Efficiency Estimates And Rankings Employing Data Envelopment And Stochastic Frontier Analyses: Evaluating The Management Of U.S. Public Colleges, G. Thomas Sav

This paper estimates and compares operating efficiencies of publicly owned associate degree granting colleges in the United States using data envelopment analysis (DEA) and stochastic frontier analysis (SFA). Comparisons are based on panel data for 698 colleges over four academic years, 2005-09. Included are both constant and variable returns to scale DEA estimates along with half and truncated normal inefficiency SFA estimates. The values 0.56 vs. 0.45 represent the largest mean DEA-SFA efficiency differential. DEA results indicate that 13% of colleges are fully (100%) efficient while SFA puts that percentage at only 1.7%. This thesis considers the relationship between participation in Early Head Start programs and school readiness for children from low-income families. The work uses longitudinal data from the Early Childhood Research and Evaluation (EHSRE) project that followed 3001 families in 17 Early Head Start Centers from 1996-2010. In the project, data was collected about children's school readiness in three phases: 0-3 years, Pre-K and fifth grade.
In the sample data set, families were randomly assigned to either a treatment group of Early Head Start participants or a control group. Empirical analysis was conducted that compares the test scores of the treatment …

America's agricultural producers continue to age. According to the U.S. Census of Agriculture, the average age of farm operators increased from 55.3 in 2002 to 57.1 in 2007. During the same period, the Census shows a thirty percent decrease in the number of farmers under age 25. Young and beginning producers (YBPs) entering agriculture face high startup costs and a shortage of land to own or rent.

Understanding Medicaid pharmaceutical utilization in Kentucky is important: over $6.6 billion was expended in the state from 2000 to 2010 on outpatient medication; it has the potential to fundamentally transform the health and well‐being individuals, and by extension wider communities; and there is a continuing trend in the nonmedical use (and abuse) of prescription drugs, exacting a heavy toll on individuals, their families, and the wider community. A large literature uses matching models to analyze markets with two-sided heterogeneity, studying problems such as the matching of students to schools, residents to hospitals, husbands to wives, and workers to firms. The analysis typically assumes that the agents have complete information, and examines core outcomes. We formulate a notion of stable outcomes in matching problems with one-sided asymmetric information. The key conceptual problem is to formulate a notion of a blocking pair that takes account of the inferences that the uninformed agent might make from the hypothesis that the current allocation is stable. The basic two-noncooperative-equilibrium-point model of Diamond and Dybvig is considered along with the work of Morris and Shin utilizing the possibility of outside noise to select a unique equilibrium point. Both of these approaches are essentially nondynamic. We add an explicit replicator dynamic from evolutionary game theory to provide for a sensitivity analysis that encompasses both models and contains the results of both depending on parameter settings.

Fiscal Decentralization And Its Effect On Poverty Evidence From Panel Data On The Lower 48 American States, Nicholas Valaris

This study examines the effect of local and state fiscal autonomy on the poverty rate in the U.S. from 1980-2000. The findings are that the gap between own revenues and own expenditures, known as Vertical Imbalances, has an optimal level at which the negative influence on poverty is at its maximum. Shifts along the Vertical Imbalances curve towards the optimal value cause reductions in the poverty rate by hundredths of a percent. Convergence towards the optimal Vertical Imbalances value is still recommended as a reduction in poverty could be achieved by incurring little to no economic cost.

Governments are increasingly reliant on the reacquisition of water rights as a mechanism for recovering overexploited basins. Yet, serious concerns have recently been raised about the efficacy and operational dimensions of existing programs. Water buyback is typically implemented as the purchase of a fixed quantity of water rights from the agricultural sector at the price set by the Water Authority. This paper seeks to analyze whether the use of water buyback in its current form represents a sensible means of recovering overexploited basins. Minsky's Financial Instability Hypothesis has not come without its fair share of criticism. Much ado about Minsky's endogenous business cycle theory stems from a model where boom-time profit opportunities indelibly encourage firms to finance investment by leveraging their fixed capital assets against their internal liquidity. Opposition to Minsky often points to two distinct circumstances that might discourage the external finance of investment: a rise in effective demand and increasing risk. This study examines the key drivers of sovereign default risk in five euro area periphery countries and three euro-candidates that are currently pursuing independent monetary policies. We argue that the recent proliferation of sovereign risk premiums stems from both domestic and international sources. We focus on contagion effects of external financial crisis on sovereign risk premiums in these countries, arguing that the countries with weak fundamentals and fragile financial institutions are particularly vulnerable to such effects. The robustness of the LM tests for spatial error dependence of Burridge (1980) and Born and Breitung (2011) for the linear regression model, and Anselin (1988) and Debarsy and Ertur (2010) for the panel regression model with random or fixed effects are examined. While all tests are asymptotically robust against distributional misspecification, their finite sample behavior may be sensitive to the spatial layout. To overcome this shortcoming, standardized LM tests are suggested. Monte Carlo results show that the new tests possess good finite sample properties. This paper considers a Hausman and Taylor (1981) panel data model that exhibits a Cliff and Ord (1973) spatial error structure. We analyze the small sample properties of a generalized moments estimation approach for that model. This spatial Hausman-Taylor estimator allows for endogeneity of the time-varying and time-invariant variables with the individual effects. For this model, the spatial effects estimator is known to be consistent, but its disadvantage is that it wipes out the effects of time-invariant variables, which are important for most empirical studies. Monte Carlo results show that the spatial Hausman-Taylor estimator performs well in small samples.

This thesis examines the effects of foreign direct investment on Kazakhstan's political growth. Kazakhstan's transition to a market economy was plagued by corruption, and heavy investment in the oil industry generated resource dependency concerns. The regime later began to exert control over the oil industry through renegotiated contracts and legislative changes. This enriched and empowered the regime. As a result, Kazakhstani presidentm Nursultan Nazarbayev, was able to consolidate control over the state by employing "soft authoritarian" tactics and by rewarding political supporters. Through various waves of reform, the European Union's Common Agricultural Policy remains inefficient without meeting all of its stated goals. The MacSherry reforms of 1992 resulted in the opposite of what leaders intended: higher spending and a growing bureaucracy. Later in the 1990s, Agenda 2000 slashed its originally planned cutbacks after farmers protested. Though support exists for reducing spending on agriculture, market intervention remains.

This thesis demonstrates a surveying method to collect data to obtain tax levels for plastic grocery bag usage. This data was collected through asking respondents about a hypothetical situation in which they were required to pay a tax for using plastic bags or whether they would instead switch to using reusable bags that could be purchased at the grocery store. The respondents were also asked if they already were using reusable bags, how much would the store have to pay them for them to use reusable bags for all grocery shopping trips. All but seven states have legalized lotteries since New Hampshire ushered in the modern lottery era in 1964. Although casino gaming has been permitted since 1931, Nevada has rejected multiple legislative proposals amend the State Constitution and create a state-run lottery. This paper theorizes the lottery’s absence in Nevada, focusing in particular on the role of the state. Lotteries are distinct from other forms of gaming because states act simultaneously as the operation’s regulator and proprietor. This paper suggests a robust Hausman and Taylor (1981) estimator, here-after HT that deals with the possible presence of outliers. This entails two modifications of the classical HT estimator. The first modification uses the Bramati and Croux (2007) robust Within MS estimator instead of the Within estimator in the first stage of the HT estimator. The second modification uses the robust Wagenvoort and Waldmann (2002) two stage generalized MS estimator instead of the 2SLS estimator in the second step of the HT estimator.
