This study aims to find out what effects affect individuals to become smokers. So that the influence of socio-economic conditions and smoking habits in Indonesia can be helpful to literacy for policymakers. This study uses secondary data from the Indonesia Family Life Survey 2014/2015 (IFLS-5). The main variables in this study were smoking habits, while socio-economic conditions, social demographics and health conditions as control variables to see other factors that influence smoking habits. The characteristics and patterns of smoking behavior are very important data to develop smoking control programs in Indonesia. However, until now there is no comprehensive and systematic data that represents all Indonesian people. This study aims to determine smokers, smoking habits, and smoking addiction in smoking habits in Indonesia based on IFLS 5. Using cross-sectional descriptive using IFLS 5 data. Increasing the utilization of maternal health services is an important target for the Indonesian government to increase the achievement of the SDGs targets. Funds budgeted for the health sector are at least 5% of the APBN and 10% of APBD excluding salaries. This is smaller than countries in the low-income category, while WHO shows that an increase in the allocation of health funds has a positive relationship with the degree of public health. Jampersal as a transfer fund from central to district government is provided to support maternal and child health services aiming to increase access to health services for pregnant women, childbirth and postpartum mothers, also newborns to competent health facilities. This analysis aimed to evaluate the use of Jampersal in increasing institutional delivery using quantitative and qualitative approaches. For the quantitative approach, this analysis used Riskesdas 2018 and routine data from the Ministry of Health. The data was analyzed using benefit incidence analysis (BIA) and linear regression.
