Temporary help services (THS) firms are increasing their hiring of disadvantaged individuals and claiming more subsidies for doing so. Do these subsidies-the Work Opportunity Tax Credit (WOTC) and Welfare-to-Work Tax Credit (WtW)-create incentives that improve employment outcomes for THS workers? We examine the distinct effects of THS employment and WOTC/WtW subsidies using administrative and survey data. Results indicate that WOTC/WtW-certified THS workers have higher earnings than WOTC-eligible but uncertified THS workers. However, these workers have shorter job tenure and lower earnings than WOTC/WtW-certified workers in non-THS industries. Panel estimates suggest that these effects do not persist over time.

This study estimates the net impacts and private and social benefits and costs of 11workforce development programs administered in Washington State. Six of the programs serve job-ready adults: Workforce Investment Act (WIA) Title I-B Adult programs, WIA Title I-B Dislocated Worker programs, Community and Technical College Job Preparatory Training, Community and Technical College Worker Retraining, Private Career Schools, and Apprenticeships. Researchers working under the auspices of the Administrative Data Research and Evaluation (ADARE) Project are conducting a series of research and evaluation projects examining participation in, services provided through, and outcomes from the Workforce Investment Act (WIA) and related federal programs in nine states. This paper reports on the net impacts, or "value-added," of WIA services on employment, earnings, and other outcomes of interest using administrative data from seven of the nine ADARE states: Florida, Georgia, Illinois, Maryland, Missouri, Texas and Washington State.

King and Mueser examine changes in welfare participation and labor market involvement of welfare recipients in six major cities during the 1990s. By focusing on these six cities (Atlanta, Baltimore, Chicago, Fort Lauderdale, Houston, and Kansas City) they are able to glean the extent to which differences in state and local policy, administrative directives, and local labor market conditions contribute to the trends in caseloads, employment, and well-being observed among former recipients.

The high incidence of temporary agency employment among participants in government employment programs has catalyzed debate about whether these jobs help the poor transition into stable employment and out of poverty. We provide direct evidence on this question through analysis of a Michigan welfare-to-work program in which program participants were randomly allocated across service providers ('contractors') with different job placement practices. We draw on a telephone survey of contractors and on administrative program data linked with wage records data on all participants entering the program over a three-and-a half-year period. This paper summarizes state unemployment insurance job search policies based on a recent survey of states by the National Association of State Workforce Agencies. It then reviews research results on the effects of reemployment services on durations of insured unemployment. The paper documents how state administrative practices have changed and questions whether these changes may have affected monitoring of claimant compliance with work search requirements. Since state policies on job search and service referral can affect insured durations of unemployment, these policies can also affect the measured total unemployment rate.

Recent years have seen a surge in the evidence on the impacts of active labor market programs for numerous countries. However, little evidence has been presented on the effectiveness of such programs in China. Recent economic reforms, associated massive lay-offs, and accompanying public retraining programs make China fertile ground for rigorous impact evaluations. This study evaluates retraining programs for laid-off workers in the cities of Shenyang and Wuhan using a comparison group design. To our knowledge, this is the first evaluation of its kind in China. A principal objective of the welfare reform act of 1996 (PRWORA) was to encourage welfare recipients to obtain jobs rapidly, a strategy termed "Work First." Much analysis shows that Work First raises the incidence of direct-hire and—in a sizable minority of cases—temporary-help agency jobs among welfare clients. But the effect of these jobs on longer term labor market outcomes, such as labor force participation, earnings, and welfare recidivism, is unknown. This report establishes that performance monitoring data may be used for program evaluation purposes, such as with process and net impact evaluation. Evidence supporting this assertion is gathered from the administrative data of the State of Washington that examines services provided to adults under the Workforce Investment Act (WIA). The report describes various empirical estimation techniques and summarizes the net impact estimators generated." A disproportionate share of low-skilled U.S. workers is employed by temporary help firms. These firms offer rapid entry into paid employment, but temporary help jobs are typically brief and it is unknown whether they foster longer-term employment. We draw upon an unusual, large-scale policy experiment in the state of Michigan to evaluate whether holding temporary help jobs facilitates labor market advancement for low-skilled workers. The purpose of this paper is to reflect on the results, methodology, and processes used in a series of net labor market impact studies done for the State of Washington over the past six years. All of the studies relied on administrative data and used a technique referred to as quasi-experimental evaluation. The program interventions were the federal- and state-funded workforce development programs. The paper sets out eight "reflections" for analysts and policy makers to consider. These reflections identify lessons learned and uncertainties or issues that need more consideration and scrutiny.

This paper addresses the question of whether administrative data that are collected for performance monitoring purposes can be used for program evaluation. It argues that under certain circumstances, such data can be used. In particular, data from the state of Washington are used to examine the effectiveness of services provided to adults under the Workforce Investment Act (WIA). The general theme of an emerging literature on techniques for nonexperimental evaluations of social programs is that many different techniques have appropriate asymptotic properties. We draw upon administrative data from an unusual policy experiment in the state of Michigan to study the effects of temporary agency employment among welfare-to-work clients on job retention, program recidivism, and earnings. To identify these effects, we exploit the fact that welfare-to-work clients in one Michigan county were randomly assigned to service providers who had substantially different placement rates in temporary agencies but otherwise similar policies. Our findings indicate that moving welfare clients who otherwise would have been unemployed into temporary agency jobs provides some benefits to these workers, primarily by increasing their short-term earnings. Governments in every developed industrial economy administer programs that partially replace the earnings of workers who suffer job loss or on-the-job injury. The Workforce Investment Act (WIA) of 1998 emphasizes the integration and coordination of employment services. Central to achieving this aim is the federal requirement that local areas receiving WIA funding must establish one-stop centers, where providers of various employment services within a local labor market are assembled in one location. A major challenge facing staff in these centers is the expected large volume of customers resulting from relaxed program eligibility rules. This report describes a new assessment and referral system that was designed to assist local welfare-to-work program staff in targeting employment services more effectively in order to help welfare recipients find jobs. The motivation for the development of this system was the potential effects of targeting services to meet the specific needs of customers. The system is based on statistical methods and uses administrative data typically collected by welfare-to-work agencies. The Kalamazoo-St. Joseph Workforce Development Board piloted the new system by integrating it within the existing Work First program that it administers for the local workforce development area. This study evaluates the effectiveness of training programs for workers retrenched from Chinese state-owned enterprises in the cities of Shenyang and Wuhan. A variety of impact estimators were applied, however ordinary least squares (OLS) controlling for observable characteristic s was robust. We find that training dampens reemployment prospects in Shenyang but improves them in Wuhan. Training impact estimates computed by propensity score and log odds ratio matching imposing various support condition rules, yielded estimates very similar to those from the OLS. The estimates suggest that participation in training reduces the probability of being employed one year after participation by about …
