This study is a new scientific study on the appointments of state heads in a Syura system in comparison with those of a Pancasila democracy system in Indonesia. Angkatan Tentera Malaysia sentiasa berusaha untuk meningkatkan kualiti pengurusan organasasi dengan menganjurkan pelbagai kursus don latihan kemahiran untuk pegawai don anggota. Salah satu kursus pengurusan yang dikendalikan oleh ATM adalah Kursus Sar jana Pengurusan Pemerintah Pasukan (KSPPP). Kursus ini dikendalikan oleh Cawangan Pengurusan, Institut Pengurusan Tentera Dorat di Port Dickson. Kursus Sarjana Pengurusan bermula pada sesi tahun 1996/97 dengan ker jasama Universiti Malaya. Seramai 116 pegawai kanan berpangkat Mejar don Leftenan Kolonel dari ketiga-tiga perkhidmatan telah ber jaya mengikuti program ini.
