This report establishes that performance monitoring data may be used for program evaluation purposes, such as with process and net impact evaluation. Evidence supporting this assertion is gathered from the administrative data of the State of Washington that examines services provided to adults under the Workforce Investment Act (WIA). The report describes various empirical estimation techniques and summarizes the net impact estimators generated." The report offers guidance to policymakers and program administrators, who may be unfamiliar with the technical details of various analytical approaches, that although empirical results may appear complex or unstable, they can be used for program improvement. …

This brief is the first release of a quarterly publication that will provide a broad overview of employment and wage trends for Northeast Ohio (NEO). Its objective is to provide a quick, current, and informative report of the region’s jobs. NEO is defined as a 14-county area, which is composed of four metro areas – Cleveland, Akron, Canton, and Youngstown – and three additional adjacent counties (Ashtabula, Columbiana, and Wayne). This brief begins with longer-term analysis followed by short-term trends from the year 2000 using the 20 two-digit industrial sectors of the North American Industrial Classification System (NAICS).

Determinants Of Poverty In Kenya: A Household Level Analysis, Alemayehu Geda, Niek De Jong, Mwangi S. Kimenyi, Germano Mwabu

Economics Working Papers

Strategies aimed at poverty reduction need to identify factors that are strongly associated with poverty and that are amenable to modification by policy. This article uses household level data collected in 1994 to examine probable determinants of poverty status, employing both binomial and polychotomous logit models. The study shows that poverty status is strongly associated with the level of education, household size and engagement in agricultural activity, both in rural and urban areas. In general, those factors that are closely associated with overall poverty according to the binomial model are also important in the ordered-logit model, but they appear to …

The International Year of Microcredit in 2005 facilitates public awareness campaigns of microfinance initiatives. Village banking allows microfinance services to reach a wider geographic region, with particular emphasis on rural regions and the poorest sector of society. It attends to those marginalized by a history of repression and conflict. In Guatemala, ethnic diversity and its accompanying social divisions have deep roots. Guatemala is an important case for village banking because of its economic reliance on village banking, the size of the country, and the large number (9) of VBIs in the country. Behavioral economics has played a fundamental role historically in innovation in economic institutions, even long before behavioral economics was recognized as a discipline. Examples from history, notably that of the invention of workers’ compensation, illustrate this point. Though scholarly discussion develops over decades, actual innovation tends to occur episodically, particularly at times of economic crisis. Gary Becker's seminal paper laid the foundation for the economic analysis of crime. Using this framework, the government has attempted to increase the costs of crime to a level that effectively deters individuals from criminal activity. Despite the relative lack of discussion in economics, Becker's model suggests alternatives to deterrence. Instead of focusing exclusively on increasing the costs of crime, society can increase the benefits of lawful behavior. Rather than punish the crook, reward the citizen. For the transition economies of Eastern and Central Europe and Central Asia, this study reveals that poverty and income distribution move in the same direction. Following a low income inequality and a target of zero poverty before 1989, the transition caused a worsening of distribution of income and wealth, and an increase in absolute poverty.

Using simple trend analysis, some factors that have a positive influence on poverty in these transition economies are the external debt ratio and the population growth rate, and some factors that have a negative influence on poverty are foreign aid, external debt, foreign direct investment, …

After a decade of erosion of employment-based health insurance coverage in the American population, the overall employment-based health insurance coverage increased beginning in the mid-1990s when the strong economy occurred. According to the previous studies, the labor market and health insurance premium are primary determinants of the coverage rate. However, in spite of the tight labor market and non-existent health care cost inflation (the growth of health insurance premiums is close to the growth of wages), the health insurance coverage of private-sector workers continued to decline. A concern of economists and policy makers is: 1) whether the employment opportunities to youth are discouraged by the minimum wage and 2) how the minimum wage influences their choice over work or study. The paper analyzes the question why the U.S. economy in the 2000:4-2004:3 period was sluggish in light of the large expansionary fiscal and monetary policies that took place. The answer does not appear to be that there were large structural changes in the economy or systematic bad shocks. This paper tests for such changes and shocks, and the results are generally negative. Instead, the main culprits seem to be large negative effects from declines in the stock market and exports. Although not tested in this paper, some of the decline in exports may be the result of the stock market …

This paper produces a comprehensive theory of the value of Bayesian information and its static demand. Our key insight is to assume ‘natural units’ corresponding to the sample size of conditionally i.i.d. signals – focusing on the smooth nearby model of the precision of an observation of a Brownian motion with uncertain drift. In a two state world, this produces the heat equation from physics, and leads to a tractable theory. This project suggests that SUV buyers have significantly different characteristics than other automobile buyers. This study measures the economic impact of the Greater Dayton Area Hospital Association (GDAHA) hospitals. Measurement of the economic impact employs total expenditures, full-time equivalent employment and the total payroll generated by the GDAHA hospitals in the healthcare industry and ripple effect in the supporting and related industries in the Greater Dayton Area. This study uses input-output analysis with IMPLAN multipliers as a methodology to measure the economic impact of the GDAHA hospitals in Dayton, Ohio. This paper examines the factors that explain differences in earnings among RN’s. In addition, it also looks at the factors that determine the level of job satisfaction among RN’s and examines the factors that determine the probability of leaving the nursing profession. The analysis of RN wage rates shows that nurses who have a 4-year college degree receive a wage premium. However, the results also show that the premium is reduced for nurses who are employed in hospitals. This finding is consistent with the hypothesis that nursing wages are subject to monoposony power in a hospital setting. In fact, the …

n the United States, two-thirds of the non-elderly population is covered by employer- provided health insurance (EHI). According to a Kaiser Family Foundation national survey (2003), the cost of EHI has increased by over 59 percent since 2000 with no accompanying in- crease in the scale or scope of benefits. These increases in health insurance premiums may have significant effects on labor markets, including changes in the number of jobs, hours worked per employee, wages, and compensation packages.
