Persky, Felsenstein, and Carlson explore a new framework for evaluating state and local economic development efforts. They propose a method, referred to as the “job-chains approach,” that they say clarifies the potential justifications for economic development subsidies as well as the limitations surrounding these efforts. This innovative approach addresses not only the number of job vacancies created as a result of a subsidized business investment or expansion, but also the extent to which gains are achieved by the unemployed and the underemployed, whether skilled or unskilled.

The Philadelphia Stock Exchange: Adapting To Survive In Changing Markets, John P. Caskey

This article analyzes the evolution of the Philadelphia Stock Exchange (PHLX), America's oldest stock exchange, from 1950 through 2000. PHLX was able to compete against the much larger New York Stock Exchange (NYSE) because it exploited loopholes created by fixed minimum trading commissions prior to 1975. After the liberalization of commissions, the PHLX competed against the NYSE by offering automated executions that met the needs of discount brokers. It also moved early to trade equity options and developed the first exchange-based market for foreign currency options.

The National Longitudinal Survey of Youth data base is used to explore the effects of changes in marital status on the standard of living of a sample of young adults. OLS regression analysis indicates that changes in marital status have very different effects on young women and young men. Women receive large increases in their income-to-needs ratios when they marry, and they incur large declines in their income-to-needs ratios after experiencing a divorce or separation. Men, on the other hand, do not experience significant changes in their income-to-needs ratios when their marital status changes.

The United States is one of only a handful of nations in which immigrant women outnumber immigrant men. These women come from increasingly diverse regions, thereby bringing considerably different skills to the U.S. workforce. However, the question of how gender and ethnicity interact with each other to affect the economic performance of female immigrants remains especially understudied. Thus, this paper aims at providing some insight into this formerly neglected dimension of female immigrant performance. Afdc, Ssi, And Welfare Reform Aggressiveness: Caseload Reductions Versus Caseload Shifting, Lucie Schmidt, Purvi Sevak

Welfare reform has made receipt of cash benefits more difficult and less attractive for single mothers. We examine whether reforms of AFDC affected caseloads of another program-Supplemental Security Income (SSI). We exploit state variation in welfare reform over time, and find that female-headed households in states aggressively pursuing welfare reform were 21.6 percent more likely to receive SSI. This implies that a decrease in caseloads in one program cannot be interpreted as an equal-sized decrease in the number of families receiving public assistance. Business is looking up in Massachusetts: Buoyed by the state’s high-technology industry, sales, profits, and exports are all showing growth. Housing starts and consumer spending also grew strongly in the second quarter. Employment rates and the jobs market are another story: Growth of employment in Massachusetts has lagged that of the nation, and only began to pick up early in 2004, whereas the nation’s job turnaround began last summer. While the Federal Reserve Board can be “patient” in raising interest rates—“patient” is their descriptive term for their outlook on interest-rate policy—workers have had to be patient in waiting for jobs to return. The past year has exhibited a dichotomy between the product and the labor markets. While GDP, manufacturing output, corporate profits, and stock prices have soared, labor markets have languished. By some measures, this dichotomy has been even more pronounced in Massachusetts. The Bloomberg stock index for Massachusetts, for example, outperformed the national NASDAQ, Dow Jones, and S&P 500 indexes, even while employment continued to decline. The relative …

The “polluter pays” principle in environmental law assumes that the actor would reduce or avoid adverse effects of his actions if he had to bear the consequences of those actions (internalization of effects). Such internalization can generally be done in two ways: either by avoiding or eliminating the harmful effects or by wearing the financial consequences of the injury. It is therefore on the one hand to have an incentive effect, on the other to a compensatory effect.

The Timing, Intensity, And Composition Of Interest Group Lobbying: An Analysis Of Structural Policy Windows In The States, John M. De Figueiredo

This is the first paper to statistically examine the timing of interest group lobbying. It introduces a theoretical framework based on recurring “structural policy windows” and argues that these types of windows should have a large effect on the intensity and timing of interest group activity. Using a new database of all lobbying expenditures in the U.S. states ranging up to 25 years, the paper shows interest group lobbying increases substantially during one of these structural windows in particular--the budgeting process. Spikes in lobbying during budgeting are driven primarily by business groups. Moreover, even groups relatively unaffected by budgets lobby …

The Chinese telecommunications manufacturing industry is one of the fastest growing industries in China. This paper addresses the question of how China can develop this industry and penetrate the U.S. market. To this end, I study the U.S. telecommunications manufacturing market to find market opportunities. Subsequently, I examine the Chinese telecommunications manufacturing industry, mainly focusing on the industry’s structures, and the vendors’ conduct and performance. Several government policies are discussed which will foster the development of this Chinese industry in the U.S. market. Moreover, I assess several strategies for overseas expansion by the Chinese telecommunications equipment vendors.

This project was conducted in order to analyze the causes of domestic trouble tickets (DTRs) at Green Tokai Co., Ltd., as well as provide recommendations on how to reduce them. DTRs cost Green Tokai $518,000 annually.

At the onset of this project it became clear that one of the major contributors to DTRs was the labeling process that was in place. Green Tokai was shipping incorrectly labeled parts to customers. This problem became the primary focus of the project, and several recommendations were made in order to reduce the DTRs due to labeling issues.

This paper quantifies the local economic impact of the 2003 Inventing Flight Celebration in Dayton, Ohio. Using information from the Wright State University (WSU) Inventing Flight Survey of 1,502 visitors to the events and RIMS II multipliers for the Dayton/Springfield Metropolitan Statistical Area (MSA), the local expenditures, income, and employment impacts are estimated. This paper includes a complete analysis of the WSU Inventing Flight Survey questions and responses in order to find out how this one-time Celebration affected the local economy. Both the short-term and long-term benefits of this regional tourism event are included in this study.

Treating the uninsured in cases of cardiovascular emergencies has demonstrated to be a large expense to the health care system, primarily borne by the society as they contribute to taxes/levies that support local hospitals for indigent care. Interventions to reduce the cardiovascular risk factors among the uninsured are expensive but have proven to be an effective alternative to the present situation, which is to treat them only in cases of emergencies. This thesis investigates the optimal ex-ante mix of self-protection and self-insurance technologies employed to reduce the risk of biological invaders in the presence of exogenous variables within the probability and damage functions. This is accomplished by using a theoretical endogenous risk model that extends previously developed frameworks. This thesis contributes to the previous work in two ways. We study how two fiat monies, one safe and one risky, compete in a decentralized trading environment. The currencies' equilibrium values, their transaction velocities and agents' spending patterns are endogenously determined. We derive conditions under which agents holding diversified currency portfolios spend the safe currency first and hold the risky one for later purchases. We also examine when the reverse spending pattern is optimal. Traders generally favor dealing in the safe currency, unless trade frictions and the currency risk is low. As risk increases or trading becomes more difficult, the transaction velocity and value of the safe money increases.

Pull factors provide a measure of retail trade capture. Pull factors for total and twelve subcategories of retail sales for all West Virginia Counties are analyzed based on 1997 Census of Retail Trade data. A method for estimating missing data points and the use of Rand-McNally trade regions both facilitate estimation of the pull factors. Results indicate that hypothesizes concerning pull factors for central places in West Virginia generally hold. However, other elements influence pull factor estimates. An Empirical Study Of The Dynamics Of International Stock Markets Interdependence, Michael Hutchinson, Farrokh Nourzad

This paper examines the interaction between international national stock markets using daily data and a VAR model. The results indicate that the speed of adjustment to equilibrium after a shock is about two days, indicating that markets are highly efficient at processing international information. Moreover, the US market appears to be the most important in the system, while Japan is very independent and does not have much effect on the other markets in the sample. Finally, the recent Asian financial crisis appears to have amplified the importance of the Asian markets to the rest of the global exchanges.

Rapid population aging is raising concerns about the sustainability of public pension systems in high-income countries. The first part of this study identifies the four factors that determine trends in public pension expenditures: population aging, pension benefit levels, the mean age at retirement, and the labor force participation rate. The second part presents projections to 2050 of the impact of demographic trends on public pension expenditures in the absence of changes in pension benefits, labor force participation, and age at retirement.
