I propose a method for tracking and assessing scientific progress using a prediction consensus algorithm designed for the purpose. The protocol obviates the need for centralized referees to generate scientific questions, gather predictions, and assess the accuracy or success of those predictions. It relies instead on crowd wisdom and a system of checks and balances for all tasks. It is intended to take the form of a web-based, searchable database. I describe a prototype implementation that I call Ex Quaerum. The main purpose of the present document is to motivate the project, to explain it's underlying philosophy, to explain the …

The web began with a vision of, as stated by Tim Berners-Lee in 1991, “that much academic information should be freely available to anyone”. For many years, the development of the web and the development of digital libraries and other scholarly communications infrastructure proceeded in tandem. A milestone occurred in July, 1995, when the first issue of D-Lib Magazine was published as an online, HTML-only, open access magazine, serving as the focal point for the then emerging digital library research community. In 2017 it ceased publication, in part due to the maturity of the community it served as well as …

As a result of a number of national initiatives, we are seeing rapid growth in the data important to materials science that are available over the web. Consequently, it is becoming increasingly difficult for researchers to learn what data are available and how to access them. To address this problem, the Research Data Alliance (RDA) Working Group for International Materials Science Registries (IMRR) was established to bring together materials science and information technology experts to develop an international federation of registries that can be used for global discovery of data resources for materials science. A resource registry collects high-level metadata …
Building And Using Digital Libraries For Etds, Edward A. Fox
Building And Using Digital Libraries For Etds, Edward A. Fox
The Journal of Electronic Theses and Dissertations
Despite the high value of electronic theses and dissertations (ETDs), the global collection has seen limited use. To extend such use, a new approach to building digital libraries (DLs) is needed. Fortunately, recent decades have seen that a vast amount of “gray literature” has become available through a diverse set of institutional repositories as well as regional and national libraries and archives. Most of the works in those collections include ETDs and are often freely available in keeping with the open-access movement, but such access is limited by the services of supporting information systems. As explained through a set of …

Presentation slides generated from original research papers provide an efficient form to present research innovations. Manually generating presentation slides is labor-intensive. We propose a method to automatically generates slides for scientific articles based on a corpus of 5000 paper-slide pairs compiled from conference proceedings websites. The sentence labeling module of our method is based on SummaRuNNer, a neural sequence model for extractive summarization. Instead of ranking sentences based on semantic similarities in the whole document, our algorithm measures the importance and novelty of sentences by combining semantic and lexical features within a sentence window. Our method outperforms several baseline methods …

Journal of Cybersecurity Education, Research and Practice
The use of the Internet among children and adolescents is now a norm in many parts of the world. As the Internet offers a wide range of benefits to these ones, so does it expose them to possible various risks and harm. Researchers in different countries across the world have engaged in the production of relevant research-based knowledge in order to make the virtual world a safe place for the younger ones. However, while studies have been carried out on the subject of Internet risk among children and adolescents, there is a dearth of information on the assessment of research …

This article will describe our process developing a script to automate downloading of documents and secondary materials from our library’s BePress repository. Our objective was to collect the full archive of dissertations and associated files from our repository into a local disk for potential future applications and to build out a preservation system.
Unlike at some institutions, our students submit directly into BePress, so we did not have a separate repository of the files; and the backup of BePress content that we had access to was not in an ideal format (for example, it included “withdrawn” items and did not …

As information and communication technology has become pervasive in our society, we are increasingly dependent on both digital data and repositories that provide access to and enable the use of such resources. Repositories must earn the trust of the communities they intend to serve and demonstrate that they are reliable and capable of appropriately managing the data they hold.
Following a year-long public discussion and building on existing community consensus , several stakeholders, representing various segments of the digital repository community, have collaboratively developed and endorsed a set of guiding principles to demonstrate digital repository trustworthiness. Acknowledgements are ubiquitous in scholarly papers. Existing acknowledgement entity recognition methods assume all named entities are acknowledged. Here, we examine the nuances between acknowledged and named entities by analyzing sentence structure. We develop an acknowledgement extraction system, AckExtract based on open-source text mining software and evaluate our method using manually labeled data. AckExtract uses the PDF of a scholarly paper as input and outputs acknowledgement entities. Results show an overall performance of F1=0.92. We built a supplementary database by linking CORD-19 papers with acknowledgement entities extracted by AckExtract including persons and organizations and find that only up to …

What Do You Mean?” was an undeniable bop of its era in which Justin Bieber explores the ambiguities of romantic communication. (I pinky promise this will soon make sense for scholarly communication librarians interested in artificial intelligence [AI].) When the single hit airwaves in 2015, there was a meta-debate over what Bieber meant to add to public discourse with lyrics like “What do you mean? Oh, oh, when you nod your head yes, but you wanna say no.” It is unlikely Bieber had consent culture in mind, but the failure of his songwriting team to take into account that some …

We describe our approach for automatically generating presentation slides for scientific papers using deep neural networks. Such slides can help authors have a starting point for their slide generation process. Extractive summarization techniques are applied to rank and select important sentences from the original document. Previous work identified important sentences based only on a limited number of features that were extracted from the position and structure of sentences in the paper. Our method extends previous work by (1) extracting a more comprehensive list of surface features, (2) considering semantic or meaning of the sentence, and (3) using context around the …

Predicting The Impact Of Software Engineering Topics: An Empirical Study, Santonu Sarkar, Rumana Lakdawala, Subhajit Datta
Research Collection School Of Computing and Information Systems
Predicting the future is hard, more so in active research areas. In this paper, we customize an established model for citation prediction of research papers and apply it on research topics. We argue that research topics, rather than individual publications, have wider relevance in the research ecosystem, for individuals as well as organizations. In this study, topics are extracted from a corpus of software engineering publications covering 55,000+ papers written by more than 70,000 authors across 56 publication venues, over a span of 38 years, using natural language processing techniques. We demonstrate how critical aspects of the original paper-based prediction …

The Biodiversity Heritage Library (BHL), created in 2006, is the result of a collaboration of ten natural history museum and botanical garden libraries seeking to digitize core taxonomic literature and to make it free and openly available throughout the world. Today, the BHL includes fifteen member institutions whose efforts have shaped a collection of over 60,000 titles. It is supported through a combination of membership dues, in-kind support from member institutions, contributions from the user community, and direct support from the Smithsonian Institution Libraries, and it reaches tens of thousands of users each year. While managing the complex partnership has …

The academic world has come to place enormous weight on bibliometric measures to assess the value of scientific publications. Our paper has two major goals. First, we discuss the limits of numerical assessment tools as applied to computer science publications. Second, we give guidelines on how to write a good paper, where to submit the manuscript, and how to deal with the reviewing process. We report our experience as editors of International Journal of Computers Communications & Control (IJCCC). We analyze two important aspects of publishing: plagiarism and peer reviewing. As an example, we discuss the promotion assessment criteria used …

Successful resource discovery across heterogeneous repositories is highly dependent on the semantic and syntactic homogeneity of the associated resource descriptions in each repository. Ideally, consistent resource descriptions are easily extracted from each repository, expressed using standard syntactic and semantic structures, and managed and accessed within a distributed, flexible, and scalable software framework. In practice however, seldom do all three of these elements exist. To help address this situation, the Object Oriented Data Technology (OODT) project at the Jet Propulsion Laboratory has developed an extensible, standards-based resource description scheme that provides the necessary description and management facilities for the discovery of …
