In January 2020, Virginia was focused on the continuing economic expansion and shortages of skilled labor in many areas of the Commonwealth. Now, as 2020 draws to a close, we face the prospects of a hard winter and a slow recovery from the COVID-19 pandemic. We examine the impact of COVID-19 on Virginia and discuss how the pandemic has disproportionately impacted our Black or African American and Hispanic or Latino residents.

After School Programs And Their Effect On Children's Well-Being, John Steenrod

As female labor force participation has gone up, families have turned more and more towards after school programs to provide adult supervision for their children, especially in low income areas. This paper utilizes longitudinal household data to examine the effect of these after school programs on noncognitive outcomes in children, and, in particular, follows the early education literature in using within-family comparisons for identification. I find that children who participate in after school programs are less likely to be depressed, and are more likely to have a high degree of emotional, social, and psychological well-being. Impacts Of A Movie's Rivals' Releasing Decisions On Its Domestic Box Office Revenue, Yuanyuan Dong

This paper uses the OLS regression model to investigate and quantify the competition effects in the film industry, aiming to help film distributors in the making releasing decision. To do so, I define the movies that release within the same week as rivals and use the rivals’ characteristics variables to capture the competition effects. The regression results show that a movie’s rivals’ total production budgets and the number of opening weekend’s theater have significantly negative impacts on this movie’s box office revenue. After adding control variables and indicator variables for seasonality, the competition effects become less obvious with less precision. …

I analyze the effect of exposure to Chinese import competition on school revenues per student from property tax, from local sources, and school expenditures per student in 676 Commuting Zones (CZ) from 1990 to 2007. I discover a negative relationship on the CZ level between exposure per worker to Chinese import competition and school expenditure per student, as well as school revenue per student from local sources. In contrast, impact on school revenue per student from property tax is not statistically significant. On average, in a given period, an increase of 1000 dollars in import exposure is related to a …

Naloxone, commonly known by the brand name Narcan, is a medication that reverses the potentially fatal effects of an opioid overdose. Amidst the opioid epidemic that has taken tens of thousands of lives each year, many policies have been enacted to increase the public's access to naloxone, allowing non-medical personnel to save lives. There have been two distinct reactions to these policies. Those that support the policies state that harm reduction measures are necessary to save lives. This paper examines how racially-motivated bias incidents relate to college students’ academic outcomes, and how this relationship differs across race. There is evidence that students’ academic outcomes are negatively impacted by bias, particularly among marginalized groups. This could have severe impacts on equality, overall student success, and future outcomes. I use Colby College student-level data to analyze the effects of bias incidents on both changes in individuals’ GPAs, and differences in probability of retention across individuals. We examine two-sided markets where players arrive stochastically over time and are drawn from a continuum of types. The cost of matching a client and provider varies, so a social planner is faced with two contending objectives: a) to reduce players’ waiting time before getting matched; and b) to form efficient pairs in order to reduce matching costs. We show that such markets are characterized by a quick or cheap dilemma: Under a large class of distributional assumptions, there is no `free lunch’, i.e., there exists no clearing schedule that is simultaneously optimal along both objectives. Cross-sector partnerships that combine the perspectives and needs of public, private, and nonprofit sectors have been used to address public policy challenges. Research has shown that trust and reputation among partners play an important role in the performance of partnerships. Trust has been positively associated with the reduction of transaction costs of partnerships, and therefore, this study used a Transaction Cost Economics (TCE) approach as the theoretical framework.

Spatial Distribution Of Supply And The Role Of Market Thickness: Theory And Evidence From Ride Sharing, Soheil Ghili, Vineet Kumar

This paper develops a strategy with simple implementation and limited data requirements to identify spatial distortion of supply from demand -or, equivalently, unequal access to supply among regions- in transportation markets. We apply our method to ride-level, multi-platform data from New York City (NYC) and show that for smaller rideshare platforms, supply tends to be disproportionately concentrated in more densely populated areas. We also develop a theoretical model to argue that a smaller platform size, all else being equal, distorts the supply of drivers toward more densely populated areas due to network effects. Reclassification risk is a major concern in health insurance where contracts are typically one year in length but health shocks often persist for much longer. We use rich individual-level medical information from the Utah all-payer claims database to empirically study one possible solution: long-term insurance contracts. We characterize optimal long-term contracts with one-sided commitment theoretically, derive the contracts that are optimal for consumers in Utah, and assess the welfare level that a full implementation of these contracts could achieve relative to several key benchmarks. Using a lifecycle model of consumption, saving and portfolio choice combined with linked survey and administrative data on wealth and lifetime earnings we evaluate measures of retirement preparedness. We estimate heterogeneous discount factors for households and compare the estimates of their patience to their replacement rates { the simple measure of- ten used to evaluate the adequacy of retirement savings. We find first that the specification of the model’s asset structure matters quantitatively for preference parameter estimates { households appear to be much more patient when they are assumed to have access only to a risk-free asset compared to when …

Precision agriculture can play an important role in preserving the environment and improving the economic conditions of agricultural producers. This thesis analyzes the determinants of adoption and adoption intensity of precision agriculture technologies in South Dakota. This analysis uses survey data collected from 199 farms distributed over 28 different counties in South Dakota, accounting for approximately 500,000 acres of tillable agricultural land, to (1) discover the factors impacting precision technology adoption; (2) compare and contrast several characteristics among adopters and non-adopters; and (3) develop probit, count, and negative binomial models to determine the significance of explanatory variables impacting precision technology …

The purpose of this study was to explore the relationship between traditional-aged college students and their parents perceived financial behaviors. It utilized Dew and Xiao’s Financial Management Behavior Scale (FMBS) (2011). Past research indicated that there is a positive impact between a parent’s involvement in students’ academic endeavors, however little research explored the relationship between their impact on a young adults’ financial behaviors. Using International Passenger Survey (2017) data, this paper employs unconditional quantile regression (UQR) to analyse the determinants of tourist expenditure amongst inbound tourists to the United Kingdom. UQR allows us to estimate heterogeneous effects at any quantile of the distribution of the dependent variable. It overcomes the econometric limitations of ordinary least squares and quantile regression based estimates typically used to investigate tourism expenditures. However, our results reveal that the effects of our explanatory variables change across the distribution of tourist expenditure. This has important implications for those tasked with devising policies to enhance the UK’s tourist flows and expenditures.
