Unemployment insurance (UI) exists to provide temporary partial wage replacement during periods of involuntary unemployment while beneficiaries are actively seeking reemployment. The reemployment effort required of UI beneficiaries, which balances the work disincentive of income replacement, ensures that UI is social insurance rather than social welfare.

In 2017, Congress appropriated funding to provide reemployment services and eligibility assessments (RESEA) to UI beneficiaries. The legislation also required that states receiving RESEA conduct annual evaluations to produce causal evidence that reemployment services and eligibility assessments are effective.

In the US, 16% of people with cognitive disabilities self-report to be of Hispanic ethnicity (US Census Bureau, FY 2020). However, among people with intellectual disabilities who received vocational rehabilitation services, only 11% (-5%) are Hispanic (N = 32,823, RSA911, FY2020).

Rethinking The Role Of Employment Barriers In Active Labor Market Policy: Evidence From A Fixed Effects Analysis, Jian Qi Tan, Irene Y. H. Ng, Kong Weng Ho

Using a panel dataset from a five-wave survey of participants in Singapore’s Work Support Programme (WSP) from 2010 to 2016, we quantify the cumulative negative impact of facing multiple employment barriers and demonstrate the association between the individual stressors and labor market indicators. Using a fixed effects model to reduce the confounding effects of unobservables, we find that a one standard deviation increase in the number of employment barriers brings about a 2.7 to 3.5 percentage point increase in the probability of being unemployed and a 58 SGD to 78 SGD decrease in individual earnings.

Self-employment is an important option for people with disabilities, especially for those living in rural communities where economic choice and opportunity may be more limited. Although people with disabilities are self-employed at higher rates than people without disabilities, few vocational rehabilitation (VR) consumers become self-employed partly due to lack of knowledge and barriers within VR systems. This research report explains some reasons for low rates of self-employment within the VR system, and presents the Vocational Rehabilitation Self-Employment Guide-an online resource providing guidance and tools to assist people with disabilities and VR counselors with the self-employment process. Upon arrival to a new country, many immigrants face job downgrading, a phenomenon describing workers being in jobs below the ones they have based on the skills they possess. Moreover, in the presence of downgrading immigrants receiving lower wage returns to the same skills compared to natives. The level of downgrading could depend on the immigrant type and numerous other factors. This study examines the determinants of skill downgrading among two types of immigrants – refugees and economic immigrants – in the German labor markets between 1984 and 2018. In this paper, we shed light on the impacts of the COVID-19 pandemic on the labor market, and how they have evolved over most of the year 2020. Relying primarily on microdata from the CPS and state-level data on virus caseloads, mortality, and policy restrictions, we consider a range of employment outcomes—including permanent layoffs, which generate large and lasting costs—and how these outcomes vary across demographic groups, occupations, and industries over time. We also examine how these employment patterns vary across different states, according to the timing and severity of virus caseloads, deaths, and closure measures. We find that the …

Artificial intelligence (AI) is a quickly advancing technology that has the potential to displace a great deal of workers. Unlike past automation-based technologies, I find that high skilled labor is more impacted by AI than lower skilled labor. In order to analyze the impact that AI will have on the labor market, I utilize a fixed effects model for a historical case of automation’s impact on employment and a fitted parameter methodology to analyze the careers most and least exposed to artificial intelligence. This thesis analyses the labor market impacts associated with hosting Syrian refugees in Jordan through the Syrian conflict. We provide a critical analysis of the sentiment that ‘the refugees are better off than we are.’ This sentiment derives from the perception that the poor economic conditions are the fault of refugees, because they take jobs from native citizens, or because of the international humanitarian aid that refugees receive. We suggest that this perception is a ‘false narrative’ which does not accurately describe the many causes of economic hardships in Jordan, thereby misplacing blame on refugees.
