemic. I evaluate three distinct time periods in the AfD’s history and determine how the AfD has framed and reframed its crisis narrative in response to the coronavirus compared to previous crises, such as the refugee crisis of 2015. The rise of China is often depicted as one of the clearest, most predicted, and predictable realities in a century of international politics. Instead, China's rise has been gradual, widely foreseen, and not because of a conflict that transformed the world. Predictions and recommendations from academics and policy circles on China's rise matter because they transfer to popular discourse, albeit haphazardly. Therefore, understanding the predictions and recommendations and how they have changed over time is vital to explaining democratic responses to China's rise.

This thesis seeks to determine which international relations theory best explains the United States involvement in the Arab Spring, and to ascertain if the goals set by those theories were met. Through the literature, I determine that two theories offer reasonable yet competing explanations of US involvement, and that these theories are first, defensive realism, and second, democratic peace theory. I employ the analytic method of pattern matching to compare each theory against the empirical record. This work provides historical and contemporary overviews of this critical geopolitical problem, describes the policy actors addressing this in the U.S. and selected other countries, and provides maps and information on many undersea cable work routes. These cables are chokepoints with one dictionary defining chokepoints as “a strategic narrow route providing passage through or to another region."
