This is the first report from the evaluation of Generations II and III of the Workforce Innovations in Regional Economic Development Initiative. This interim report presents baseline information from all 26 regions. It reflects the status of regional activities as of the summer of 2008, when many regions were in the initial stage of implementation. Thus, the report focuses on the development of partnerships, governance arrangements, and the design of decision-making processes. The U.S. Department of Labor's Employment and Training Administration issued Training and Employment Guidance Letter (TEGL) 09-08 Change 1 on June 5, 2009. This guidance letter revises the Government Performance and Results Act (GPRA) performance measures for federal workforce development programs to take into account the effect of the recession on participants' labor market and educational outcomes. As described in the TEGL, the performance targets of the various workforce development programs have been developed for use for the years PY2008 through PY2010. They are intended to be used for PY2009 performance target negotiations and will appear in the President's Budget …

This study estimates the net impacts and private and social benefits and costs of 11workforce development programs administered in Washington State. Six of the programs serve job-ready adults: Workforce Investment Act (WIA) Title I-B Adult programs, WIA Title I-B Dislocated Worker programs, Community and Technical College Job Preparatory Training, Community and Technical College Worker Retraining, Private Career Schools, and Apprenticeships. Three of the programs serve adults with employment barriers: Community and Technical College Adult Basic Skills Education, Division of Vocational Rehabilitation programs, and Department of Services for the Blind programs. Researchers working under the auspices of the Administrative Data Research and Evaluation (ADARE) Project are conducting a series of research and evaluation projects examining participation in, services provided through, and outcomes from the Workforce Investment Act (WIA) and related federal programs in nine states. This paper reports on the net impacts, or "value-added," of WIA services on employment, earnings, and other outcomes of interest using administrative data from seven of the nine ADARE states: Florida, Georgia, Illinois, Maryland, Missouri, Texas and Washington State.

This report establishes that performance monitoring data may be used for program evaluation purposes, such as with process and net impact evaluation. Evidence supporting this assertion is gathered from the administrative data of the State of Washington that examines services provided to adults under the Workforce Investment Act (WIA). The report describes various empirical estimation techniques and summarizes the net impact estimators generated." The report offers guidance to policymakers and program administrators, who may be unfamiliar with the technical details of various analytical approaches, that although empirical results may appear complex or unstable, they can be used for program improvement. …

This paper addresses the question of whether administrative data that are collected for performance monitoring purposes can be used for program evaluation. It argues that under certain circumstances, such data can be used. In particular, data from the state of Washington are used to examine the effectiveness of services provided to adults under the Workforce Investment Act (WIA). The general theme of an emerging literature on techniques for nonexperimental evaluations of social programs is that many different techniques have appropriate asymptotic properties. A contribution of this paper is to examine the sensitivity of net impact estimators to various estimation techniques. …

Most importantly, they show how a new style of labor market intermediary has evolved from focusing almost exclusively on the provision of employment services to job seekers to simultaneously addressing the needs of both job seekers and employers.

The main aim of the national reemployment project in China is to redeploy workers identified as redundant within urban state owned enterprises (SOEs) to new jobs. As part of a larger effort to document the success of the reemployment project in China, a net impact analysis of retraining will be performed using a sample drawn from three cities which span the range of economic conditions in China: Shanghai, Wuhan and Shenyang. This paper presents a practical design for the sampling necessary to undertake the evaluation.

The Survey of Employer Training Needs in Hawaii was undertaken to gather information and data on the needs and preferences of employers in Hawaii regarding government assistance with training. The need for such information was created by passage of Act 68, Session Laws of Hawaii 1991, which created the Hawaii Employment and Training Fund "to assist employers and workers through innovative programs to include, but not be limited to, business-specific training, upgrade training, new occupational skills, management skills, and support services to improve the long-term employability of Hawaii's people."
