The IFLA Special Interest Group (SIG) on Library Publishing was formed to strengthen networks, to exchange knowledge and best practice, and to advocate for and drive further developments in the area. The IFLA SIG held its inaugural mid-term meeting at Dublin Business School at the end of February 2019 which included presentations from library publishing programmes and experts from around the world. A team of four people administers the UNL institutional repository (https://digitalcommons.unl.edu), which is one of the largest (109,000-plus full text items) and most-accessed (over 62,000,000 downloads) in the United States. The team also administers a robust library publishing program with over 80 scholarly monographs and 12 peer-reviewed journals. A recent focus of the program has been open educational resources, partnering with scholars to identify or create free online learning objects.

Why GAO Did This Study Research and development helps catalyze breakthroughs that improve the overall health and wellbeing of our society. Federal research and development expenditures averaged about $135 billion annually for fiscal years 2015 to 2017. According to OSTP, providing free public access to federally funded research results can improve both the impact and accountability of this important federal investment. Executive Summary

Over the past three years, we have monitored the global organization of social media manipulation by governments and political parties. Our 2019 report analyses the trends of computational propaganda and the evolving tools, capacities, strategies, and resources.

1. Evidence of organized social media manipulation campaigns which have taken place in 70 countries, up from 48 countries in 2018 and 28 countries in 2017. In each country, there is at least one political party or government agency using social media to shape public attitudes domestically.

A global and multidisciplinary community of stakeholders came together in March 2018 to identify, scope, and prioritize a common vision for specific grand research challenges related to the fields of information science and scholarly communications.
