Progress In Federal Regulatory Policy, 1980-2000, Murray L. Weidenbaum

Murray Weidenbaum Publications

As the regulatory reform movement slows, a new strategy, focusing on the shortcomings of the basic regulatory statutes, is needed. Congress should establish an independent Congressional Office of Regulatory Analysis to credibly assess the costs and benefits of proposed congressional regulation legislation.

Optimal Scrutiny In Multi-Period Promotion Tournaments, Pradeep Dubey, Ori Haimanko May 2000

Optimal Scrutiny In Multi-Period Promotion Tournaments, Pradeep Dubey, Ori Haimanko

Cowles Foundation Discussion Papers

Consider a principal who hires heterogeneous agents to work for him over T periods, without prior knowledge of their respective skills, and intends to promote one of them at the end. In each period the agents choose effort levels and produce random outputs, independently of each other, and are fully informed of the past history of outputs The principal’s major objective is to maximize the total expected output, but he may also put some weight on detecting the higher-skilled agent for promotion. To this end, he randomly samples n out of the T periods and awards the promotion to the …

Cartoons Of The Variation Of Financial Prices And Of Brownian Motions In Multifractal Time, Benoit Mandelbrot May 2000

Cartoons Of The Variation Of Financial Prices And Of Brownian Motions In Multifractal Time, Benoit Mandelbrot

Cowles Foundation Discussion Papers

This article describes a versatile family of functions increasingly roughened by successive interpolations. They provide models of the variation of financial prices. More importantly, they are helpful “cartoons” of Brownian motions in multifractal time, BMMT, which are better models described in the next article. Ordinary Brownian motion and two models the author proposed in the 1960s correspond to special cartoons. More general cartoons are richer in structure but (by choice) remain parsimonious and easily computed. Their outputs reproduce the main features of financial prices: continually varying volatility, discontinuity or concentration, and other events far outside the mildly behaving Brownian “norm.”

Estimated, Calibrated, And Optimal Interest Rate Rules, Ray C. Fair May 2000

Estimated, Calibrated, And Optimal Interest Rate Rules, Ray C. Fair

Cowles Foundation Discussion Papers

Estimated, calibrated, and optimal interest rate rules are examined for their ability to dampen economic fluctuations caused by random shocks. A tax rate rule is also considered. The results show that the estimated interest rate rule used in the paper is stable for the period beginning in 1954 except for the early Volcker period, although more observations, especially high inflation ones, are needed before much confidence can be placed on the results. The models used for the stabilization results are large scale structural macroeconometric models, and some of the results differ from those based on small models. For example, rules …

Competitive Prizes: When Less Scrutiny Induces More Effort, Pradeep Dubey, Chien-Wei Wu May 2000

Competitive Prizes: When Less Scrutiny Induces More Effort, Pradeep Dubey, Chien-Wei Wu

Cowles Foundation Discussion Papers

We consider a principal who is keen to induce his agents to work at their maximal effort levels. To this end, he samples n days at random out of the T days on which they work, and awards a prize of B dollars to the most productive agent. The principal’s policy ( B,n ) induces a strategic game Γ( B,n ) between the agents. We show that to implement maximal effort levels weakly (or, strongly) as a strategic equilibrium (or, as dominant strategies) in Γ( B,n ), at the least cost B to himself, the principal must choose a small …

Inside And Outside Money, Gains To Trade, And Is-Lm, Pradeep Dubey, John Geanakoplos May 2000

Inside And Outside Money, Gains To Trade, And Is-Lm, Pradeep Dubey, John Geanakoplos

Cowles Foundation Discussion Papers

We build a one-period general equilibrium model with money. Equilibrium exists, and fiat money has positive value, as long as the ratio of outside money to inside money is less than the gains to trade available at autarky. We show that the nominal effects of government fiscal and monetary policy can be completely described by a diagram identical in form to the IS-LM curves introduced by Hicks to describe Keynes’ general theory. IS-LM analysis is thus not incompatible with full market clearing, multiple commodities, and heterogeneous households. We show that as the government deficit approaches a finite threshold, hyperinflation sets …

The Nasa Glenn Research Center: An Economic Impact Study, Ziona Austrian, Adina Swirski Wolf May 2000

The Nasa Glenn Research Center: An Economic Impact Study, Ziona Austrian, Adina Swirski Wolf

All Maxine Goodman Levin School of Urban Affairs Publications

This study describes the impact of GRC on the State of Ohio and on Northeast Ohio, where GRC is located. Northeast Ohio includes the eight counties in the Akron and Cleveland metropolitan areas.1 This report is an expansion and update of an earlier study, published in February 1996.2 As before, this study employs two methods to determine GRC’s influence on the state and local economies. The first method uses quantitative models to estimate the effect of GRC on the studied economies. These models measure economic impact in terms of growth in total output, household earnings, and number of new jobs …

A Dynamic Analysis Of The Global Timber Market And Carbon Flux Of Forest Under Global Warming: An Integrated Modeling Approach, Dug Man Lee May 2000

A Dynamic Analysis Of The Global Timber Market And Carbon Flux Of Forest Under Global Warming: An Integrated Modeling Approach, Dug Man Lee

All Graduate Theses and Dissertations, Spring 1920 to Summer 2023

As global warming migrates ecosystems toward the poles, the result has been a change in the distribution of ecosystem types and the productivity of ecosystem as well. Similar to other natural resources, forests are also potentially affected as ecosystems move toward the poles. Consequently, human beings are forced to adapt, and global warming will generate an impact on the global timber market through changes in timber harvests, regeneration inputs, stumpage prices, etc. In addition, the dynamic process of forest change in response to economic activities of human beings will accelerate or dampen the amount of carbon in the atmosphere. In …

Riparian Zone Protection: The Use Of The Willingness-To-Accept Format In A Contingent Valuation Study, Catherine A. Broadhead May 2000

Riparian Zone Protection: The Use Of The Willingness-To-Accept Format In A Contingent Valuation Study, Catherine A. Broadhead

All Graduate Theses and Dissertations, Spring 1920 to Summer 2023

The contingent valuation method (CVM) is used to evaluate the minimum compensation landowners require to forego production on farm riverbanks areas. The elicitation format used in the survey is a yes-no participation question followed by an open-ended question.

Chapter 2 presents the results of the survey. The Heckman approach is used in the econometric analysis to take care of the self-selection problem arising with this formatting of the questions. Chapter 3 is devoted to further examining the potential for undertaking valuation exercises using the willingness-to-accept format (WTA)

WTA estimates obtained with open-ended format are compared to WTA estimates obtained when …

Effect Of Land In Commons On The Decision-Making Behavior Of The Pastoralists In The Central Rangelands Of Somalia, Abdinasir Mohamed Abdulle May 2000

Effect Of Land In Commons On The Decision-Making Behavior Of The Pastoralists In The Central Rangelands Of Somalia, Abdinasir Mohamed Abdulle

All Graduate Theses and Dissertations, Spring 1920 to Summer 2023

Degradations of the rangelands is very common around the permanent settlements of the central rangelands of Somalia. This degradation is attributed to overstocking resulting form the fact that the rangelands are communally owned and herders are ignoring the shadow value of the forage. Information about the optimal herd size would help halt the rangeland degradation.

In this study, two allocation mechanisms were compared. The first was the private ownership solution where someone owns the rangeland and decides how many animals should be grazed there. The second was the solution where the rangeland is owned in common by the dwellers of …

Returns To Public Agricultural Expenditure Under Uncertainty, Sanjeev Misra May 2000

Returns To Public Agricultural Expenditure Under Uncertainty, Sanjeev Misra

All Graduate Theses and Dissertations, Spring 1920 to Summer 2023

A vast literature has investigated the returns to investment in agriculture research and generally found extremely high rates of return. These results suggest policymakers would do well to maintain or increase resource allocation to public agricultural research. Remarkably little attention has been paid, however, to the issue of how best to allocate public agricultural research funding between competing research areas and organizations. This paper considers the relative returns to alternative uses of public agricultural research funds committed to the agricultural experiment stations of 10 western states of the United States over the years 1967-91. A model of expected utility maximization …

Determinants Of Economic Growth In East Asia: A Linear Regression Model, Elizabeth Kowalski '00 Apr 2000

Determinants Of Economic Growth In East Asia: A Linear Regression Model, Elizabeth Kowalski '00

Honors Projects

The level of economic growth for a country represents many aspects of life in that country. These aspects range from the strengths or weaknesses of macroeconomic policy to the quality of life for the average citizen. High or stable levels of economic growth are associated with very productive economies, higher GDP per capita and higher standards of living. However, low levels of economic growth are linked to low levels of productivity, poor living conditions and stagnant markets. High levels of economic growth are clearly desirable.

A Test Of The Environmental Kuznets Curve For Local And Global Pollutants, Robin Meers '00 Apr 2000

A Test Of The Environmental Kuznets Curve For Local And Global Pollutants, Robin Meers '00

Honors Projects

The early stages of economic development are generally associated with increases in the level of industrialization. Along with this industrialization comes increases in populations of cities and pollution causing transportation. For all these reasons, the development of a country is usually associated with increases in the amount of pollution. However, after a certain threshold level of income, the quality of the environment becomes important and people are willing to pay for a cleaner environment. After this point the level of pollution is likely to decrease. This hypothesized inverted-U relationship between the amount of pollution and the income of a country …

The Integration Of Capital Markets: A Study Of Market Integration Principles And The Effects Of Macroeconomic Shocks On National Stock Market Comovements, Kristopher Kaneta '00 Apr 2000

The Integration Of Capital Markets: A Study Of Market Integration Principles And The Effects Of Macroeconomic Shocks On National Stock Market Comovements, Kristopher Kaneta '00

Honors Projects

Traditionally, international investors seek to determine whether international capital markets are integrated or segmented. That is, do similar assets yield similar risk adjusted returns, or significantly different returns given certain informational and capital flow barriers? With this in mind, this research chooses to focus on the rapidly developing financial markets of Southeast Asia and determine the degree to which international stock market movements may be correlated with each other. Through panel data and OLS regression analysis, the research will show an increasing correlation between these capital markets over time, and the significant impact certain macroeconomic variables may have on capital …

Developing And Implementing An Internet-Based Financial System Simulation Game, Joseph Santos Apr 2000

Developing And Implementing An Internet-Based Financial System Simulation Game, Joseph Santos

Economics Staff Paper Series (1969 - 2017)

Thanks to the internet and server-side technology such as Active Server Pages (ASP), developing and implementing interactive pedagogy is proving quickly to be both user-friendly and relatively inexpensive, requiring of faculty and students only pedestrian programming skills and access to the internet, respectively. The Financial System Simulator (FSS), developed over a summer term, is one such example. The FSS is an internet-based, interactive teaching aid that introduces undergraduate students to the domestic and international consequences of monetary policy. While simulators are common among computer-aided interactive learning devices in today's undergraduate economics curricula the FSS is unique because students, representing nations, …
