Could Tariffs Be Pro-Cyclical?, James Lake, Maia K. Linask

Conventional wisdom says that tariffs are counter-cyclical. We analyze the relationship between business cycles and applied MFN tariffs using a disaggregated product-level panel dataset covering 72 countries between 2000 and 2011. Strikingly, and counter to conventional wisdom, we find that tariffs are pro-cyclical. Further investigation reveals that this pro-cyclicality is driven by the tariff setting behavior of developing countries; tariffs are acyclical in developed countries. We present evidence that pro-cyclical market power drives the pro-cyclicality of tariffs in developing countries, providing further evidence of the importance of terms of trade motivations in explaining trade policy.

Understanding leadership characteristics, frameworks, components, and contexts that are beneficial to the guidance of organizational policy is useful for understanding the way in which leaders should act during a crisis. Recessions are common throughout economies; yet, many see recessions as crises. Due to the chaotic nature of economic recessions, leaders must work in conditions of uncertainty, complexity, and volatility. This paper estimates the impact of the ASEAN-China Free Trade Agreement on the trade flows between China and the ASEAN countries. A gravity model with FTA specification is used to estimate the treatment effect of ACFTA. Since there are other unobserved variables that correlate with both the trade flows between China–ASEAN and the decision to form ACFTA, a cross-sectional OLS regression runs the risk of having endogeneity bias due to omitted variables. I examine companies focused on the exploration, production and exploitation of oil and gas assets to test whether there is a significant relationship between a firm’s debt burden and its production decision. This paper investigates the influence the decline in the family size on household size through a Chinese family planning policy, the One-Child Policy (OCP). I find the evidence of the negative effect at the micro level using Chinese household survey data. I also study the aggregated effect using Chinese provincial level data. There are a number of studies regarding food insecurity, but not many that investigate the simultaneous relationships between food insecurity and the measures of well-being (health, education and gender equality). This paper conducts a district-level cross-sectional analysis of the relationship between food insecurity and the measures of well-being in Nepal using an ordered probit model. Instrument variables are used in a two-stage analysis to address the problem of endogeneity. The study finds that health deprivation levels significantly affect levels of food insecurity in a district but education and gender literacy disparity are less significant. Understanding the types of people who volunteer is an important part of understanding why people volunteer and the indications of what could make others volunteer. First, understanding the types of volunteers, specifically board members, provides the needed background and overall understanding of volunteering. This information could lead to a stronger idea of how to recruit volunteers. I will also update R. B. Freeman's results which used 1989 CPS data compared to 2014 CPS data. The real estate investment trust (REIT) industry experienced a liquidity crisis resulting from reduced access to credit commitments as banks were restoring their balance sheets during the 2007–2009 financial crisis. Employing generalized autoregressive conditional heteroscedasticity (GARCH) models, we examine the impact of the liquidity crisis and investor sentiment on REIT returns and volatility over the December 2001 to February 2013 period. We find that the liquidity crisis negatively impacts REIT returns and helps explain increases in volatility; this finding is robust to multiple specifications. This paper investigates the performance of U.S. firms that partake in a foreign IPO – bypassing their domestic exchanges and raising their equity in a foreign market. The globalization of equity markets along with the increased regulations to financial markets in the U.S. has potentially led to the U.S. losing its title as the premier listing market. Using a sample of 77 U.S. based firms that totally bypassed the U.S. equity markets in their capital(equity) raising activities we are able to investigate the performance of this unique sample of firms. The 2007–2009 financial crisis that evolved from various factors including the housing boom, aggressive lending activity, financial innovation, and increased access to money and capital markets prompted unprecedented U.S. government intervention in the financial sector. We examine changes in banks’ balance sheet composition associated with U.S. government intervention during the crisis. We find that the initial round of quantitative easing positively impacts bank liquidity across all bank samples. Our results show a positive impact of repurchase agreement market rates on bank liquidity for small and medium banks. Grounded in stakeholder theory, the purpose of this phenomenological study was to explore business owners' experiences regarding balancing corporate social responsibility of hiring ex-inmates and shareholder profitability. In Part 1, I study over 10,000 OTC securities that are organized into one of three tiered marketplaces (OTCQX, OTCQB, and OTC Pink) based on the quality and quantity of information a firm makes available. My analysis adds to the literature by providing a more complete picture of trading in this market. This paper analyses the impact of public expenditures and tax revenues on non‑oil economic growth in Azerbaijan for the period of 2000Q1‑2015Q2 by employing OLS, ARDL, FMOLS, DOLS, CCR and Granger Causality techniques. Different cointegration methods result in consistent results. In this study, there is strong evidence of significant long‑run positive contributions from public expenditures to non‑oil sector output. Results also show that tax revenues significantly slow down non‑oil economic growth in the long run. Granger Causality analysis finds the existence of a bidirectional short‑run association between non‑oil GDP and public expenditures, while tax revenues Granger Cause both variables. The …

Private participation in the provision of public services is often promoted as a means to reducing production costs in the public sector. In this study, I test this result using a twelve-year panel dataset of 343 public school districts in Minnesota. The voting behavior of residents in the state’s House elections and school districts’ prior experience with contractors are used as instruments to control for the endogenous decision to outsource. Most local governments pursue some degree of economic development activity to strengthen their economy by adding jobs and generating tax revenue. Witness the growth in tax increment financing, property tax abatements, tax credits, and exemptions for economic development. These state and local incentives totaled more than $80 billion in 2012. Economic development projects can represent a significant boon for a local economy. Estimating how much money they might generate, however, is not as easy as it initially seems, and jurisdictions can receive far less net new revenue than developers predict. In this overlapping-generations model, there is unemployment in the manufacturing sector. Manufacturing firms engage in oligopolistic competition and choose technologies to maximize profits. With capital as a fixed cost of production, increasing returns in the manufacturing sector exist. In the unique steady state, first, when individuals become more patient, the savings rate increases while the level of an individual’s income decreases. Second, an increase in population or percentage of income spent on manufactured goods does not change steady-state technology while the level of an individual’s income decreases. The purpose of this inquiry is to determine the effect of income and ruralness on broadband access. This is relevant because of the economic effects of broadband access, which are not evenly distributed. The primary method of analysis employed was a multivariate regression model incorporating variables measuring broadband access, per-capita income, ruralness, race, and state-level effects. I found that income and ruralness were both significant, and that every $10,000 of per-capita income is associated with a change in broadband access rates of approximately 9%. Blending migration studies and labor economics, this thesis explores the economic implications of immigrant assimilation in Chile by using probit models to test for employment convergence and labor market convergence between immigrant groups and native Chileans. Using census data from 1992 and 2002, we find significant differences in the employment and labor force participation rates for these demographic groups, affected by the immigrants’ gender, decade of arrival, and country of origin.
