In 2021, the Ugandan government suspended the operations of 54 non-governmental organizations (NGOs), citing a range of administrative and legal justifications. This crackdown reflects a broader pattern emerging across the African continent, where over the past twenty years, more than twenty-four states have introduced restrictions on NGOs, particularly those engaged in human rights advocacy and governance. At the same time, the continent has witnessed a marked increase in Chinese investment, most notably through Beijing’s Belt and Road Initiative (BRI), launched in 2013 as a global infrastructure and development project. Within Western contexts, philanthropy has been conceptualized as formal and organizational, with less emphasis on its informal contours. This paper identifies social solidarity as crucial to understanding philanthropy in African contexts. The first section explores concepts of philanthropy, such as reciprocity and cooperation. Second, recognizing solidarity as a key aspect of philanthropy, we review how social solidarity has been theorized and studied. Third, we illustrate how philanthropy in Kenya and Uganda is embedded within specific contexts. Philanthropy can be found in horizontal (formal), vertical (informal), and hybrid forms. Alongside formal philanthropy, efforts to benefit others in Africa often emerge informally …

The Parish Development Model (PDM), launched by the Ugandan authorities in early 2022, is the country’s latest attempt at making devolution work for local development, financial and social inclusion at the national level, and growth-enhancing economic transformation more broadly. The introduction of the PDM in Uganda raises the question of whether state-led local development initiatives, when undertaken in partnership with the private sector and civil society are feasible in a resource-constrained country. After five years of protracted guerilla warfare, Uganda’s current President Yoweri Museveni capturedpower in January 1986, displacing the preceding regime that had been dominated by Northern politicians and Eastern Ugandans (army and police). Feeling humiliated, deprived, and out of government, several rebel insurgencies erupted, among which was the Uganda People’s Army in the Teso region. The experiences of the affected population at the hands of the army, rebels, and the Karamojong cattle raiders from the North East have remained largely unexplored, unheard, and undocumented outside of the region, and neither have how the victims made meaning of their conditions. Purpose

The clinical learning environment is an essential component in health professions’ education. Data are scant on how postgraduate trainees in sub-Saharan Africa perceive their medical school learning environments, and how those perceptions contribute to their engagement during training, their emotional wellbeing, and career aspirations. This study examined perceptions of postgraduate medical trainees (residents) in a resource-limited setting, regarding their learning environment and explored perceptual contributions to their career engagement during training. The data reported contribute to understanding how clinical learning environments can be improved in low-resource settings in Uganda and elsewhere.

Archbishop John Baptist Odama of the Archdiocese of Gulu is widely known for his courageous efforts to bring an end to the Lord's Resistance Army conflict in northern Uganda through the interfaith Acholi Religious Leaders Peace Initiative, and increasingly for his participation in the Catholic Nonviolence Initiative and his willingness to share his experience with others. This essay explores not only these aspects of his life, but also earlier influences and experiences of ministry which helped to form him as a “peace bishop” who values the life and dignity of a human being above everything.

Understanding Financial Inclusion: A Comparative Analysis Of Financial Mechanisms In Uganda, Amari Huang

Financial inclusion is a critical means of empowering individuals to improve their own lives, and Uganda provides an excellent case study for examining various financial mechanisms in a developing country context. This thesis investigates four such mechanisms: formal banks, microfinance institutions, mobile money, and contribution clubs. The analysis is conducted using five criteria to evaluate their level of inclusion: (1) quantitative coverage, (2) standard of living, (3) gender, (4) education, and (5) social capital. During the Northern Ugandan War, the Lord’s Resistance Army kidnapped and recruited 30,000 children and forced them to become soldiers. Nearly twenty years since the end of the war, former child soldiers continue to experience extreme poverty, psychological distress, and social isolation. For many, the economic hardship they face, due to stigma and missing out on school, is their greatest challenge upon returning home. This paper analyzes the strategies used by the government and non-state actors to reintegrate former child soldiers back into the Ugandan economy. This case study examines Makerere University through the lens of U.S. land-grant ideal and normative domains in order to provide a deeper understanding of global higher education. A case study uses multiple types of data to create a holistic perspective. As well as interviewing Makerere stakeholders representing diverse sectors, numerous documents and different types of media were analyzed enabling a triangulation of data. Drawing upon social history, political history, and critical prison studies, this book analyzes how prisons and other instruments of colonial punishment endured after independence and challenges their continued existence.

In Carceral Afterlives, Katherine Bruce-Lockhart traces the politics, practices, and lived experiences of incarceration in postcolonial Uganda, focusing on the period between independence in 1962 and the beginning of Yoweri Museveni’s presidency in 1986. During these decades, Ugandans experienced multiple changes of government, widespread state violence, and war, all of which affected the government’s approach to punishment. Bruce-Lockhart analyzes the relationship between the prison system and other sites of confinement—including informal …

This dissertation defines and explores the concept of inclusive governance, highlighting linkages between inclusion in governance, legitimacy, and peace. Focusing specifically on the inclusion of traditional, local systems of governance in state government, I explore the unique role traditional institutions have as a bridge between the communities they serve and the government. I examine the relationship between governance, quality of inclusion, legitimacy, and sustainable peace through case studies, challenging prevailing narratives and conceptualizing inclusive governance through a reflexive analysis of existing literature, theory, and empirical evidence.

The dramatic increase in the number of refugees globally has led to increased attention to conflicts between refugees and communities in the countries where they have sought refuge. Three durable solutions are used for the placement of refugees: voluntary repatriation to their home country if conditions there permit; permanent settlement and local integration in the receiving country; and resettlement in a third country. Northern Uganda is in transition after the conflict that ended in 2006. While its cities are thriving and economic opportunities abound, the social institutions governing land access are contested, the land administration system is changing, and the mechanisms available to address conflicts over resources have themselves become a venue for authority claims. This article examines the intergenerational nature of land conflicts in northern Uganda, focusing on the interplay of customary law, return migration and the development of a market in land. Strategic culture is a concept accepted by scholars and practitioners, but with problematic applicability to states newly independent or emerging from conflict. The elements that comprise strategic culture in the developed world are not always present in emerging states. This research addresses the pertinency of strategic culture in Uganda and Tanzania, and then tests the operationalization of the concept using the case of participation in the African Union Mission in Somalia (AMISOM). The African Union and the international community expected Uganda and Tanzania to contribute troops to AMISON in 2007. In the event, Uganda did and Tanzania chose another path. …

Background

Previous research on Uganda's poststroke population revealed that their level of dietary salt knowledge did not lead to healthier consumption choices.

Purpose

Identify barriers and motivators for healthy dietary behaviors and evaluate the understanding of widely accepted salt regulation mechanisms among poststroke patients in Uganda.

Methods

Convergent parallel mixed methods triangulation design comprised a cross-sectional survey (n = 81) and 8 focus group discussions with 7-10 poststroke participants in each group. We assessed participant characteristics and obtained insights into their salt consumption attitudes, perceptions, and knowledge. More than ten million children suffer from severe acute malnutrition globally each year. In Uganda, longstanding efforts to understand, treat, and then prevent the condition initially served to medicalize it, in the eyes of both biomedical personnel and Ugandans who brought their children to the hospital for treatment and care. Medicalization meant malnutrition came to be seen as a disease—as a medical emergency—not a preventable condition, further compromising nutritional health in Uganda.

Clare Byarugaba Won't Be Silenced: Clare Byarugaba Fights For Gay Ugandans

Clare Byarugaba, the 2014 Oak Human Rights Fellow at Colby, is a prominent advocate for LGBT rights in Uganda, where there is widespread anti- gay fervor and a law was passed that outlawed homosexuality and promotion of it. She continued to work under threat of arrest and violence, and her photograph was published in a popular Ugandan tabloid, identifying Byarugaba as “a gay recruiter.” She is spending the fall semester at Colby, where her presence was immediately felt. One of the Democratic Republic of Congo’s oldest, most organized, and traditionally best-trained—but, arguably, least known—rebel groups is the Allied Democratic Forces (ADF). Its resiliency and particularly its economic survival skills have largely been understood through the prism of Islamic extremism. Yet this narrative has proven to have serious inaccuracies and flaws. Explanations focused on terrorism, for example, do not take into consideration the ADF’s pivotal business ventures, such as cross-border trade, agriculture, and the taxing of timber forests. The Southern and Eastern Africa Consortium for Monitoring Educational Quality (SACMEQ) carries out large-scale cross-national research studies in member countries in the Southern and Eastern Africa region. It aims to assess the conditions of schooling and performance levels of learners and teachers in the areas of literacy and numeracy. SACMEQ has completed three cross-national educational research projects so far at five- to six-year intervals (SACMEQ I, 1995-1999, SACMEQ II, 1998-2004 and SACMEQ III, 2005-2010). It is currently implementing the fourth project.
