My paper focuses on changes in the expectations of arrested youths. I use the National Longitudinal Survey of Youth 1997 cohort to examine the effects of an arrest on three separate expectations: the expectation of earning a four-year college degree by the age of 30, the expectation of being arrested after stealing a car, and the expectation of being fined and released after stealing a car. In all cases, I isolate those respondents who have been arrested between and not prior to their interview dates in 1997 and 2001. These are the survey rounds in which the expectation questions of …

An Empirical Assessment Of The Performance And Competitive Effects Of Los Angeles County Charter Schools, Sam Trachtman

This paper evaluates the performance of charter elementary schools in Los Angeles County in three ways. First, I compare charter school performance to public school performance, controlling for a number of key characteristics. Second, I study the characteristics that appear to influence charter school success as compared to public school success. Third, I study the “competitive effect” of charter schools, examining how geographical proximity to charter schools affects the performance of traditional public schools. I find evidence that, ceteris paribus, traditional public schools score higher than charter schools, except in majority African American schools. Further, I find that the opening …

This paper follows existing literature on local industrial conditions and agglomeration economies in an adapted shift-share framework. The purpose of this study is to develop a cost-efficient empirical model that meets the needs of local government in analyzing changes in industrial composition. The data for this model is obtained from the Bureau of Labor Statistics' Quarterly Census of Employment and Wages (QCEW) with nondisclosed data provided by the Virginia Employment Commission which is sorted by North American Industrial Classification System (NAICS) 2-digit industrial sectors. In 2006, the US spent approximately 15.8% of its GDP on health care, more than any other Organisation for Economic Co-operation and Development (OECD) country and considerably larger than the 9.1% average of the 23 other peer nations included in this study (OECD Health Data, 2009). The US also had the lowest female and male life expectancies at birth compared to the same 23 OECD nations (OECD Health Data, 2009). Currently in Pittsylvania County there is a debate over whether or not to mine what is believed to be the largest deposit of uranium in the United States, containing approximately 119 million pounds of uranium ore at an estimated value of $7 billion to $10 billion. The intention of this study is to analyze the economic impact of redeveloped Major League Baseball stadiums opened between 1991 and 2004. Using two empirical models, including an event study, this impact analysis captures the economic conditions of the cities during the opening year of the stadium, as well as the prior conditions leading up to the opening of the stadium, along with any lingering effects or gradual changes in conditions. Increasing economic globalization has coincided with the emergence and escalating influence of non-state actors and organizations in domestic and international policymaking, from shaping policy agendas to promoting private authority. The latter phenomenon has arisen, at least in part, from a critique of states' failures to adopt effective and enduring environmental policies. Rather than contest "command and control" institutions, non-state strategies embrace market approaches built around incentives and price mechanisms. Several forms of non-state authority have emerged, including corporate social responsibility, provision of information through labeling, and self-reporting.

Over the past five decades American drug policy can succinctly be classified by two words: expensive and punitive. American drug policy makers have conducted the “war on drugs” largely through supply side intervention. As the theory goes, by attacking drug producers, drug prices will rise due to the increased risk faced by suppliers, this risk will in turn be passed along to consumers in the form of higher prices. In order to critically asses the merits of such an expensive antidrug policy it is essential to estimate the price elasticity of demand for drugs.

We introduce a perfect price discriminating (PPD) mechanism for allocation problems with private information. A PPD mechanism treats a seller, for example, as a perfect price discriminating monopolist who faces a price schedule that does not depend on her report. In any PPD mechanism, every player has a dominant strategy to truthfully report her private information. We establish a revelation principle for dominant strategy implementation: any outcome that can be dominant strategy implemented can also be dominant strategy implemented using a PPD mechanism. In 2007, the Central Bank of Nigeria (CBN) faced significant challenges in monetary management due to statutory allocations to government tiers, autonomous foreign exchange inflows, and pre-election spending. These challenges were addressed through Open Market Operations (OMO), issuance of treasury securities, standing facilities, and foreign exchange swaps. The introduction of the monetary policy rate (MPR) in December 2006 moderated inter-bank rates, encouraged trading, and improved the transmission of monetary policy actions.
