The Contested Terrain Of The Louisiana Carceral State: Dialectics Of Southern Penal Expansion, 1971–2016, Lydia Pelot-Hobbs

“The Contested Terrain the Louisiana Carceral State” examines the development of the Louisiana carceral state as produced from above and contested from below from 1971 to 2016. Through a combination of archival research, oral history interviews, and in-depth ethnographic fieldwork, I argue that Louisiana has expanded, consolidated, and adapted its carceral infrastructure in response to multiscalar political economic crises tied to global oil booms and busts, federal state interventions, and when oppositional movements gain traction. “Carceral infrastructure” refers to both the literal building of new state prisons and parish jails alongside passage of draconian sentencing laws, and bulking up of …

This is a study of how prisons became a common sense solution to economic and social decline in northern New York in the 1980s, about how prisons became synonymous with development in rural counties in the long wake of New York City’s fiscal crisis in the mid-1970s. The United States imprisons more people per capita than any other nation-state on earth. The number of U.S. prisoners has increased nearly six fold since 1970 and there are now over 2.25 million people incarcerated across the country. California water law has traditionally treated groundwater and surface water as separate resources. The 2014 Sustainable Groundwater Management Act (SGMA) broke with this tradition by requiring groundwater managers to avoid significant and unreasonable adverse impacts to beneficial uses of surface water. This paper considers the trajectory of this partial integration of science, law, and resource management policy. Drawing on legal analysis and participatory workshops with subject area experts, we describe the challenges of reconciling the separate legal systems that grew out of an artificial legal distinction between different aspects of the same resource.

This study explores the spatial distribution of green stormwater infrastructure (GSI) relative to sociodemographic and landscape characteristics in Portland, OR, and Baltimore, MD, USA at census block group (CBG) and census tract scales. GSI density is clustered in Portland, while it is randomly distributed over space in Baltimore. Variables that exhibit relationships with GSI density are varied over space, as well as between cities. In Baltimore, GSI density is significantly associated with presence of green space (+), impervious surface coverage (+), and population density (−) at the CBG scale; though these relationships vary over space. We propose the construction of a Digital Knowledge Economy Index, quantified by way of measuring content creation and participation through digital platforms, namely the code sharing platform GitHub, the crowdsourced encyclopaedia Wikipedia, and Internet domain registrations and estimating a fifth sub-index for the World Bank Knowledge Economy Index for year 2012. This approach complements conventional data sources such as national statistics and expert surveys and helps reflect the underlying digital content creation, capacities, and skills of the population. Soil moisture level is an important index in studying environmental changes. High resolution soil moisture data is in high demand for agricultural and weather forecasting purpose. Current daily large-scale soil moisture projects fail to provide sufficient resolution for medium or small region research. To acquire high-resolution soil moisture data, different kinds of methods are put into practice, including multivariate statistical regression, weight aggregation and so on. This article draws on Harvey’s theory of uneven development and spatio-temporal fix to conceptualize the changing geography of the European automotive industry based on the spatial profit-seeking strategies of automotive firms. It employs the spatial concept of integrated peripheries, in order to explain the growth of the automotive industry in peripheral regions and its contemporaneous restructuring in existing locations. For extending the applications of structure-from-motion (SfM) photogrammetry in river flumes, we present the main challenges and methods used to collect a large dataset ( > 1000 digital elevation models, DEMs) of high-quality topographic data using close-range SfM photogrammetry. Automatic target detection, batch processing, and considerations for image quality were fundamental to the successful implementation of the SfM technique on such a large dataset, which was used primarily for capturing details of gravel-bed braided river morphodynamics and sedimentology. Abstract. In this paper, we present an innovative framework for evaluating the increased risk of flash flooding in areas that have been subjected to wildfires. Wildfires cause large-scale damage to an area’s soil and vegetation thus increasing both the likelihood and severity of flash flooding. Utilizing remote sensing to analyze aerial imagery of areas that have been affected by wildfires, we can investigate how much a landscape has changed and how that may adversely affect downstream areas in the event of a flash flooding event. Green Stormwater Infrastructure (GSI) has become a popular method for flood mitigation as it can prevent runoff from entering streams during heavy precipitation. In this study, a recently developed neighborhood in Gresham, Oregon hosts a comparison of various GSI projects on runoff dynamics. The study site includes dispersed GSI (rain gardens, retention chambers, green streets) and centralized GSI (bioswales, detention ponds, detention pipes). For the 2017-2018 water year, hourly rainfall and observed discharge data is used to calibrate the EPA's Stormwater Management Model to simulate rainfall-runoff dynamics, achieving a Nash-Sutcliffe efficiency of 0.75 and Probability Bias statistic of 3.3%. The Puget Sound Watershed, located along Washington’s Northwest coast, contains 5,467 recorded archaeological sites. 1,290 of which are listed on the National Register of Historic Places. The majority of these sites are located along the coastline and associated waterways making them highly susceptible to climate change induced sea level rise. This research uses data provided from The Washington State Department of Archaeology and Historic Preservation and a geographic information system (GIS) to determine the susceptibility of thousands of sites to rising sea-levels. The use of Virtual Globes and Pictometry continues to expand and develop in undergraduate spatial science education. Spatial science undergraduates measured the area of 30 rectangles on the earth’s surface and compared them to Pictometry hyperspectral imagery measurements within a web-based interface and the Google Earth interface compared to ArcGIS Explorer, Map Developers and ArcMap using the ArcMap 10.5.2 interface. An analysis of variance of the absolute mean area errors (p-value of 0.009271) concluded the accuracy of the five area measurements were statistically different at the 95% confidence interval. These sites cultivate a strong sense of place through careful theming, generating a distinct sense of rural America and nostalgia for home. At the same time, the uniformity of Cracker Barrel speaks to the notion of placelessness, the eradication of unique local features and homogenization of experience. In the South Bohemian region of the Czech Republic, the landscape is distinguished by a network of long narrow fields bordered by hedgerows clustered in small groups. These unique clusters of hedgerows have been interacting with their environment, effectively mitigating erosion, since they were first established in the High Middle Ages. In this research project I used historical maps to characterize land-use and land-cover (LULC) change relating to hedgerow features in one cadastral territory in the Blanice Watershed. The objective of this work is to understand and quantify the relationship(s) between atmospheric parameters and TOA reflectance. The analysis uses Landsat-7 ETM+ and Landsat-8 OLI images data acquired over the Algodones Dunes and a desert site near Wadi ad-Dawasir, Saudi Arabia. The analysis focuses on atmospheric water content and barometric pressure, as ground truth measurements of these quantities are likely to be readily available from relatively nearby weather stations. There is some controversy on the applicability of the summand-based Household Food Security Assessment Score (HFIAS) and Household Dietary Diversity Score (HDDS) as measures of food insecurity in urban areas in the Global South. Wet markets play an important role in urban food security in many Asian countries. Existing research pays more attention to the wet market food accessibility of urban residents and less on the business operations and profits of wet market vendors. Based on a survey of 1,119 small food enterprises in Nanjing, this study employs the spatial analytical method Geodetector to explore spatial variations in vendor profits in Nanjing.
