The principle objective of this paper is to reexamine the potential for impactful, general programs in education for Small and Medium Enterprise (SME) owners by assessing the success of a program called SME PRIME; conducted by AMIDEAST, Oman for six Omani entrepreneurs over a seven-month period.
General programs for entrepreneur education are produced and implemented the world over despite consistent assertions throughout academic literature that such programs are ineffective. Domestic Political Competition And Pro-Cyclical Import Protection, James Lake, Maia K. Linask

Governments, especially in developing countries, routinely practice binding overhang (i.e. setting applied tariffs below binding WTO commitments) and frequently move applied tariffs for given products up and down over the business cycle. Moreover, applied tariffs are pro-cyclical in developing countries. We explain this phenomenon using a dynamic theory of lobbying between domestic interest groups. Applied tariffs are pro-cyclical when high-tariff interests (e.g. import-competing industries) capture the government: these groups concede lower tariffs to low-tariff interest groups (e.g. exporting firms or firms using imported intermediate inputs) during recessions because recessions lower the opportunity cost of lobbying and thereby generate a stronger …

Using the unique staggered nature of the Indian General Elections, where voting takes place in several different phases spanning several weeks, we investigate how spatial variation in electoral dynamics affects subsequent voter turnout. Exploiting quasi-random assignment of constituencies to electoral phases each election, we assess the impact of average voter turnout in a given phase, on turnout in the subsequent phase. Standard endogeneity concerns in the estimation of social interactions are dealt by employing two distinct instrumental variables: 1) constituency specific average historical turnout in elections from the pre-staggered era, 2) voter density as measured by number of voters per …

The Effect Of Recreational Gambling On Regional Health Outcomes: Evidence From Canadian Provinces, Brad R. Humphreys, John A. Nyman, Jane Ruseski

The relationship between gambling and health has important economic and public policy im- plications. We develop causal evidence on this relationship using data from the Canadian Community Health Survey and exploiting regional variation in access to legal gambling. Empirical models treat gambling as an endogenous regressor in explaining regional variation in health outcomes. Results from instrumental variable and bivariate probit models show recreational gambling has no or a negative impact on the probability of having certain chronic conditions and a positive impact on life satisfaction, differing from past studies that find a positive association between problem gambling and adverse health …

The Current Population Survey (CPS) is the most widely cited source for estimates on Medicaid enrollment. However, previous literature has shown the CPS underreports enrollment by 30-40% in comparison to state-level records. The question then is how to correct the Medicaid enrollment gap brought on by the CPS. Gross adjustments for the discrepancy may be made, but only if the true amount of enrollees is known. In years when administrative records are delayed or incomplete this is not possible. To date, the methods for correcting underreporting require access to the state-level data which is usually infeasible or unpublishable due to …

Performance Of American And Russian Joint Stock Companies On Financial Market. A Microstructure Perspective, Magdalena Osińska, Andrzej Dobrzyński, Yochanan Shachmurove

This paper compares the periods before and after the Ukrainian crisis of 2014 from the perspective of market microstructure. The hypothesis is that the crisis influenced the fragile Russian financial market equilibrium. As financial markets adapt to the new equilibrium, the paper studies the effects of the crisis and the imposition of economic sanctions on Russia in terms of volatility, duration, prices and volume for selected joint stock companies listed on the U.S. and the Russian stock markets. Results reveal that the Moscow Stock exchange lacks an appropriate transmission mechanism from informed investors to the rest of the market.

Are American Universities Mismanaged?: Tenure Vs Non-Tenure Faculty Employment Decisions, G. Thomas Sav

This paper empirically tests the extent to which public universities in the United States are potentially mismanaged. The focus rests with university managerial employment decisions regarding the continuing substitution of less costly non-tenure track teaching faculty for tenured and tenure track faculty and the extent to which those decisions affect student graduation success. Panel data covering ten academic years, 2004-05 through 2013-14 are employed using ordinary least squares and stochastic frontier analysis specifications. The latter provides tests of the inefficiency effects of managerial employment decisions and academic year estimates of technical efficiency. In both cases, the results provide statistically strong …

My dissertation consists of three essays focusing on unemployment insurance (UI) and how it affects recipients. The first essay examines how UI generosity affects the search intensity of recipients through matching American Time Use Survey respondents to all of their observations in the Current Population Survey (CPS), the population from which they are drawn. Earnings from the CPS are then run through a benefit calculator that determines eligibility and benefit amounts which are used to determine how UI generosity affects search times. The second essay uses the Survey of Income and Program Participation to examine how lesser known policies affecting …

The Old Age Pension (OAP) program for elderly South Africans puts a significant cash transfer in the hands of many poor households. This dissertation investigates its impact on labor force participation and consumption of selected household items. In the first half of the dissertation, we take advantage of a policy reform that lowered men's OAP eligibility age from 65 to 60 for men to match that of women for estimation identification. Using the General Household Survey data, we first demonstrate that both men and women respond to the eligibility age by dropping from labor force participation at the eligibility age, …

A common finding in the international trade literature is that economic integration leads to export diversification. By documenting a positive link between joining the European Economic and Monetary Union and bilateral export concentration, the leading essay shows that this is not always the case. Using a panel data approach, I find that exports between the Eurozone members are on average more concentrated than those among countries which do not share the euro. Central to this outcome is that some economic integration agreements, such as the European Economic and Monetary Union, may lead to a drop in not only trade but …

This study explores the impact of oil sector on the global competitiveness of the GCC states in a panel data framework for the period from 2006 to 2014. The focus is placed on how the non-traditional factors; oil rents, fuel exports as a percentage of merchandise exports, oil prices, and mining sector production impact on the global competitiveness of the GCC nations.

This article provides the first comprehensive analysis in the legal literature of the federal government’s new income-driven student loan repayment programs, known as Income-Based Repayment and Pay As You Earn. In a set of gradual and little-noticed statutory and regulatory moves, the federal government, through these programs, has dramatically reshaped higher education finance in ways that schools, students, and even the government itself are only beginning to understand.

We explore gender biases towards delegation in a modified (delegation) dictator game. Under compulsory delegation and no (gender) revelation no significant gender differences are observed for choices made by principals. Male agents share little with the recipients, meanwhile, female (agents) are not responsive to the incentive scheme and return less to the dictator. However, a clear dichotomy in female behavior is observed under gender revelation. As principals, females behave similar to their male counterparts and appoint as agents those who return more to them. On the other hand, as agents’ females show greater redistributive concerns relative to their male counterparts …

The U.S. is the only OECD country that does not offer any form of federal paid parental leave. Only three states—California, New Jersey and Rhode Island—have state-provided paid leave policies; implemented in 2004, 2009 and 2014, respectively. Through descriptive statistics and difference-in-difference-in-difference regression analyses of the wages of women and men of childbearing age (19-45 years) in those three states, we assess whether the paid leave programs have effected wages, and whether these effects vary depending on gender. Our results show that wages of women of childbearing age saw negligible net effects post-policy in policy states, although statistically insignificant. On …

This paper hopes to analyze the intersection between diversity and numbers of visitors and landscape preservation in the National Park Service. Current scholarship addresses either diversity in the Park System or carrying capacity and human population pressures. However, both are critical issues facing the National Park Service in the 21st century, and looking at the issues in isolation means missing a key interaction and potentially working to solve one problem that in turn amplifies another. Here, diversity of park-goers and preservation priorities will be addressed together, each as part of the other.

What Is Near And Recent In Crime For A Homeowner? The Cases Of Denver And Seattle, Adam Nowak, Juan Tomas Sayago Gomez

This paper analyzes the effects of the concentration of crime on housing prices using nonparametric methods. Specifically, we use a modified local K-function in order to measure crime concentration. This technique provides us with a crime measure that is not dependent on pre-defined boundaries. Results from this analysis suggest a decrease in housing prices of two percent to seven percent for crimes in the past six months that occur within a quarter of a mile of the house.

This thesis explores the implications of the recent restoration of diplomatic relations between the United States and Cuba. Through historical analysis and discussion of the ‘Cuban Thaw’ beginning in 2009, it proposes certain courses of immediate and long-term action for both nations, but specifically the United States, to guarantee future collaboration and mutual gain. On March 23, 2010, President Obama signed into law the Patient Protection and Affordable Care Act (ACA), with the goal of reforming the United States health care system and providing insurance for millions of uninsured citizens and residents. Using survey-based measures of future interest rate expectations from the Blue Chip Economic Indicators and the Survey of Professional Forecasters, we examine the relationship between monetary policy uncertainty, captured as the dispersion of interest rate forecasts, and fluctuations in real economic activity and core inflation. We use a flexible time-varying parameter vector autoregression (TVP-VAR) model to clearly isolate the dynamic effects of shocks to monetary policy uncertainty.
