In explaining the 2015 survey findings that the Philippines has the second to the lowest existing business rate in the ASEAN region, the Philippine Entrepreneurship Report, 2015-16 stated that “business operations become more burdensome as they grow due to the more restrictive regulations on large enterprises” (Velasco et al., 2017, p. 40). Established businesses, particularly firms operating in the formal sector, shoulder higher taxes and are subject to social security contributions, minimum wage, and industry-specific regulations (Velasco et al., 2017; Auriol, 2014).

The Washington State Parkinson Disease Registry (WPDR) was created to facilitate recruitment for Parkinson’s disease (PD) research studies conducted in the Pacific Northwest. The success of registries that rely on self-report is dependent on the accuracy of the information provided by participants, particularly diagnosis. Objective and Methods. Our goal was to assess diagnostic accuracy within the WPDR cohort. We randomly selected and attempted to contact 168 of the 1,278 actively enrolled WPDR participants. Those who responded were invited to undergo an interview and neurological examination performed by a PD specialist. If an in-person assessment was not possible, we sought information …

The allocation of funding toward childcare has historically been debated due to conflicting views on the effect childcare subsidies have on low-income, single mothers. Some suggest that federal, state and local funding could put the money allocated for childcare subsidies to better use – or perhaps that there is no need for additional federal, state and/or local funding. This dissertation consists of three essays. The first essay, or Chapter 2, advances the literature by examining the conditional effects of lobbying on the relationship between policy learning and policy reinvention. Scholars have consistently shown that learning of successful policies in other states leads to higher likelihood of policy adoption. This essay extends this finding two ways. First, policy learning can also lead to more comprehensive adoption of successful policies. Second, the effect of policy learning on policy comprehensiveness is conditional on lobbying by interest groups, an alternative source of information about policy success. The first essay is titled "The Provision of Generalized Local Public Goods Financed by Distortionary Taxation." This essay models the provision of a local public good that is simultaneously utilized as a public consumption good and a public intermediate good. Instrumental stakeholder theory considers the performance consequences for firms of highly ethical relationships with stakeholders, characterized by high levels of trust, cooperation, and information sharing. While research suggests performance benefits, an obvious question remains: If instrumental stakeholder theory–based stakeholder treatment is so valuable, why isn’t it the dominant mode of relating to stakeholders? We argue that the existing instrumental stakeholder theory literature has three shortcomings that limit its ability to explain variance in performance. Border Region Modeling Project

Real estate property value analysis is used for municipal taxation and budgeting. Commercial properties make up a large percentage of the property tax base in many, if not most, taxing jurisdictions. Data constraints limit the number of analyses conducted on commercial property value patterns. This study employs a fairly extensive data set to address that problem in the context of El Paso in 2013. The sample contains data for 105,611 commercial real estate parcels. Empirical analysis is conducted using geographically weighted regression analysis. Chapter 1: Structural Changes in Functional Curves: Estimation and Testing

Abstract: This paper considers the estimation and testing of structural changes in functional curves that occurs at an unknown date. The functional principal component analysis is applied to the random functional curves, decomposing them into interpretable simple latent functions and random scalars. We model the random scalars using a simple autoregressive model and test for a change in parameters that occur at an unknown date. This method is applied to the crude oil futures market to estimate and date possible structural breaks during OPEC announcement periods from 1984 to 2017.

This dissertation consists of three chapters on the economics of social insurance. Each chapter explores an aspect of the evaluation and design of social insurance in terms of nutrition, healthcare and unemployment.

The first chapter, Kim, Fleisher and Sun (2016) report evidence of long-term adverse health impacts of fetal malnutrition exposure of middle-aged survivors of the 1959-1961 China Famine using data from the China Health and Retirement Longitudinal Study. We find that fetal exposure to malnutrition has large and long lasting impacts on both physical health and cognitive abilities, including the risks of suffering a stroke, physical disabilities in speech, …

Corporate leaders are expected to engage in corporate social responsibility by some stakeholders, but there is no consistent evidence that corporate social performance relates to financial performance. Grounded in instrumental stakeholder theory, the purpose of this correlational study was to examine the relationship among energy productivity, greenhouse gas productivity, and return on equity. The growth rate of chief executive officers' (CEOs) compensation has dramatically outpaced average employees' pay increases. Scholars have not been able to reach a consensus on whether the financial performance of firms has a positive influence on CEOs' compensation. Also, boards of directors lack a clear understanding of the relationship between financial performance of firms and CEOs' incentive compensation in the U.S. banking industry. In common parlance, the term “Luddite” means someone who is anti-technology, or maybe, just not adept at using technology. Historically, however, the Luddite movement was a reaction born of industrial accidents and dangerous machines, poor working conditions, and the fact that there were no unions to represent worker interests during England’s initial period of industrialization. The Luddites did not hate technology; they only channeled their anger toward machine-breaking because it had nowhere else to go. The first two studies deal with the effect of social capital on two factors that pave the way for fiscal stress, informality and fiscal cyclicality. The purpose of this study is to examine the impact of trade openness and foreign direct investment (FDI) on wages in China using a panel data set of 27 manufacturing sectors over the period of 2001 to 2016. The effects are separated into three groups: total industries, capital-intensive industries and labor-intensive industries. First, by comparing the determinants of three groups of industries, it shows that the impact of trade openness on wages only significant and positive in labor-intensive industries while the impact of FDI on wages is significantly positive in both capital-intensive industries and labor-intensive industries. งานวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาปัจจัยการกลายเป็นพื้นที่กึ่งเมืองกึ่งชนบท และศึกษาปฏิสัมพันธ์เชิงอำนาจของการเป็นพื้นที่กึ่งเมืองกึ่งชนบท กรณีศึกษาตำบลคลองสาม อำเภอคลองหลวง จังหวัดปทุมธานี โดยใช้ข้อมูลปฐมภูมิและทุติยภูมิ ข้อมูลปฐมภูมิได้มาจากการสัมภาษณ์กลุ่มผู้ให้ข้อมูลหลัก 3 กลุ่ม อันได้แก่ เจ้าหน้าที่ของหน่วยงานส่วนกลาง เจ้าหน้าที่ขององค์การบริหารส่วนตำบลคลองสาม และประชาชนกลุ่มต่างๆ ในคลองสาม และข้อมูลทุติยภูมิได้มาจากเอกสารและผลงานวิจัยที่เกี่ยวข้อง ผลการศึกษาพบว่า ปัจจัยการกลายเป็นพื้นที่กึ่งเมืองกึ่งชนบทในคลองสาม เกิดจากพื้นที่คลองสามเป็นส่วนหนึ่งของการพัฒนาพื้นที่คลองหลวง พื้นที่คลองหลวงมีการเปลี่ยนแปลงด้วยการขยายตัวของทุนต่างๆ ที่เข้ามา ประกอบกับภาครัฐที่พัฒนาพื้นที่ส่งเสริมอุตสาหกรรมและที่อยู่อาศัย พื้นที่คลองสามจึงถูกพัฒนาเป็นที่อยู่อาศัยรองรับการขยายตัวของทุนอุตสาหกรรมในอำเภอคลองหลวง อีกทั้งพื้นที่มีเจ้าที่ดินครอบครองที่ดินขนาดใหญ่ ได้เปลี่ยนมือของกรรมสิทธิ์ที่ดินให้แก่นายทุนจัดสรร โดยมีแรงต้านจากเกษตรกรผู้เช่าที่ดินนั้นน้อยมาก เนื่องจากไม่มีกรรมสิทธิ์ และอำนาจการต่อรองใดๆ และที่สำคัญนายทุนได้ใช้ประโยชน์จากความอ่อนแอของสถาบันผังเมืองที่เกิดผังเมืองช้า ทำให้พื้นที่คลองสามเปลี่ยนสู่เมืองรวดเร็วมาก สำหรับปฏิสัมพันธ์เชิงอานาจเมื่อ พื้นที่เปลี่ยนเป็นพื้นที่กึ่งเมืองกึ่งชนบทแล้วระหว่างท้องถิ่น กลุ่มทุน ประชาชน เป็นไปในลักษณะที่พึ่งพา เอื้อผลประโยชน์ และขัดแย้ง เอาเปรียบกัน กระทำผ่านการช่วงชิงที่ดินเป็นสำคัญ ปฏิสัมพันธ์เชิงอำนาจระหว่างท้องถิ่นกับกลุ่มทุน เป็นในลักษณะมีผลประโยชน์ต่างตอบแทนกัน มุ่งหน้าพัฒนาให้พื้นที่เป็นเมือง เพื่อเอื้อการสะสมทุน โดยท้องถิ่นเก็บรายได้ในรูปของภาษีเป็นการตอบแทน นอกจากนี้ความสัมพันธ์ของกลุ่มทุนและประชาชนเต็มไปด้วยความขัดแย้ง การเอาเปรียบเรื่องที่ดิน ผ่านการขับไล่กลุ่มคนดั้งเดิมออกจากพื้นที่ และมุ่งสะสมกำไรอย่างไร้ความรับผิดชอบต่อคุณภาพชีวิตของผู้คน สร้างภาระและความเดือดร้อนให้กับท้องถิ่นและประชาชน ทั้งหมดนี้สะท้อนให้เห็นว่าพื้นที่กึ่งเมืองกึ่งชนบทของไทยสัมพันธ์กับพัฒนาการของระบบทุนนิยมเสรีที่ให้ความสำคัญกับกรรมสิทธิ์ของปัจเจกมากกว่าสิทธิชุมชน สะท้อนให้เห็นถึงความอ่อนแอของสถาบันทั้งภาครัฐและสถาบันผังเมือง พื้นที่กึ่งเมืองกึ่งชนบทเป็นพื้นที่ของความขัดแย้ง โดยเฉพาะความ ขัดแย้งเรื่องที่ดิน นอกจากนี้พื้นที่กึ่งเมืองกึ่งชนบทยังสะท้อนการต่อสู้ของคนในพื้นที่ที่ไม่ยอมเสียพื้นที่กึ่งชนบทไป ดังนั้น พื้นที่กึ่งเมืองกึ่งชนบทจึงไม่ได้เป็นเพียงการเปลี่ยนแปลงทางกายภาพ แต่ยังสะท้อนความสัมพันธ์ทางสังคม ปฏิสัมพันธ์เชิงอานาจในพื้นที่อีกด้วย

วิทยานิพนธ์ฉบับนี้ศึกษาประเด็นความเสี่ยง ความเปราะบางและความสามารถในการปรับตัวของเกษตรกรต่อเหตุการณ์ที่ไม่ปกติของเกษตรกรบนที่ราบและที่สูง โดยมีวัตถุประสงค์เพื่อวิเคราะห์ความกังวลต่อความเสี่ยง การเผชิญความเสี่ยง ผลกระทบจากความเปราะบางที่เกิดขึ้น กลยุทธ์การปรับตัวและปัจจัยที่ส่งผลต่อการฟื้นตัวของครัวเรือนเกษตรกรที่ปลูกข้าวโพดเลี้ยงสัตว์ต่อเหตุการณ์ที่ไม่ปกติ โดยศึกษาเปรียบเทียบเกษตรกรที่ราบและที่สูงซึ่งมีรูปแบบการทำเกษตรแบบเดียวกันแต่แตกต่างกันที่ลักษณะของพื้นที่ เก็บข้อมูลตัวอย่างโดยใช้แบบสอบถามอย่างละ 40 ราย ในอำเภอสันติสุข จังหวัดน่าน แล้วนำมาวิเคราะห์ทางสถิติทั้งในเชิงพรรณนาและเชิงอนุมาน ผลการศึกษาพบว่า 1) ครัวเรือนเกษตรกรทั้งที่ราบและที่สูงมีความกังวลและเผชิญกับความเสี่ยงมากที่สุดและรุนแรงที่สุดในด้านเดียวกัน คือ ความผันผวนของราคาผลผลิต โดยปัจจัยที่ส่งผลให้ครัวเรือนเกษตรกรมีความกังวลต่อความเสี่ยงในภาพรวมมากขึ้น ได้แก่ จำนวนแรงงานนอกภาคเกษตรและพื้นที่ทำการเกษตร และ ปัจจัยที่ส่งผลให้ครัวเรือนเกษตรกรมีความกังวลต่อความเสี่ยงลดลง ได้แก่ การมีเงินออมและการเป็นเจ้าของกรรมสิทธิ์ที่ดิน 2) ผลกระทบจากความเปราะบางที่ตามมาคือการกู้หนี้ยืมสินเพิ่มมากขึ้น 3) เกษตรกรจัดการความเสี่ยงโดยการปรับตัวหลังการเผชิญความเสี่ยงมากกว่าการเตรียมพร้อมก่อนเกิดภัย ครัวเรือนที่ราบมีศักยภาพในการปรับตัวโดยใช้กลยุทธ์ที่เป็นประโยชน์ต่อการลดความเปราะบางและเพิ่มขีดความสามารถในการปรับตัวในอนาคตได้มากกว่าโดยเฉพาะอย่างยิ่งด้านโครงสร้างพื้นนฐาน เช่น การปรับพื้นที่รับน้ำของหมู่บ้าน ส่วนครัวเรือนที่สูงโดยมากเลือกใช้กลยุทธ์ที่เป็นเพียงการแก้ไขปัญหาเฉพาะหน้าเท่านั้น เช่น การเพิ่มอัตราการใช้ปุ๋ยและยาฆ่าแมลง และ 4) ปัจจัยที่ส่งผลให้ครัวเรือนปรับตัวได้ดีขึ้น ได้แก่ รายได้ของครัวเรือนและการมีเงินออมสำรอง ในทางกลับกันปัจจัยที่ส่งผลให้ครัวเรือนปรับตัวได้ด้อยลง ได้แก่ จำนวนบุคคลในอุปการะและจำนวนหนี้สิน ส่วนกลยุทธ์การปรับตัวที่ครัวเรือนเกษตรกรใช้แล้วส่งผลให้ครัวเรือนปรับตัวได้ดีขึ้น ได้แก่ การสร้างโครงสร้างพื้นฐานในฟาร์มเพิ่มเติม ในทางกลับกันกลยุทธ์ที่ครัวเรือนเกษตรกรใช้แล้วส่งผลให้ครัวเรือนปรับตัวได้ด้อยลง ได้แก่ การทดลองปลูกพืชอื่น ผลการศึกษาแสดงให้เห็นว่า ครัวเรือนเกษตรกรมีการเผชิญความเสี่ยงไม่ต่างกัน แต่ปัจจัยที่ทำให้ครัวเรือนมีความเปราะบางแตกต่างกันเป็นผลมาจากความแตกต่างทางด้านปัจจัยพื้นฐานหรือลักษณะทั่วไปของครัวเรือน และ ขีดความสามารถในการปรับตัวของครัวเรือนเกษตรกร ดังนั้นภาครัฐจึงควรจัดการกับปัจจัยพื้นฐานของครัวเรือนเกษตรกรเพื่อลดความอ่อนไหวจากการเผชิญความเสี่ยง และพัฒนาศักยภาพในการปรับตัวของครัวเรือนเกษตรกร ในแต่ละปัจจัยตามความแตกต่างของเกษตรกรแต่ละกลุ่ม เพื่อนำไปสู่การลดความเปราะบางและผลกระทบที่จะเกิดขึ้นเมื่อเผชิญกับเหตุการณ์ที่ไม่ปกติต่อไป

This paper investigates whether and how children's educational choice is affected by parental preferences and perceived earnings. We assume that individuals choose college major to maximize their own utility which depends on several factors such as personal background, perceived earnings, and importantly parents' preferences. The study employs the "Students Survey about Services of Government in Thailand" data to study two educational choice decisions. First, whether to enroll in college. Second, conditional on college enrollment, which major to choose. Empirically, the logistic model and conditional multinomial logit model are estimated. This study compares and analyzes the strategic position of bond markets in ASEAN-5 countries using the Strategic Position and Action Evaluation matrix approach as a diagnostic tool. The results reveal that the bond markets in Malaysia, Singapore, and Thailand are in an aggressive posture, whereas the bond market in the Philippines is in the conservative position and the Indonesian bond market is the one in a defensive posture. The current strategic position of each bond market, together with scores in each dimension, helps identify key prospects and challenges that could considerably affect strategic development of bond markets in the region.
