The rest of the chapter is organized as follows. Section 2 lays out the basic argument in a standard general equilibrium framework, while Section 3 examines key welfare effects of joint production in a partial equilibrium framework. Section 4 studies the effect of production sharing on the exchange-rate sensitivity of trade and discusses alternative measurements of the balance of trade. Section 5 deals with the real-exchange-rate effects of an investment cycle associated with the implementation of joint production. Section 6 considers exchange-rate regime choice. Section 7 concludes.

We construct a tractable ‘fundamental’ model of money with equilibrium heterogeneity in money balances and prices. We do so by considering randomized monetary trades in a standard search-theoretic model of money where agents can hold multiple units of indivisible ‘tokens’ and can offer lotteries on monetary transfers. By studying a simple trading pattern, we can analytically characterize the monetary distribution. Interestingly, such distributions match those observed in numerically simulated economies with fully divisible money and price heterogeneity.

This paper examines reported incidents of human rights abuses and violence directed towards foreigners where government employees have been the perpetrators. We discuss both direct human rights abuses and incidents of violence (with examples drawn from policing exercises such as “Operation Crackdown” and from the detention of undocumented migrants) and institutional violence (such as migration policy development and other executive actions promoting or at least failing to prevent victimisation of foreigners). In many of the reported incidents, law enforcement officials have been the direct perpetrators of the human rights violations.

Migration is a growing phenomenon internationally. Between 1960 and 2000 international migrants in Africa increased from 9 million to 16 million. Although Africa has experienced a drop in the number of international migrants over the last two decades, it has more than double the number of migrants than Latin America and the Caribbean, and between a half and a third of the number in Asia. Flows of people from country to country across the continent are increasingly significant. Migration between cities across the continent is becoming a common phenomenon, as households attempt to secure their livelihoods.

The negative attitudes of South Africans towards non-citizens, migrants and refugees have been documented in several recent studies. Xenophobia has been officially recognized as a major problem by the state and steps have been taken by government and the South African Human Rights Commission to “roll back xenophobia.” Since anti-immigrant intolerance is a global phenomenon, should South Africans be singled out in this regard? This paper seeks to contextualize the South African situation by comparing the attitudes of South Africans with citizens from several other countries in the SADC; namely, Botswana, Mozambique, Namibia, Swaziland and Zimbabwe.

This paper describes the method used to construct an interregional Commodity by Industry Flow matrix for the United States. The interregional flow matrix method involves the construction of single-state (and DC) SAMs using data from IMPLAN. Once complete, the interregional flows connecting states are estimated using a method based on the Commodity Flow Survey data published by the Bureau of Transportations Statistics. The estimated interregional SAM is then adjusted to insure the integrity of intraregional and system-wide accounts. In 2004, the Hampton Roads economy will grow about 4.7 percent, the highest rate since 1987. Almost three-quarters of this growth is due to increased expenditures within the region by the Department of Defense. This illustrates the relative importance of defense expenditures in our regional economy.

State of the Region Reports: Hampton Roads

Per capita income in Hampton Roads has been rising and, after we factor in the cost of living, now is about 6 percent above the national average. This is a startling reversal from the late 1990s when the region was well below the national average. Housing prices here continue to be lower than the national average, as is our overall cost of living. Our air is cleaner than the national average and we rate high in terms of cultural amenities, but founder with regard to several measures of educational attainment.

We report the results of a stratified, random poll of 1,189 Hampton Roads residents. They believe that traffic congestion and crime are the most important problems facing the region. For the first time, we develop a Quality of Life Index for Hampton Roads and its individual cities and counties. Not surprisingly, we’re not all equally satisfied, and several interesting differences between cities are apparent.

State of the Region Reports: Hampton Roads

The Virginia Symphony Orchestra (VSO) ranks well when compared to orchestras in regions of similar size and wealth, and in maestro JoAnn Falletta boasts a distinguished musical director. However, the symphony has accumulated a debt of approximately $2 million. Determined fund raising may reduce this debt, but the VSO’s ultimate challenge is to attract a larger and more diverse clientele. If it does not, it could join a half dozen other regional orchestras throughout the country that recently have been forced to contract significantly or even declare bankruptcy.

State of the Region Reports: Hampton Roads

African Americans comprise more than three of every 10 residents of Hampton Roads. Only recently, however, has this population translated into a large number of elected representatives in the Virginia General Assembly. This year, there are eight elected African American legislators in Richmond who claim Hampton Roads as their home. We explore their power and influence, noting that many do not yet possess the seniority to wield extensive influence. All eight legislators are Democrats and serve in a statehouse dominated by Republicans.

The Virginia General Assembly has voted to deregulate electricity in Virginia, but has delayed critical parts of this process until 2010 at the earliest. Recently, the General Assembly seems to have lost some of its stomach for deregulation. Nationally, deregulation usually is associated with lower electricity prices; however, there are notable exceptions. Virginia’s electricity prices currently are not high by national standards.
