This thesis examines the role of poverty in the United States and how it has impacted social and economic systems. It explores how U.S. poverty measurements developed in the 1960s may not be accurately measuring poverty now, and the ways in which these measures could be improved upon. Little evidence exists on the effect of the Affordable Care Act (ACA) on criminal behavior, a gap in the literature that this paper seeks to address. Using a simple model, we argue we should anticipate a decrease in time devoted to criminal activities in response to the expansion, because the availability of the ACA Medicaid coverage raises the opportunity cost of crime. This prediction is particularly relevant for the ACA expansion because it primarily affects childless adults, a population likely to contain individuals who engage in criminal behavior. Opioid overdose in the United States continues to jeopardize public health. We explore the effect of e-cigarette taxes enacted through 2017 in eight states and two large counties on e-cigarette prices, e-cigarette sales, and sales of other tobacco products. We use the Nielsen Retail Scanner data for the years 2011 to 2017, comprising approximately 35,000 retailers nationally. We calculate a Herfindahl–Hirschman Index of 0.251 for retail-based purchases of e-cigarettes, indicating high market concentration. We estimate a tax-to-price pass-through of 1.55 (p < 0.01) and an e-cigarette own-price elasticity of -2.6 (p < 0.01) for the average e-cigarette tax. We also estimate a positive cross-price elasticity of demand for e-cigarettes and traditional cigarettes of roughly 1.1 for the average tax, suggesting that e-cigarettes and traditional cigarettes are economic substitutes. Our results suggest that higher e-cigarette taxes would increase e-cigarette prices and reduce e-cigarette sales, with an unintended effect of increasing traditional cigarette sales. We simulate that for every one standard e-cigarette pod (a device that contains liquid nicotine in e-cigarettes) of 0.7 ml no longer purchased as a result of an e-cigarette tax, the same tax increases traditional cigarettes purchased by 6.2 extra packs.

My three essays explore the effects of tobacco policies and addiction on the consumption of e-cigarettes and other tobacco products. Recently, jurisdictions imposed taxes and other regulations on e-cigarettes, with the hope to raise tax revenues and address health concerns regarding e-cigarette use, especially youth addiction. My first essay in Chapter 1 focuses on the effects of e-cigarette taxes on sales of e-cigarettes. It compares the two types of tax policies on sales of e-cigarettes, cigarettes, and smoking-cessation products. This paper looks at naloxone access laws and prescription drug monitering programs and see how these programs affect HIV transmission and drug overdose deaths. Using an OLS regression I find that NAL reduces HIV and increases overdose deaths. I also find reducing the number of drug prescriptions increase HIV and overdose deaths because users switch to intravenous methods.

The Brazilian CCT program, called Bolsa Família, is the largest social welfare program in the country, covering a quarter of all Brazilian households. The objective of the program is to reduce poverty and malnutrition, while providing low-income families access to public services, such as health, education, and social assistance. My dissertation consists of three essays on trade, environment and health. The first essay empirically evaluates domestic facilities' environmental response to Chinese import competition in the United States (US) manufacturing sector from 2000 to 2010. Using facility-level data on chemical emissions and employing an instrumental variables approach, the paper finds that industry/regional exposure to increased import competition had very little impact on the environmental decisions of domestic facilities.

A growing body of economic literature examines irrational human behavior in a variety of contexts, including exercise habits (Duckworth and Milkman 2019). Based on this research, small interventions known as nudges have been introduced, sometimes significantly altering how individuals behave. This study focuses on a specific population’s behavior to nudge: university student’s exercise habits. Despite the benefits of physical exercise, such as a 40-50% reduction in all-cause mortality, only half of the students surveyed by this study met CDC suggested exercise requirement of 5 hours per week—5% responded that they do not exercise at all (Morris et al. 1953). Using the Panel Study of Income Dynamics (PSID) with family fixed-effects (FE) models, we explore how neighborhood conditions and time receiving SNAP benefits during childhood interact to relate to time spent obese in adulthood. Results suggest that, for those growing up in less advantaged neighborhoods, SNAP receipt between the ages of 9–13 and 14–18 was associated with subsequently shorter periods of time obese in adulthood. Conversely, for those growing up in more advantaged neighborhoods, SNAP receipt during these same late childhood/ adolescent time periods was associated with relatively high proportions of time in adulthood spent obese.
