Agricultural entrepreneurship is receiving heightened attention as a potential means for economic revitalization of communities adversely affected by changes in the agricultural sector. In particular, resource limited farmers in the Appalachian region of the United States have been hit by major changes in the tobacco industry. Very little is known about resource limited farmers respond to changing industry conditions and policy attempts to remedy structural change. Recently, the Commonwealth of Kentucky has attempted to assist farmers in adopting new farmbased enterprises to expand their income base. Portfolio managers are charged with maximizing returns for a given level of risk. There are practical problems that arise in creating an efficient portfolio and maintaining a target level of risk and return. This paper will identify two important factors that a manager needs to address in creating and managing a portfolio. South Africans display considerable ambiguity if not outright hostility towards Africans from other countries (Crush 2000). The extent of xenophobia was officially recognized in the Immigration Act of 2002 which gives government a statutory obligation to eliminate the phenomenon in its own ranks and amongst the citizenry. Foreign Africans in South Africa are regularly stereotyped as criminals, job-stealers, consumers of scarce public resources and carriers of disease. There is very little recognition of the positive economic benefits of the presence of other Africans in the country.

The 2002 Downturn In State Revenues: A Comparative Review And Analysis, J. Fred Giertz, Seth H. Giertz

We analyze the behavior of state revenues since the early 1950s to determine the severity of the revenue declines experienced by states after the 2001 recession. Both total state revenues for the nation and state–level data for each state are studied. We conclude that the states were indeed hit with an unprecedented downturn in revenues—unlike anything that had been experienced in the preceding half–century. Further and contrary to general perceptions, revenue increases in the years preceding the downturn were not particularly strong compared to revenue increases in the years leading up to previous recessions. Incentive Incompatibility And Starting-Point Bias In Iterative Valuation Questions: Comment, David M. Aadland, Arthur J. Caplan

In a recent study, Whitehead (2002) proposes incentive-incompatibility and starting-point-bias tests for iterative willingness-to-pay questions. We show that if restrictions associated with the nature of starting-point bias are not imposed on the estimation, one obtains inconsistent estimates of the structural parameters and may draw inaccurate conclusions regarding the extent of incentive incompatibility and starting-point bias in contingent-valuation survey data.

Trade Diversion And Production Sharing, Sven W. Arndt

This paper examines the repercussions of cross-border production sharing for the welfare effects of preferential trade liberalization. In a general-equilibrium context, a free trade agreement (FTA), which incorporates production sharing, raises the likelihood of welfare improvement. Thus, two members of a free trade area, who each have comparative disadvantage in the production of a final product relative to a non-member, may nevertheless enjoy net trade creation if they jointly possess comparative advantage in key components of that product. At a minimum, cross-border production sharing reduces the trade-diverting elements of an FTA. It follows, that rules of origin, viewed as constraints …

Copyright infringement through campus networks has become an increasingly troubling problem for higher education institutions across the nation for two reasons. First, the network infrastructure is being abused to the extent that high percentages of the traffic to and from the university are of illegal material. Second, much of these materials are illegal, so administrators must follow procedures and implement policies, which will identify the university when a member of the university violates the law. Maquiladora factories, created in 1965 as part of Mexico's Border Industrialization Program, have become the backbone of economic progress along the United StateslMexico boundary. These factories, largely owned by foreign investors, have drawn thousands ofwomen from Mexico's interiors to work in the area. As a result, globalization and increased foreign investment have created cultural, environmental, and occupational hardships and hazards for female Mexican laborers despite the monetary gains that have resulted from Mexican and United States government programs.

Determining how to properly measure corporate performance is one of the most important problems in contemporary corporate finance. Without a sound mechanism to evaluate managerial performance, a corporation's management has no adequate standard to be judged by.
