AbstractIn The Bahamas, the hotel sector imports the majority of its goods and services, rather than buying goods and services from local small and medium enterprises (SMEs) at levels that support tourism SMEs sustainability and growth. Termed an economic leakage hotel reliance on imports has negative effects on the development of tourism-related SMEs in Nassau and Paradise Island in The Bahamas. While COVID-19 has garnered much of the attention in 2020, the opioid epidemic continues in the Commonwealth. We revisit the evidence and consider whether the pandemic and social distancing measures have affected opioid overdoses in Virginia.

In 2018, 1 in 10 adult Virginians did not know with certainty how they would obtain their next meal. This food insecurity affects an even greater proportion of children in the Commonwealth. It not only lowers learning outcomes, but also reduces workplace productivity. Now, amid the COVID-19 pandemic, food insecurity in Virginia has increased. We explore how public programs and regional food banks are working to address this problem.

Over the last decade, an increasing number of young people reported being anxious or depressed. And now, the COVID-19 pandemic has necessitated closing schools, curtailing extracurricular activities and limiting social contacts for many of Virginia’s youth. In this chapter, we explore the state of youth mental health in the Commonwealth and gauge how our younger residents are faring during the pandemic. We find that there is an increasing need for youth mental health services and discuss what can be done to help those who could benefit the most.

I am devoted to health policy research, especially tackling the opioid crisis, and evaluating marijuana laws and newly emerging issues associated with legal recreational drugs. Opioid overdose in the United States continues to jeopardize public health. Meanwhile, the majority of states have legalized medical marijuana and one third of them further liberalized recreational marijuana. Marijuana liberalization, although originally independent of the growing opioid crisis, may be a harm reduction approach to the crisis because marijuana may be a substitute for opioids in pain management at a relatively lower risk. The Effects Of E-Cigarette Taxes On E-Cigarette Prices And Tobacco Product Sales: Evidence From Retail Panel Data, Chad Cotti, Charles J. Courtemanche, Joanna Catherine Maclean, Erik Nesson, Michael F. Pesko, Nathan Tefft

We explore the effect of e-cigarette taxes enacted through 2017 in eight states and two large counties on e-cigarette prices, e-cigarette sales, and sales of other tobacco products. We use the Nielsen Retail Scanner data for the years 2011 to 2017, comprising approximately 35,000 retailers nationally. We calculate a Herfindahl–Hirschman Index of 0.251 for retail-based purchases of e-cigarettes, indicating high market concentration. We estimate a tax-to-price pass-through of 1.55 (p < 0.01) and an e-cigarette own-price elasticity of -2.6 (p < 0.01) for the average e-cigarette tax. We also estimate a positive cross-price elasticity of demand for e-cigarettes and traditional cigarettes of roughly 1.1 for the average tax, suggesting that e-cigarettes and traditional cigarettes are economic substitutes. Our results suggest that higher e-cigarette taxes would increase e-cigarette prices and reduce e-cigarette sales, with an unintended effect of increasing traditional cigarette sales. We simulate that for every one standard e-cigarette pod (a device that contains liquid nicotine in e-cigarettes) of 0.7 ml no longer purchased as a result of an e-cigarette tax, the same tax increases traditional cigarettes purchased by 6.2 extra packs.

My three essays explore the effects of tobacco policies and addiction on the consumption of e-cigarettes and other tobacco products. Recently, jurisdictions imposed taxes and other regulations on e-cigarettes, with the hope to raise tax revenues and address health concerns regarding e-cigarette use, especially youth addiction. My first essay in Chapter 1 focuses on the effects of e-cigarette taxes on sales of e-cigarettes. It compares the two types of tax policies on sales of e-cigarettes, cigarettes, and smoking-cessation products. This dissertation explores the relationship between disability, public assistance programs and employment. The first chapter investigates the impact of chronic pain on the labor market participation decisions of people nearing retirement age. The results from estimating a random effect discrete-time hazard model suggest that chronic pain greatly enlarges the hazard of exiting labor market even after controlling for many diseases that contribute to pain, and this effect increases with the severity of pain level. I further estimate a discrete-time competing risks model to explore the association between chronic pain and labor market exits due to different reasons. The finding indicates …

In this thesis, I take up the question of how the Medicare penalties introduced by the Hospital Readmissions Reduction program (HRRP) impacted the US health care system. The demand side of US health care system is highly fragmented where hospitals and other providers have to serve very different kinds of patients from different payers. Since the majority of a hospital's income is drawn from Medicare, a sharp reduction in its reimbursements is bound to have an effect on its health care delivery to all patients.

In recent years models with mixed frequency have been extensively used to forecast low-frequency variables such as GDP and inflation, but we are one of the first to use this framework in state government revenue forecasting. New York State had a record of passing late budgets before. In order to facilitate budget negotiations, which often center on forecasts, we develop a Mixed-Data Sampling (MIDAS) model for revenue forecasting using jagged edge data sets in the first chapter. Since the inception of the Social Security Administration's Disability Insurance (SSDI) program in 1956, policy makers have grappled with the moral hazard problem present in a program offering payments to workers who leave the labor force due to disability. Disincentives exist for beneficiaries to return to work and earn more than the program-allowable level of income. Some insured workers may overestimate the severity of their impairment and underestimate their ability to work in order to qualify for and retain SSDI payments and the accompanying Medicare insurance benefits. In empirical research, we often need to address the issue of what model to use given a collection of candidate models. Conventionally, we use model selection to choose one best model from the collection of candidate models based on some model selection criteria. Model averaging is a generalization of model selection in the sense that it assigns weights to candidate models and uses a weighted average to construct an aggregated model. Usually model averaging provides better performance than model selection which chooses a single candidate model based on AIC or BIC.

The first chapter examines the quantitative performance between two models of sovereign default, which we define as a government (sovereign) default on government bonds. The two models are the strategic default model and a model designed for rich countries in which default is due to inability to repay. We first examine the cyclicality of fiscal policy for sixteen emerging countries which have experienced default using a two-step GMM estimator, and found that the fiscal policy in these countries is counter cyclical. This paper examines the differences in how Tanzanian children across various socioeconomic axes spend their time across schooling, unpaid care work, and income-generating activities. Previous research and theory have primarily focused on child employment and its dynamics with education, neglecting a substantial amount of work borne by some children to maintain their households’ livelihoods. Using time use and consumption survey data, this paper fills the current gap in the literature by applying a multidimensional framework called the Levy Institute Measure of Time and Consumption Poverty. Ban the Box (BTB) policies mandate deferred access to criminal history until later in the hiring process. However, these policies chiefly target public employers. The study is the first to focus on the primary goal of BTB reform, by measuring the impact of BTB policies on the probability of public employment for those with convictions. To execute the analyses, the study uses data from the National Longitudinal Survey of Youth 1997 Cohort (2005–2015) and difference-in-difference (DD) estimation. The study finds that BTB policies raise the probability of public employment for those with convictions by about 30% on average. Some scholars …

This study implements event study analyses to investigate participants’ reactions to nine different, important events impacting the Saudi Arabian stock market. It analyzes the dynamics of security prices in the Saudi Arabian stock market during the first five days surrounding the event dates. I tested the significance of abnormal returns and cumulative abnormal returns of all the 20 sectors during the (-5,+5) days event window. For nearly two hundred years, U.S. copyright law has assumed that owners may voluntarily abandon their rights in a work. But scholars have largely ignored copyright abandonment, and case law on the subject is fragmented and inconsistent. As a result, abandonment remains poorly theorized, owners can avail themselves of no reliable mechanism to abandon their works, and the practice remains rare. This Article seeks to bring copyright abandonment out of the shadows, showing that it is a doctrine rich in conceptual, normative, and practical significance.
