Double Jeopardy: Low-Wage And Low-Income Workers In Massachusetts, 1980–2009, Randy Albelda, Michael Carr

Economics Faculty Publication Series

Data reveal a growing number of Massachusetts workers who both earn low wages and live in low-income families. They face “double jeopardy”: As low-wage earners, they are least likely to receive employer-sponsored benefits, yet they are often ineligible for means-tested government anti-poverty programs.

This brief examines a range of factors that Egyptian youth perceive to be barriers to starting their own business, including high risk, limited access to finance, complexity of micro-credit schemes, lack of business and marketing training, and the need for connections in order to succeed. According to results from the Survey of Young People in Egypt, these factors combine to create the view among many youth that entrepreneurship is not a viable means of labor-market entry. Rather, youth see entrepreneurship as either a supplemental income-generating activity while also having a “regular” job, or as a later-life employment option once they …

This working paper investigates the dynamics and determinants of having access to social insurance coverage on the Egyptian labor market among wage and non-wage workers. The results show that men, older, married, better educated, and white collar highly skilled workers are more likely to have social insurance coverage. Access to social insurance is more likely to exist in the public sector and in large private enterprises. Furthermore, acquiring social insurance coverage in the private wage work sector does not often come at first entry; but it takes some time to gain such access. The compensation of chief executive officers has long been an alluring and controversial topic, especially in light of the rapid rise in CEO earnings over the past several decades, which has provoked discussion on the manner in which CEOs are monetarily rewarded. Recently, university presidents have joined company CEOs in the public spotlight, as increasing levels of compensation for college presidents have also sparked scrutiny and debate. This paper examines the determinants behind CEO compensation and investigates the extent to which insights on these factors compare to the compensation determinants of chief executives at universities. Informal Child Support Contributions In Black Female-Headed Families, Terry Ann L. Craigie

Key reforms to child support enforcement have aimed at increasing formal child support awards, levels and receipts. However, the role of child support contributions outside the formal child support system has been largely ignored. This study draws critical attention to these informal child support contributions, with chief focus on informal child support receipts of Black mothers. The study finds that Black mothers are significantly more likely to receive informal cash and in-kind child support contributions relative to other mothers, especially when non-resident fathers are also Black.

Over the last several decades, both delay of childbearing and fertility problems have become increasingly common among women in developed countries. At the same time, technological changes have made many more options available to individuals experiencing fertility problems. However, these technologies are expensive, and only 25% of health insurance plans in the United States cover infertility treatment. As a result of these high costs, legislation has been passed in 15 states that mandates insurance coverage of infertility treatment in private insurance plans. In this article, we examine whether mandated insurance coverage for infertility treatment affects utilization. We allow utilization effects …

The SYPE results underscore the need for: the assessment of state and civil society initiatives to transmit RH information; a national, comprehensive, age-appropriate reproductive health module to be integrated into the educational program; a national campaign on HIV/AIDS and other sexually transmitted infections that targets young people of reproductive age; the integration of female circumcision into a broader approach to youth reproductive health and bodily rights; specialized reproductive health services for married adolescent girls; and further research on sexuality and reproductive …

This working paper investigates the evolution of the Egyptian labor market during the world financial crisis period. There has been a mild decline in unemployment, combined with a slight increase in both labor force participation and employment to population ratio. Some subgroups of workers have been more vulnerable than others during the crisis period. The results of this paper concur with the historical experience, which suggests that young, old, unskilled and female workers are more likely to bear the brunt of an economic downturn.

This dissertation consists of three essays on quote stuffing, dealer provided liquidity, and stub quoting. The first essay examines the impact that intense episodic spikes in quoting activity (frequently referred to as "quote stuffing") has on market conditions. We find that quote stuffing is pervasive with several hundred events occurring each trading day and that over 74% of US exchange traded securities experience at least one episode during 2010. We find that during periods of intense quoting activity stocks experience decreased liquidity, higher trading cost, and increased short term volatility. This dissertation is comprised of three essays that focus on the interaction between exchange-mandated trading halts and short selling activity in the financial markets. In the first essay, the behavior of short sellers is examined surrounding interruptions in trading to determine if informed short sellers alter their trading patterns prior to and/or following a trading halt. This dissertation seeks to evaluate whether Medicare Part D has reduced racial/ethnic disparities in prescription drug utilization and spending among Medicare seniors. Using nationally representative data on White, African-American, and Hispanic Medicare seniors from the 2002-2009 Medical Expenditure Panel Survey, this dissertation analyzes eight measures of access and utilization related to prescription medications. This dissertation applies the Institute of Medicine's definition of a racial/ethnic disparity, and adopts a difference-in-differences quasi-experimental design, using a multivariate regression framework. It finds strong evidence that Medicare Part D reduced ethnic disparities in prescription drug use, total prescription drug cost, out-of-pocket prescription drug cost, and …

This study of the Great Recession of 2007-2009 and the credit crunch phenomenon suggests that there is an ongoing rationing effect on bank loans following the financial crisis of 2008. The rationing effect may lead to lower interest rates as banks switch to safer lending in order to hedge risk. However, the credit crunch may be inequitable as it primarily affects bank dependent borrowers, as well as restricting lending to new customers. An in-depth review of the current literature, empirical studies, leading economic indicators, and bank surveys are examined to reach this conclusion. We find that there are real economic …

Selective Asymmetric Capital Financing Behavior: Preference Towards Equity Financing, Donald Lien, Melody Lo, Jinlan Ni

Using data from 1,217 publicly traded Chinese companies from 1994–2006, we show that the capital financing behavior of Chinese firms deviates substantially from the pecking order theory in that equity issues are always the preferred financing source for funding requirements. We further document the existence of a stylized asymmetric financing pattern — equity issues are used much more heavily over debt issues under the condition of a fund flow surplus versus a fund flow deficit, which is the result of Chinese firms selecting the degree of inherent equity-issue preference feasible to pursue given their fund flow condition.

In 2012, Kettering Health Network (KHN) contracted with the Center for Urban & Public Affairs (CUPA) to conduct the economic impact analysis of the construction of a new Proton therapy facility, the new employment at this facility, and patient hospitality (hotel and restaurant) impacts resulting from the six-week Proton therapy treatment. For this study, CUPA used IMPLAN, a tool for economic impact assessment to estimate the direct, indirect, and induced impacts of the $84 million1 Proton facility construction project and operations on the regional economy (Montgomery, Greene, Preble and Miami counties).

Substantial empirical evidence indicates properties across the United States that are located within a Special Flood Hazard Area (SFHA) sell at a discount compared to similar properties otherwise located. This result is also true in our sample. Researchers have suggested the price discount equals a combination of the present value of the required flood insurance premiums and the value of uninsurable costs. To identify the portion of the discount applicable to each component, analysts have been required to estimate applicable insurance premiums and to assume a discount rate. John Stuart Mill is an extremely interesting figure in the history of economics. He was known for his eclecticism and his views on economic theory can best be described as self-contradictory. In this vein was his attempt to formulate a theory of value. Claiming to be a disciple of both Bentham (utility theory of value) and Ricardo (labor theory of value), he sought to combine two rivalry theories of value.
