The use of incentive packages has intensified as local governments compete for new plants and corporate relocations, and as private firms increasingly demand a deal. While incentives promise jobs and tax revenue, scholars and practitioners criticize their high cost and limited accountability. Through a comparison of matched establishments, this paper explores how governmental incentive-granting strategy impacts incentive performance. We examine the overall impact of incentives and whether incentives granted to smaller firms perform better. Using economic development budget data, we also assess the state’s overall approach to economic development to determine which strategies are prioritized through funding. By showing that …

However, how does belonging to a different sector of employment tied closely to changes in minimum wage and inflation relate to overall health? Lack of skills is arguably one of the most important determinants of high levels of unemployment and poverty. In response, policymakers often initiate vocational training programs in efforts to enhance skill formation among the youth. Using a regression-discontinuity design, we examine a large youth training intervention in Nepal. We find, twelve months after the start of the training program, that the intervention generated an increase in non-farm employment of 10 percentage points (ITT estimates) and up to 31 percentage points for program compliers (LATE estimates). We also detect sizable gains in monthly earnings largely driven by women who start self-employment …

Qualified and capable working age autistics face an 83% unemployment rate, thus, straining the economy and deteriorating their quality of life. This research examines potential contributing factors by inquiring what hiring agents' beliefs may be influencing their selection of qualified autistic candidates. This quantitatively weighted, concurrent, mixed methods (QUAN > qual), multiple linear regression study measured the influence of hiring agents' control, normative, and behavioral beliefs upon their selection of qualified autistic candidates. This paper compares the employment status and earnings of veterans and nonveterans following their receipt of public workforce development services in Washington State during the years 2002–2012. It also describes workforce program participation patterns for veterans and nonveterans to determine if veterans have equal or prioritized access to key programs, where prioritization is required by law. Based on tabulations and propensity score weighted regressions using administrative data, the results indicate slightly lower levels of participation by veterans than nonveterans in two major workforce programs (Wagner-Peyser and the Workforce Investment Act Adult program), and high participation in veteran-specific programs (Disabled Veterans …

While it is generally argued that a stronger labor market is negatively associated with crime, there exists a “consensus of doubt” around the relationship between employment and crime. This paper examines the impact of the rise of female labor participation in manufacturing on various types of crimes in Mexico from 1998 to 2012. A fixed effects specification and an instrumental variable approach with regional and time fixed effects are employed to compare the crime rates in municipalities that were heavily exposed to local factory openings to municipalities that did not receive a labor shock of the same magnitude. Technological progress has significantly changed the inputs and production processes utilized by firms. Such shifts have led to warnings throughout the past few decades that substantial numbers of jobs, particularly things belonging to the middle class, would be eliminated and replaced by technology. This paper examines the validity of this argument by estimating the impact of technology investment on local labor markets during that period. I find evidence for a positive, rather than negative, relationship between technology and employment. This dissertation investigates food safety regulations and international trade of agricultural products dividing into three aspects: the signalling effect from U.S. strict food safety regulations on U.S. vegetable exports, political determinants of sanitary and photosanitary non-tariff barriers, and the impact of trade barriers on employment in developing countries. In chapter 2, we investigate the impact of high U.S. maximum residue limit (MRL) standards on U.S vegetable exports to 102 countries utilizing the hierarchical model. Using data on worker training programs in South Dakota over the years 2002 – 11, this study estimates the employment and earnings effects of occupational skills training and on-the-job training. Average treatment effects for the first and third calendar quarters after training are reported by: gender, worker type, demographic group, region of residence, and time period of job loss.

Both occupational skills training and on-the-job training effectively increased the employment rates and incomes of participants. The effectiveness of occupational skills training tended to grow as time passed, but the effectiveness of on-the-job training tended to fade over time. Three calendar …

The Impact Of Foreign Direct Investment On Labor Market Measures: Evidence From Sub-Saharan Africa, David A. Mayom

There is scant literature examining the relationship between foreign direct investment (FDI) and labor market measures in Sub-Saharan African (SSA) countries. This paper explores the effect of FDI on the labor market measures using panel data of 48 Sub-Saharan African Countries from 1991 to 2009. The result indicates that FDI has a positive and significant effect on employment implying that an increase in the inflow of FDI is associated with higher employment. Thus, Sub-Saharan African governments should strongly consider poverty alleviation and employment policies that encourage and direct FDI to the industries where it can significantly reduce unemployment.

This paper studies the cyclical behavior of employment duration using data from the National Longitudinal Survey of Youth 1979 cohort. We estimate a proportional hazard model with competing risks, distinguishing different types of separations. A higher unemployment rate at the start of an employment relationship increases the probability that the worker quits to take or look for another job, but it decreases the probability that the firm fires the worker. The net effect of these opposing forces on the overall duration of the employment is negative, but small, implying that match quality is weakly pro-cyclical. We also build a simple …

We empirically study the dynamics of labor market adjustment following the Brazilian trade reform of the 1990s. We use variation in industry-specific tariff cuts interacted with initial regional industry mix to measure trade-induced local labor demand shocks, and then examine regional and individual labor market responses to those one-time shocks over two decades. Contrary to conventional wisdom, we do not find that the impact of local shocks is dissipated over time through wage-equalizing migration. Instead, we find steadily growing effects of local shocks on regional formal sector wages and employment for 20 years. This finding can be rationalized in a …

Premium compensation and benefits afforded to employees within the manufacturing sector amplified the negative effects of recessionary job losses. The UI system acts as an automatic macroeconomic stabilizer, increasing spending during recessions and reducing aggregate spending during recoveries. In this study, researchers found significant differences in employment among recently returned veterans based on age, health, and service era. The Iraq/Afghanistan-era veterans, ages 18-24, were more likely to have higher earnings if employed, while older veterans, ages 37-64, had higher odds of unemployment. In practice, veterans may be experiencing an employment divide in which those who can find work command high wages, while others are not able to find work at all. In policy, policymakers may wish to revisit these issues by increasing the availability of programs and services for older veterans and those from previous eras who are …

The existing literature finds negative associations between mental illness and labor market outcomes. Using data from the 2007 to 2011 National Health Interview Survey, this study examines the consequences of emotional (depression, anxiety, or other emotional problems) and psychological (ADD, bipolar disorder, schizophrenia, or other mental problems) problems on four aspects of labor market decisions: the probability of participating in the labor force, the likelihood of working full time, the average number of hours worked per week and annual earnings.
