Problem Statement:

Each state in the U.S. touts a premier university as the flagship of its publicly funded higher education system. With decreased government budgets and increased interest in public management reforms, these institutions are being pressured to provide evidence of and set examples for ever greater improvements in operating cost efficiencies. The problem, however, is that empirical measures of their efficiencies or inefficiencies can be sensitive and, therefore, vary widely depending upon the underlying model specification.

Approach:

The study used stochastic frontier analysis to estimate university cost inefficiencies over the 2005-09 academic years. Transom and Cobb-Douglas specifications were combined …

Members of a discipline share common research questions, values they use to address normative issues, and a set of research methods. Collectively, the features of a discipline that are common to all of its members constitute its core. Disciplines – and their specializations – can also be defined by their boundaries. However, in the case of regional science, the boundaries are fuzzy. The authors employ spatial econometric techniques and Annual Averages data from the U.S. Bureau of Labor Statistics for 1990-2004 to examine how changes in the minimum wage affect teen employment. Spatial econometric techniques account for the fact that employment is correlated across states. Such correlation may exist if a change in the minimum wage in a state affects employment not only in its own state but also in other, neighboring states. The authors show that state minimum wages negatively affect teen employment to a larger degree than is found in studies that do not account for this correlation. Their results …

During the period 2000 to 2008, Africa’s collective GDP grew at an annual rate of 4.9 percent. Even though previous studies argue that strengthened and improved institutional quality is key determinant for attracting foreign direct investment to Africa, we find no evidence to that effect. Using a panel data for 45 Sub-Saharan African countries (SSH), we estimate the role of institutional quality (governance) in attracting FDI inflow during the 1996-2007 period. After controlling for country and time specific effects and the economic environment of the host country, we find no significant evidence of the impact of institutional quality on FDI …

The overall objective of this study is to provide policy makers with information on the role of new firm formation in the economic development in the Northeast region of the United States. This study identifies and estimates the impacts of new firm formation in the economic development of the Northeast region. The empirical model of this study is derived from the three-equation simultaneous model of Deller et al. (2001). It looks at results from a Uganda Pilot Program to provide financial education among girls and increase asset building in the form of Girls Savings Programs. Results from this study saw that savings programs build social, health, and economic assets for girls.

Despite a remarkable decline in the agricultural labor force in general, the number of women employed in the agricultural sector is growing substantially, particularly as a result of the intensification of agricultural activity. This Population Council working paper focuses on the working conditions of women in the agricultural sector based on the analysis of three case studies in three countries: the West of Delta in Egypt, the coastal zone of Gharb in Morocco, and the Nadhour region in Tunisia. This research highlights and identifies the factors affecting the low potential of female graduates entering the labor market in the Palestinian Territories, despite their achievements in education. The results show that employers’ attitudes limit the occupations and activities that women can engage in, and delays in obtaining work often lead women out of the labor market. However, the report also shows that the problem of unemployment among graduates is worse in specific areas and disciplines where education and training do not match the requirements of the labor market. This Population Council working paper describes the opportunity cost of women’s participation in the labor market in Egypt, a critical determinant of not only participating in the labor market, but also of continuing in it. The paper observes career mobility and job-to-job turnover by gender; it also looks at career development over a period of time and analyzes the impact of different factors on career development. The importance of the results increases with the privatization trend in the Egyptian economy. This study evaluates the difference between male and female job search behavior in the Egyptian labor market and the changes in this behavior between 1998 and 2006, in order to examine the effect of transition toward a market-oriented economy on job search activity. The paper also investigates the determinants of women’s job search behavior. The results reveal three alarming facts that raise worries about women’s labor force participation and their future labor market outcomes: women were less active job searchers than men, the gender gap in job search has widened, and this gap is even wider when excluding registration in …

Firm Bidding Behavior In Highway Procurement Auctions: An Analysis Of Single-Bid Contracts, Tacit Collusion, And The Financial Impact On Kentucky, David R. Barrus

Recently, the American Association of State Highway and Transportation Officials (AASHTO) indicated lack of competition and single-bid contracts in asphalt paving as a major issue facing state transportation departments. Single-bid contracts indicate a lack of competition which increases costs to state and local governments. During the period from 2005-2007 in Kentucky, 42 percent of all bids were awarded with only one firm bidding on the project. Of the asphalt paving jobs, 63 percent of those jobs were awarded to a single bidder.

Although public schools are not generally subject to direct competition for students, it is commonly thought that they nonetheless face competition through parents' residential choice. Such competitive effects are likely to depend on the relative proximity of school districts if it is less costly to move short distances than long, or if parents are able to more easily send their children to nearby districts through open enrollment policies. Using panel data for 607 Ohio school districts from 1998 to 2007, I test for strategic interaction over teacher salaries and standardized test scores. Heterogeneous Gain Forecasting Using Historic Asset Information, Nicolas Sippl-Swezey

Using historic return inputs in a stylized computational financial market, this paper explores how participant outcomes are affected by the degree to which their asset allocation behavior responds to new market information. Findings support the efficient market hypothesis in that no alternate trading rule shows consistent improved outcomes relative to a full market exposure buy-and-hold strategy over the given time period. The only exception occurs briefly at the bottom of the 2008 financial crisis. Market participants that drastically alter market exposure in response to volatile returns, however, do outperform those who alter their exposure less drastically. Furthermore, the trading rules …

This study investigates the effect of cell phones on economic development and growth by performing an econometric analysis using data from the International Telecommunications Union and the Penn World Table. It discusses the various ways cell phones can make markets more efficient and how the diffusion of information andknowledge plays into development. Several approaches (OLS, Fixed Effects, 2SLS) were used to test over 20 econometric models. Overall, the mobile cellular subscriptions rate was found to have a positive and significant impact on countries’ level of real per capitaGDP and GDP growth rate.
