Water scarcity is increasingly dominating headlines throughout the world. In the southwestern USA, the looming water shortages on the Colorado River system and the unprecedented drought in California are garnering the greatest attention. Similar stories of scarcity and crisis can be found across the globe, suggesting an opportunity for sharing lessons and innovations. For example, the Colorado River and Australia's Murray-Darling Basin likely can share many lessons, as both systems were over-allocated, feature multiple jurisdictions, face similar climatic risks and drought stresses, and struggle to balance human demands with environmental needs. Pierre Bourdieu’s theory of symbolic fields as a social arena for rivalries between agents for the capture, accumulation or conservation of capitals of its own is now implemented with the same rigor to African literature as to French literature which served as the material for the French sociologist. Yet, the specific characteristics of African literary production make it a weak institution. The present article is an attempt to put in perspective the relevance of Bourdieu’s studies to an insufficiently autonomous literary institution and holds the point that any literary field is a secondary field.

This article has two main objectives: to show how Ambroise Kom raises the question of the legitimation of Knowledge in Francophone Africa and to present the way he proposes to the continent to overcome subalternity and theoretical extroversion in order to become its own center of production and legitimation of knowledge. The article also shows how Ambroise Kom, a cultural and literary critic, extends the tradition of African philosophers, mainly Mudimbe, Hountondji and Laleye, who, from 1970, put the issue of decolonization of the African discourse in the center of their work.

Many cynics of the universality of international human rights point to persistent large-scale human-rights abusing regimes, such as the Democratic Republic of North Korea, as proof that there is nothing at all universal about human rights. This essay is an attempt to root out the implications of internal national policies on the suitability of international human rights whilst reinforcing their universality. The author of this essay, a military lawyer, reaches the conclusion that the pump of universal human rights don't work within the North Korea cause the vandals took the handle.

In response to international pressure, Japan adopted the Hague Convention on the Civil Aspects of International Parental Abduction in April 2014. In an attempt to provide justice for the survivors of sexual abuse, an analysis of the 1992-1995 Bosnia and Herzegovina post-conflict reconstruction is included. In particular, prosecution of sexual violence and rape as a weapon of war will be provided in order to weigh the benefits and weaknesses of international criminal law. Mozambique is classified as a low income country, the lowest development classification defined by the World Bank. It is underdeveloped in food security, agricultural production, and nutritional status, and research shows its residents are not foreign to poverty and malnutrition. Low protein, starchy foods (maize, rice, wheat, cassava) comprise the majority of the Mozambican diet; these starchy foods are the most available for consumption. This paper seeks to find what impact Kenya’s new Constitution and its implementation had on citizen political participation since promulgation. Using a framework developed from Robert Dahl, it finds the Constitution and constitutional implementation positively affected citizen political participation in the first five years of implementation. The Constitution secured the citizens’ right of participation and made citizen political participation part of most governing institutions. Constitutional implementation improved citizens access to participation in three key areas: voting, elections, and responsive institutions.

Studies of patient waiting time are scarce in low-income countries. Significant consequences of long patient waiting times, such as reduced healthcare seeking behaviours, indicate that minimising patient waiting time should be prioritised in low-income settings. Several short and long-term intervention strategies to combat the effects of patient waiting time and improve overall efficiency are based on the analysis of patient waiting time at the Medical Outpatient Department of Kilimanjaro Christian Medical Center.

Attracted by prospects of overcoming public budget, human skills, technical and other constraints, Southern African countries are increasingly adopting public-private partnership (PPP) arrangements to deliver social and economic goods and services. However, most of these countries have yet to solidify the requisite legal, regulatory and institutional frameworks. This paper argues that PPPs have a potential to transform and improve the lives of the regions’ citizens if these basic frameworks are attended to forthwith.

Though participatory constitution making processes in post-conflict states and in states transitioning from authoritarian rule have become a new trend, scholarly research has yet to approach the notion of participation in a sharp and distinct way. In this article, I develop a novel approach for differentiating participation in constitution making, depending on the extent of influence that participants are granted, illustrating this reasoning with eight empirical cases from the African continent.
