This project evaluated the current state of digital preservation practices among PRRLA (Pacific Rim Research Libraries Alliance) member libraries. This report outlined the best practices and guidelines of the member libraries. The study involved a literature review to examine existing research and practices in digital preservation. A survey was designed to collect detailed information from PRRLA members, complemented by online interviews with selected institutions to gain deeper insights. The report has the key findings, successful strategies with some suggestions for sustainable development of digital preservation.

An institutional repository (IR) was launched in 2010 for a university in Singapore. The motivations of setting up an IR were to dissemination the research output through open access, to promote the university and researchers, and to help increase their research impact. Some quantitative and qualitative performance indicators were selected and used to measure the success of the IR. For the review and the performance indicators, the data used came from the IR at SMU, interviews with faculty members, and a study of a set of journal articles available in the IR to test a hypothesis. Legal academics were once thought to be parasitic on the work of judges, so much so that citing academic work was said to weaken a judgment’s authority. Recent times have however seen prominent academics appointed to the highest courts, and judicial engagement with academic materials appears to have increased. In this light, this article empirically studies academic citation practices in the Singapore High Court. Using a dataset of 2,772 High Court judgments, we show that citation counts have indeed increased over time, even in this first-instance court. In France where Open Science is a governmental priority, they have built communities of researchers reviewing and recommending for free preprints in their fields in an open, independent, non-exclusive and reliable way, managed by researchers and for researchers called Peer Communities In (PCI). The researchers were empowered to regain control of scholarly publishing refocusing on articles and not the journals' quality. They have seen savings from not paying journal APCs, making results available right away, and transparency of the process. The French research institutions and universities support this process by their recognition of the pre-prints in PCI.

Listed the considerations to move to the open access model for teaching and learning. Some of the lessons learnt were: one size does not fit all, faculty already use OER, need to strike a balance between open content and subscribe content. The NUS Libraries also contribute to open access content via its repository called ScholarBank and Digital Gems.
