Charles J. Kappler (1868–1946) is known primarily for his compilation, Indian Affairs: Laws and Treaties. His life, however, reached beyond this accumulation of fundamental documents. He was a staff member of, among other entities, the Senate Committee on Indian Affairs; served as co-counsel in the first case before the Permanent Court of Arbitration in The Hague; brought important tribal issues before the courts, just a quarter century after the Battle of the Little Big Horn; married, was widowed, married again, developed a family, and found a place in District society; and, in one role or another, participated in a number …

This article considers the question of whether there is a need for law schools to offer certification for specialization in legal research skills and discusses various approaches to legal research skills cer­tification. The author argues that it is unnecessary to offer legal research certification as it is presupposed that a basic legal educa­tion should include instruction in how to find and read the law. Anything less is a failed legal education.

Abstract

ePortfolios have become an important tool for assessing and tracking employee development. In 2008, the Washington State University Libraries became involved in the institution’s ePortfolio initiative. Library supervisors hoped that as a dynamic online tool, the ePortfolio concept would provide an effective method for assessing the library’s body of student employees. Collaborating with the Center for Teaching and Learning (CTLT), the Center for Advising & Career Development (CACD), and Student Computing Services (SCS), the WSU Libraries explored the possibility of using ePortfolios to drive employee assessment. Women Librarians In Nigerian Universities: Their Status, Occupational Characteristics, And Development, Chinwe M. T. Nwezeh

Abstract

This paper investigates the current status and occupational characteristics of professional academic women librarians in Nigeria. This paper also discusses the concept of gender participation in librarianship and the effects on the profession with respect to females. General obstacles faced by females in librarianship are examined. The findings reveal that despite some cultural traits that still affect the woman’s position, women academic librarians in Nigeria can still advance to any height in the profession. This study shows that they do not experience any form of discrimination from their male counterparts in terms of remuneration or career development.

Introduction

There is a small, but rapidly growing, number of scholarly, open access (OA) business journals that are now available on the internet. In May 2004, the Directory of Open Access Journals (DOAJ) listed 8 business titles. By May 2006, the number had jumped to 26 and as of May 2009, the DOAJ lists 83 business and management titles. An additional 84 economics titles are also available. Looking at other databases: in May 2009, Ulrich’s Periodical Directory includes 113 scholarly OA business and economics journals, 59 of which are refereed. Librarians, faculty, and professional researchers, and students already encounter difficulties in locating journal articles for the field of archaeology, yet, in the current budgetary climate, librarians needing to reduce subscription costs may be tempted to cancel smaller, discipline-specific indexes in favor of large multi- subject indexes with broad coverage. This study examines and compares the coverage provided to 208 archaeology and archaeology-related journals and magazines by six multi-subject indexes (Academic Search Premier, ArticleFirst, eLibrary, IngentaConnect, Wilson OmniFile, Web of Science) and by anthropology’s primary index, Anthropological Literature, over a twenty year period (1988–2007).

This essay discusses many of the opportunities for teachers I believe are present in the Willa Cather Archive (http://cather.unl.edu), particularly in the way the Archive makes new materials available or older materials available in a new way. Additionally, this essay suggests some of the implications of the Archive’s digital presentation of resources. However, the place of digital scholarship in academic life is still evolving, and students and teachers are just getting accustomed to using the form. Open access to scholarly content is increasing, and will continue to do so. This phenomenon is driving the economics of publishing to change dramatically. The question is: what will the economics of open access look like when this correction settles into a sustainable model? I will cover some of the ideas that have recently been articulated by economists, information professionals and others regarding retooling the evolving publishing business model, and will present some proposed solutions to the problem of “who is going to pay for it?”

The presence—or absence—of locus sigilli “[L.S.]” or “[SEAL]” indicators, to validate the signatures in those texts of American Indian treaties collated by Charles J. Kappler in his Indian Affairs: Laws and Treaties, is examined. The results of this inquiry suggest that Kappler spent far more time examining the original treaty documents than Deloria and DeMallie proposed in their Documents of American Indian Diplomacy: Treaties, Agreements, and Conventions, 1775–1979.

Active library-related discussion lists such as ILI-L, the Association of College and Research Libraries’ discussion on information literacy and instruction, and LIBREF-L typically feature several questions and surveys related to online tutorials every week. Discussion groups and forums at library conferences consistently offer discussions, programs, and resources about creating online tutorials, and share examples. The tribal insignia of American Indians offer a distinctive view into the history of these people. Recently, as the result of federal legislation, some of these materials have been brought together, for tribes that are either federally or State recognized entities, as part of the database collection maintained by the United States Patent and Trademark Office (USPTO). In our current professional environment, there is a lot of energy and attention paid to the digital humanities and the dreamy new world it is ushering in, and it is becoming increasingly difficult to finance and publish large, sophisticated scholarly editions in print. Funding agencies are now demanding that editions be published in digital format, and the success of certain editorial projects in drawing in funds and attention--Ken Price's Walt Whitman Archive, for example--suggests that future developments in the field will likely require sophisticated engagement with computers.

During its 3 years of operations, the institutional repository at the University of Nebraska–Lincoln has gathered and posted over 19,000 documents, which, together with its hosted ETD collection, make it the country’s 3rd largest IR. Usage records also indicate it is one of the busiest, as well, furnishing almost 120,000 downloads during the most recent month (October 2008).

The IR has also become the cornerstone for a bundle of electronic publishing services developed and provided by the UNL Libraries. Indeed, these services may be seen as the enablers or preconditions of the IR’s successful track record.

General interest newspapers are those that contain news, articles of opinion, features, and advertising. They do not include subject specific periodicals such as W or Barron’s. The audience for newspapers is wide-ranging: undergraduates, graduate students, faculty, and community users.

The University Libraries provides newspapers and newspaper articles in a variety of formats: print, microfilm, electronic full facsimile collections (such as ProQuest Historical Newspapers Online), online aggregators (such as LexisNexis), free newspaper websites, and online-only newspapers.

The goal of newspaper collection development is a full and appropriate transition from print to online newspapers.

The authors of this article analyzed the differences in output when searching MEDLINE direct and MEDLINE via citation management software, EndNoteX1^®, EndNoteWeb^®, and RefWorks. Several searches were performed on Ovid MEDLINE and PubMed directly. These searches were compared against the same searches conducted in Ovid MEDLINE and PubMed using the search features in EndNote X1, EndNote Web, and RefWorks. Findings indicated that for in-depth research, users should search the databases directly rather than through the citation management software interface. The search results indicated it would be appropriate to search databases via citation management software for citation …

Machine readable files of the complete corpus of recognized American Indian treaties, derived from Charles Kappler’s multi-volume Indian Affairs: Laws and Treaties and a few additional sources, were obtained from the Oklahoma State University Library Electronic Publishing Center and converted for text analysis with TokenX, a web application developed at the University of Nebraska–Lincoln's Center for Digital Research in the Humanities. The analysis and visualization capabilities of TokenX reveal the diversity of the terms found in these 375 treaties, and the observed frequencies offer a prospect upon legal thought of the times and upon the vocabulary used to express the …
