The presentation showed that the rising amount of OA full text, coupled with increased availability of open scholarly metadata due to the rise of persistent Identifiers (PID) infrastructure like Crossref, ORCID, Datacite, and Research Organization Registry (ROR) has led to the emergence of new innovative tools and features that leverage these sources of open data. He provided an overview of the range of new tools available based on open access data, which includes discovery indexes like Lens.org, literature mapping tools like Citation Gecko, Litmaps, Inciteful, VOSviewer or new features such as contextual citations and more. An institutional repository (IR) was launched in 2010 for a young university in Singapore. The motivations of setting up an IR were to dissemination the research output through open access, to promote the university and researchers, and to help increase their research impact. A review was conducted on the strategies to build the IR. Some quantitative and qualitative performance indicators were selected and used to measure the success of the IR. We propose and evaluate generative models for case law citation networks that account for legal authority, subject relevance, and time decay. Since Common Law systems rely heavily on citations to precedent, case law citation networks present a special type of citation graph which existing models do not adequately reproduce. We describe a general framework for simulating node and edge generation processes in such networks, including a procedure for simulating case subjects, and experiment with four methods of modelling subject relevance: using subject similarity as linear features, as fitness coefficients, constraining the citable graph by subject, and computing subject-sensitive PageRank scores. …

The Initiative for Open Abstracts (I4OA) calls on scholarly publishers to open their abstracts, and specifically to deposit them with Crossref. Unrestricted availability of abstracts will boost the discovery of research. 40 publishers have already agreed to support I4OA and to make their abstracts openly available. I4OA is also supported by a large number of research funders, libraries and library associations, infrastructure providers, and open science organizations.

In this talk I cover the rise of open scholarly metadata thanks to efforts to create open infrastructure by non profits such as Crossref, Datacite, ROR as well as efforts from organizations such as JISC CORE, Opencitations, I4OC (Initative for open citations) to harvest and extract scholarly data. I talk about how libraries have benefited from all this data (most of which is available via APIs) and how Lens.org has brought most of this data together to create a compelling open service.

This article presents findings from an empirical network analysis of citation practices in Singapore's highest court.A network of all 987 reported Court of Appeal judgments handed down from 2000 to 2017 is constructed. Networkcentrality algorithms are used to rank judgments by centrality. Judgments on contract law, particularly on contractual interpretation and terms, emerge as the most central. Based on this, this article argues that more attention can be paid to interpretation per se as a legal skill. More generally, this article establishes a framework for applying network analysis to Singapore jurisprudence on a larger scale.
