China's one-child policy is one of the most controversial population control measures implemented in modem society. While most literature focuses on the effects this policy has had on China's population size and economic growth, very little research has been dedicated to analyzing how this policy has affected wage differentials between Chinese men and women. Research suggests that the one-child policy redirected more educational resources towards Chinese daughters than in the past. Human capital theory hypothesizes that equalization in educational attainment corresponds to an equalizing in relative earnings. This study makes use of the National Longitudinal Survey of Youth (NLSY) in order to examine the relationship between experiencing poverty as a youth and income as an adult. Human capital theory, as well as previous empirical research suggests that as standard of living as a youth increases, future income as an adult should increase as well. This paper attempts to study this effect through both direct and indirect pathways. The indirect pathway that we are interested in is education. We measure this indirect pathway by multiplying the effect on income of having a certain degree by the effect of …

Human development is meant to be transformational in that it aims to improve people’s lives by enhancing their capabilities. But who does it target: people as they are or the people they will become? This paper argues that the human development approach relies on an understanding of personal identity as dynamic rather than as static collections of preferences, and that this distinguishes human development from conventional approaches to development. Nevertheless this dynamic understanding of personal identity is presently poorly conceptualized and this has implications for development practice. We identify a danger of paternalism and propose institutionalizing two procedural principles as …

A primary goal of universities is to maximize student enrollment by improving course curriculum and enhancing specific programs. This is especially a challenge for smaller universities who want to offer specialized and highly diverse electives. This study aims to increase the quality and relevance of electives offered by understanding specifically what attributes students prefer more or less when choosing among alternatives. The results are used to explore how to use limited marketing and student-outreach financial resources to target students that are most likely to enter and complete courses and programs, based in part on their socioeconomic or demographic characteristics. The Effect Of Safety-Net Programs On Food Insecurity, Lucie Schmidt, Lara Shore-Sheppard, Tara Watson

We investigate to what extent major safety-net program benefits affect food insecurity in families. We impute program eligibility and benefits in each state for 2001-2009, accounting for cross-program eligibility rules. We use simulated eligibility and benefits for a nationally representative sample as instruments for imputed eligibility and potential benefits. Among nonimmigrant, low-income, single-parent families, $1,000 in potential cash or food benefits reduces the incidence of food insecurity by 1.1 percentage points on a base of 33 percent. Cash and food both reduce food insecurity. The results highlight the importance of jointly considering a full range of safety-net programs.

The total volume of work on the economies of the Middle East and North Africa (MENA) region remains low in comparison to other “developing” regions of the world, but it has been growing since the 1990s. This growth is due in part to the opportunities for students from the region to receive doctoral degrees in the United States and other Western countries and in even greater measure to the dedication of resources by international agencies and organizations to the cultivation of MENA economists. By the lights of the international financial institutions, Tunisia and Egypt were the celebrated success stories of the Washington Consensus, or neoliberal reform, in the Arab Mediterranean and participated fully in the worldwide economic boom of the 2000-2008 period. Neoliberalism promised to shrink government and promote private enterprise as the engine of growth and new job creation. In Part 1, I study the characteristics of short orders in stock markets. Fleeting orders are quick limit orders that remain on the limit order book for only a few seconds before being canceled, and are significantly different than more patient, static, limit orders that are added to the limit order book and await execution. I investigate the impact that fleeting orders have on spread and depth measures of market quality, and how fleeting orders differ from static orders. Existing procedures for GDP in chained or in constant prices ignore relative prices – ratios of industry GDP deflators to the economy’s GDP deflator – and, consequently, yield economically misleading results by understating (overstating) level contributions of industries with above (below) average relative prices, at the same time understating (overstating) growth contributions of industries with rising (falling) relative prices. These are illustrated by US GDP in chained prices and Philippine GDP in constant prices. "After deregulation of electricity in the United States, the day-ahead and real-time markets allow load serving entities and generation companies to bid and purchase/sell energy under the supervision of the independent system operator (ISO). The electricity market prices are inherently uncertain, and can be highly volatile. Police Bias In The Enforcement Of Drug Crimes: Evidence From Low Priority Laws, Gregory Deangelo, Kai Gittings, Amanda Ross, Annie Walker

We consider the impact of adoption of a low priority initiative in some jurisdictions within Los Angeles County on police behavior. Low priority initiatives instruct police to make the enforcement of low level marijuana possession offenses their ``lowest priority.'' Using detailed data from the Los Angeles County Sheriff's Department and a difference-in differences strategy, we show that the mandate resulted in a lower arrest rate for misdemeanor marijuana possession in adopting areas. However, the lower relative arrest rate is driven by a spike in the arrest rate in areas not affected by the mandate rather than a reduction in adopting …

This study examines a legal experiment that occurred during the height of the global financial crisis. As markets from the United States to Europe to the Global South shook, one country – the United Arab Emirates – found itself on the brink of economic collapse. In particular, in 2009 the U.A.E’s Emirate of Dubai was contemplating defaulting on $60 billion of debt it had amassed. Recognizing that such a default would have cataclysmic reverberations across the globe, Dubai’s governmental leaders turned to a small group of foreign lawyers, judges, accountants, and business consultants for assistance. This paper employs data envelopment analysis to investigate the extent to which publicly owned, operated, and managed universities in the United States have undergone efficiency and productivity changes in response to the financial crisis that induced the Great Recession and how post-recessionary conditions have altered those changes. The paper revisits an earlier study of like kind that used panel data covering the 2005-2008 academic years but could not, obviously, capture the dynamic changes of the 2007-2009 recession or the lingering post-recessionary financial and enrollment effects imposed on public universities. This research studies the relationship between the activity of medical disaster-response humanitarian aid and the rate of growth in developing economies. Data of total annual GDP and Doctors without Borders (MSF) activity in 23 countries was analyzed over the years 2000-2014 with correlation and regression analysis. Under this analysis results are inconclusive, with a correlation of zero between MSF activity’s within a country and change in that country’s rate of GDP growth. A conclusive response was found on the comparison between GDP growth in countries MSF was active in compared to countries with no MSF activity, showing that countries in …

The United States-Mexico remittance corridor finds itself at a crossroads, exacerbated by an amalgam of factors including tapering migration levels, a more mature Mexican economy and higher levels of technological permeation. I identify the individual, governments and service providers as the three main actors in the United States - Mexico Remittance Corridor. This study examines potential determinants of attendance at the University of Texas at El Paso (UTEP) Miners football games. Time series methodology is utilized to analyze UTEP attendance from 1967 to 2014. 22 explanatory variables are included in the final specification; 16 of which are statistically significant at the 10-percent level. Estimation results indicate that over 70 percent of the variation in UTEP football attendance is explained within the model. Elasticities of demand are estimated and indicate that demand for UTEP football games is inelastic with respect to all of the continuous regressors. Dynamic ex ante forecasts are generated for …
