A Strategy For Rural Financial Market Reform: Applying The Financial Systems Approach In Ghana, Harlan M. Smith Ii, Abor Yeboah

We construct, using methods advocated in one strand of the Financial Systems Approach literature, a reform-and-renewal program for one of Ghana’s struggling Rural Banks--the Kaaseman Rural Bank. Questionnaire results, local informal financial practices, recent institutional innovations in Ghanaian finance, the experiences of successful “Nontraditional” rural finance institutions in developing countries, and the operating structure of the Rural Bank program indicate that this bank can implement a group-lending scheme that will reduce significantly its transaction costs and those of its customers. The notion of "best practices" for all microfinance is challenged in favor of "sound practices" that are appropriate for particular organizational strategies and situations. A simple conceptual framework is offered to facilitate understanding of the current diversity of experiments with product-market pairs (e.g., group-based lending to poor women struggling to earn enough for family survival). Since the microfinance movement is still in a mode of intensive learning, we should not presume too soon what will be "best" for all product-market pairs. We can expect to discover a somewhat different set of sound practices for each distinct product-market pair.

In this paper we introduce a family of minimum distance from independence estimators, suggested by Manski’s minimum mean square from independence estimator. We establish strong consistency, asymptotic normality and consistency of resampling estimates of the distribution and variance of these estimators. For Manski’s estimator we derive both strong consistency and asymptotic normality.

The Massachusetts economy continued to create new jobs in 1999, despite tight labor markets. While there were only 1.6 percent more jobs in December 1999 than there were a year earlier, this is an impressive performance, considering that the working-age population has been growing by only one-half of one percent per annum for several years, and the unemployment rate averaged just 3.2 percent for the last two years.

The Massachusetts Jobs Council, the Governor’s principal advisory board on workforce development, established the Blue Ribbon Commission on Older Workers in 1997 to analyze the labor market for older workers in the Commonwealth and to recommend policies to improve the economic status of the older labor force. The Commission held numerous hearings, town meetings, and focus groups to solicit the views of older workers, employers, labor organizations, and training professionals, and it reviewed the findings of extensive research on older workers in Massachusetts.

For most of the past 20 years, the environmental industry has been a very significant one, both in Massachusetts and across the country. Some have placed it alongside the electronics, computer hardware, software, biotechnology, fiber optics, and composite materials industries as part of the high-technology sector that has diversified and strengthened the state’s economy. Nationally, environmental industry employment exceeded that of several major manufacturing industries, including chemicals, paper, and aerospace.

This paper demonstrates that vertically aligned private or public organizations are capable of generating strategic trade advantage similar to that acquired through direct government export subsidization. The model considers two forms of vertical coordination that lead to advantageous trade positions in international markets: upstream vertical restraint and downstream equity sharing. Such practices are commonly employed both by state trading agencies and by private firms in nations with lenient antitrust laws. The finding has important implications under new World Trade Organization (WTO) rules intended to reduce government intervention in international transactions.
