The implications of the 1996 Freedom to Farm Bill go far beyond free market agriculture. By moving away from past farm policy and lifting subsidy payments, America's small farmers will be forced out of business. This should have happened gradually over the years. With current agricultural technology and the unique structure of the agriculture industry, the phasing out of the small farmer will be rapid. Current trends in agribusiness consolidation also threaten the rural businesses that have traditionally supported the small farmers and consumer choice in the marketplace.

Compensating workers who are displaced by trade provides a key political tool for advancing the cause of free trade. Since 1962 the United States has provided such compensation through Trade Adjustment Assistance. Throughout much of the program's relatively short life, there has been much criticism of its effectiveness. However, converting the program to one that provides earnings insurance rather than income replacement would greatly improve the program by providing strong incentives to find work.

This paper examines the process of transition in Central Europe. It examines the development of international trade theories as a basis for the emergence of Foreign Direct Investment (FDI), along with a brief history of FDI. Special consideration is given to FDI as a determinate of economic growth in transitional Croatia. It is argued that Croatia has reached a level of economic development where it can make use of substantial amounts of FDI.

The Kuznets inverted-U hypothesis has been a source of debate in development economics for years. Most of the recent studies on the subject have been panel studies. In this paper, the author re-considers the possibility of testing the Kuznets hypothesis in a cross-sectional study. The results suggest that the Kuznets hypothesis does hold. However, there are a number of qualifications about the research presented which must be considered.

In the 1980s, the population of the United States increased by 22,219,000 people, or 9.8%. At the same time, the population of the state of lowa declined by 4.7%, meaning a loss of over 136,000 Iowans. Many experts blame the farm crisis of the 1980s for this population decline. As of 1998, only 20 of Iowa's 99 counties had experienced population growth since 1980. The purpose of this paper is to determine the factors that contributed to Iowa's population decline in the 1980s and what Iowans can do to stabilize their population in the years ahead. The aim of this paper is to try to understand how Singapore was generally successful in its export promoting strategy. Historically, Singapore experimented with an import-substituting strategy in the first half of the sixties in anticipation of forming a common market with Malaysia and also briefly after its independence in 1965. The level of protection, however, was relatively low during its import-substituting phase.

This report projects population, employment, and housing growth for Albuquerque's Planning Information Areas (PIAs) and Community Planning Areas (CPAs) through 2010. Using demographic, economic, and housing market data, the study analyzes growth patterns across the metropolitan area and forecasts continued expansion on Albuquerque's West Side and in Rio Rancho, alongside slower growth or population stagnation in many established eastern neighborhoods.

National economies have become irreversibly globalized while racial and ethnic divisions continue to be a reality in many societies. The author has set forth three different scenarios in an attempt to explain the link between globalization and racial and ethnic relations: (1) globalization limits national growth, thus contributing to increased racial and ethnic tensions; (2) globalization does not affect racial and ethnic relations either positively or negatively; and (3) globalization expands domestic economies, consequently helping to reduce racial and ethnic tensions within national borders. This paper offers the introduction of futures markets, and the resulting substitution away from consignment contracts around 1874, as the reason why early US money markets are relatively more volatile, and far less seasonal, than their post-1874 counterparts. Until 1874, movements in interest rates were erratic and financial instabilities imparted relatively large shocks to money markets, particularly in the autumn months. After 1874, the effects of financial instabilities on interest rates diminished and the regularization of seasonal movements was attained. Although chronically ill individuals need protection against high medical expenses, they often have difficulty obtaining adequate insurance coverage due to medical underwriting practices used to classify and price risks and to define and limit coverage for individuals and groups. Using data from healthy and chronically ill individuals in Indiana, we found that illness decreased the probability of having adequate insurance, particularly among single individuals. Chronic illness decreased the probability of having adequate coverage by about 10 percentage points among all individuals and by about 25 percentage points among single individuals. Preexisting condition exclusions were a major source of inadequate insurance. …

From 1980 to 2000, attitudes toward government regulation have shifted significantly. Terms like "command and control" have been replaced by "the magic of the marketplace." Yet as this statement before the Joint Economic Committee in March 2000 demonstrates, as the regulatory reform movement slows, a new strategy, focusing on the shortcomings of the basic regulatory statutes, is needed. Congress should establish an independent Congressional Office of Regulatory Analysis to credibly assess the costs and benefits of proposed Congressional regulation legislation.

We apply bootstrap methodology to unit root tests for dependent panels with N cross-sectional units and T time series observations. More specifically, we let each panel be driven by a general linear process which may be different across cross-sectional units, and approximate it by a finite order autoregressive integrated process of order increasing with T . As we allow the dependency among the innovations generating the individual panels, we construct our unit root tests from the estimation of the system of the entire N panels. Objectives. This paper examines the patterns of time use of adults age 55 to 64 years old in six countries: Austria, Canada, Finland, Italy, Sweden, and the United States. It examines the discontinuity in daily activities by employment status and gender. Methods. The paper uses nationally representative samples from time use surveys carried out in each country. We compute aggregate patterns of time use by employment status and gender for seven categories of activities: personal activities, paid work, unpaid work, housework, social leisure, active leisure, and passive leisure. This paper argues that what led to the Asian financial crisis was a fatal combination of several self-reinforcing factors including external sector weaknesses, fragility in domestic financial markets due to inadequately administered financial liberalisation, loss of confidence, and short-term capital flows, maturing within less than a year and denominated in unhedged dollars. Some of these factors were country-specific while others were common to the entire region.

Using recent SIPP data, we estimate two econometric models to study the differences in the effect of child care costs on employment status and differences in the mode of child care used controlling for employment status. For both married and single women, full-time employment is more elastic with respect to changes in the price of child care than part-time employment and employment elasticities are larger for single than married mothers.
