Ex Ante Moral Hazard Pada Sistem Jaminan Kesehatan Nasional (Jkn) Di Indonesia, Fajar Nurhaditia Putra

This paper contributes to the empirical evidence of ex ante moral hazard on the National Health Insurance System (NHIS) in Indonesia. We find that JKN participation has a negative relationship with physical activity and positive relationship with smoking spending. Furthermore, by calculating marginal effect we obtained that JKN participation reduce the probability of physical activity by 2.7% and also reduce the intensity of individual physical activity. For the smoker, JKN Participation is expected increase in their spending for smoking. This study aims to analyze the performance of private hospitals including casemix, casemix index and hospital base rate. The main source of funding of BPJS Kesehatan comes from the different premium class in which the participant registered. The medical benefits among classes are equivalent, except inpatient facilities. But when the improvement health degree is not linear with the incurred costs, problem would arise. This study aims to analyze class shifting and determinants of BPJS Kesehatan membership. Around 1.53 percent of participants access higher classes, while 5.62 percent access lower classes. The use of antibiotics is selected by using criteria safety and cost-effectiveness.
