Comparative Analysis Of Litigation Systems: An Auction‐Theoretic Approach, Michael R. Baye, Dan Kovenock, Casper G. De Vries

A simple auction-theoretic framework is used to examine symmetric litigation environments where the legal ownership of a disputed asset is unknown to the court. The court observes only the quality of the case presented by each party, and awards the asset to the party presenting the best case. Rational litigants influence the quality of their cases by hiring skilful attorneys. This framework permits us to compare the equilibrium legal expenditures that arise under a continuum of legal systems. The British rule, Continental rule, American rule, and some recently proposed legal reforms are special cases of our model.

Auction Markets For Evaluations, Cary Deck, Bart J. Wilson

When the value of a product or service is uncertain, outcomes can be inefficient. A market for evaluations can theoretically increase efficiency by voluntarily eliciting an evaluation that would otherwise not be provided. This paper uses a controlled laboratory experiment to test the performance of four market mechanisms to provide product evaluations. The mechanisms considered are derived from the oft studied uniform price sealed bid, discriminatory price sealed bid, English clock auction, and Dutch clock auction. Our results indicate for this nonrivalrous product that (i) each of these institutions improves social welfare and (ii) the performances of the four mechanisms …

Crises present both opportunities and dangers. When facing turmoil in the 1980s, South Africa embraced an aggressive agenda of social, economic, and political transformation. The results are imperfect, but few question the underlying wisdom of this approach. Many of the country’s local and provincial governments now feel they are facing new crises. On one hand, they are empowered to create inclusive, secure, and prosperous cities. South Africa is in the middle of a well-documented HIV/AIDS epidemic. Infection rates were calculated to be 22% of the adult population in 2003. A number of different reasons have been advanced to explain the HIV/AIDS epidemic in South Africa. They include poverty and economic marginalization; differing strains of HIV; and high rates of sexually transmitted diseases. However, migration patterns in Southern Africa have also been identified as one of the keys to understanding the high rates of infection in the region. Specification Of Functional Form In Models Of Population Migration, Brian Cushing

A characteristic of the empirical literature on internal population migration is widely varying results and often conflicting conclusions regarding relative importance of explanatory factors. There are a number of possible explanations for these conflicting findings, some of which have received little attention in the literature. This paper focuses on one major specification issue in the context of an aggregate migration model: choice of functional form. The discussion lays out a theoretical basis for choosing functional form. It follows this with a comparison of empirical results for several functional forms. Statistical tests are used to choose the most appropriate functional form.

While housing prices increased 40 percent in Hampton Roads (after inflation) during the past decade, most of this increase can be attributed to improved eco-nomic fundamentals such as lower interest rates, increased incomes, Department of Defense housing incentives and more cautious building policies by area developers. Hence, we do not have the kind of housing price bubble that currently exists in cities such as San Diego, San Francisco and Boston, and the state of Florida. We may face some future price adjustments, but they are not likely to be wrenching.

Our regional economy continues to perform better than the Commonwealth of Virginia and the nation. The 2000-2004 time period is the best five year time period our region has experienced since 1969. Employment increased four times as rapidly as national employ-ment and we experienced significant job growth in scientific, technical and information technology occupations—-something that has largely eluded us in the past. Professor Florida argues that highly mobile, creative individuals are the kingpins of modern economic growth. They are especially attracted to regions that offer diverse demographics, cultural opportunities, living styles and residential areas, as well as a tolerance of the uncommon. Hampton Roads does not fare well when measured against several of Florida’s variables. However, we test his hypotheses empirically and find they have only limited validity.

We trace what happens to parties that enter our Circuit Court system as a plaintiff or defendant. In 2003, the nine Circuits that are wholly or partially located within Hampton Roads dealt with 81,008 cases (35 percent civil and 65 percent criminal). Large proportions of these cases are dismissed or settled before they come to trial and very few cases are heard by a jury. We examine a variety of efficiency measures relating to the region’s Circuit Courts and conclude they are operating rather well.

Over the past decade, the region’s cities and counties have diminished the taxes they assess on boats so much that in several cities (for example, Virginia Beach), boat taxes in essence no longer exist. We show that all jurisdictions in Hampton Roads have suffered due to the reduced tax revenue and that the low-tax strategy has not attracted more boats from other regions, as intended. While boat taxes are unpopular and difficult to collect, Hampton Roads appears to have shot itself in the foot.

This article describes active research in commercial maritime port's recovery from security disruptions which explores the synergy of economic and simulation models in investigating the recoverability of ports after security incidents. Previous study has identified decision variables and throughput simulation models of port operation. However, none of these models have been utilized to investigate port's recovery from a security disruption and in evaluating recoverability investments. Immigration, Exclusion And Taxation: Anti-Chinese Legislation In Gold Rush California, Mark Kanazawa

Historical scholarship on the politics of nineteenth-century Chinese immigration emphasizes the interests of labor and management in the genesis of congressional legislation in 1882 that limited Chinese immigration into the United States. This article examines early state attempts at the exclusion of Chinese workers after the first major wave of Chinese immigration during the California Gold Rush. Opposition to exclusion occurred in California in the early 1850s because Chinese immigrants were important taxpayers when both the state and localities were experiencing major fiscal difficulties. State attempts to legislate exclusion were successful only after financial conditions improved in the late 1850s.

The primary aim of this paper is to explore medium-term determinants of the current account across a large sample of countries and compare the results with theoretical predictions of the intertemporal model (ICA). In addition, the purpose is to test hypotheses about the stability of the current account equations across different groups of countries, test the twin deficit hypothesis, the Ricardian equivalence hypothesis, and examine the importance of other theoretically relevant factors for current account determination.
