This issue of C&RL is focused on scholarly communication, and it seems appropriate, in this invited guest editorial, to step back and examine the broader agenda that academic and research libraries need to consider today in engaging with scholarly communications as a way of framing the issue. My view is that this agenda is ripe for re-thinking. The overall environment has changed significantly in the last few years, underscoring the growing irrelevance of some long-held ideas, and at the same time, clearly identifying new and urgent priorities. This paper argues democratization of journal publishing is the key to lowering journal production costs and facilitating OA. Members of the academic community, either at established not-for-profit organizations or through informal groups of editors and advocates, must break up the corporate publisher conglomerate by taking control of journals and developing funding, access, and distribution models that work for their disciplines. Open access (OA) is a contested term with a complicated history and a variety of understandings. This rich history is routinely ignored by institutional, funder and governmental policies that instead enclose the concept and promote narrow approaches to OA. This article presents a genealogy of the term open access, focusing on the separate histories that emphasise openness and reusability on the one hand, as borrowed from the open-source software and free culture movements, and accessibility on the other hand, as represented by proponents of institutional and subject repositories. This study is a content analysis of a collection of several hundred Army manuals published by the War Department, the precursor of the United States Department of Defense (U.S. War Department, 2013). The manuals were in varying conditions, address a variety of topics, and were published in years surrounding and during World War II.

Since the end of the Second World War some 70 years ago, research and scholarship featuring wartime contributions of the average British citizenhasfocused largely on men's experiences of combat, the various roles of government agencies, or the assumed viability and tenacity of political and military leaders. The role of gender in the experience of war was often a side-note, not a focus of research. Since the 1960s, and more frequently since the late 1980s, a new wartime perspective has begun to be documented and explored in academic and literary scholarship - that of British women.

With the passing of the USA Patriot Act in 2001 following the events of 9/11, libraries on the national scale have had to staunchly defend issues of privacy and confidentially more-so than ever before. Evidence of this lies not only in statements within the ALA’s Resolution on the USA PATRIOT Act and Libraries but also in other core documents which guide policy development in public libraries (ALA 2005). Intellectual Freedom and privacy are two of the major issues addressed and protected by the American Library Association through the Office of Intellectual Freedom and the Library Bill of Rights (ALA 1996).

The library-press relationship explored in P2L allows for transformative approaches in support and dissemination of scholarship. Effective exploitation of these partnerships is in the early stages and there is an opportunity to influence the outcomes to ensure they are as broadly applicable and scalable as possible. As Cliff Lynch (CNI) noted in his summary of the day’s conversation, we must do more exploration of both intra-institutional (library and press) and cross-institutional collaborations. He provided several compelling suggestions for partnerships, including new ways to promote and leverage library special collections as well as ideas for increasing discoverability of press content. Citing webpages has been a common practice in scholarly publications for nearly two decades as the Web evolved into a major information source. But over the years, more and more bibliographies have suffered from “reference rot”: cited URLs are broken links or point to a page that no longer contains the content the author originally cited. In this column, I look at several studies showing how reference rot has affected different academic disciplines. I also examine citation styles’ approach to citing web sources.
