The objective of this study is to examine the efficacy of two closely related pricing policy suggestions. These pricing prescriptions, put forth by Herbert Mohring and David Winch, are suggested as a means of achieving an economically efficient allocation of highway facilities and as criteria for efficient highway investment decisions. In the final analysis these suggestions are reviewed within a Pareto optimum framework. The question, then, is: Will an alteration in these prescriptions be such as to make at least some members of the community better off without making any others worse off? The practical problems inherent in attempting to test a theory of individual recreational behavior scientifically with the use of aggregated data are investigated. Due to the typical high cost of obtaining data concerning individual, decision making units, readily available aggregated data are normally used. The primary thrust of this research is an examination of the adequacy of such aggregated data for scientifically testing hypotheses deducible from a theory of individual recreational choice. The objectives of this study are two-fold: first, to illustrate and analyze comprehensively the historical and current principal administrative features of New Mexico's corporation income tax (CIT); and second, to derive a methodology for estimating the revenues from this tax. These objectives were established because there exists very little literature concerning the CIT used by New Mexico, and in response to the current difficulty experienced by the state's Bureau of Revenue (BOR) in obtaining relatively accurate revenue projections for this tax. Approximately one-third of employed residents in the primary service area commuted to Albuquerque for work, and local population growth was closely tied to expansion within the Albuquerque Standard Metropolitan Statistical Area (SMSA). The study notes that most local industry was service-oriented and commercial in character, with relatively limited manufacturing activity.

Three aspects of static input-output analysis were investigated: (1) the acceptability of its sectoral (65 order) accuracy in projecting changes in intermediate outputs when using the actual vector of final demands for the year concerned; (2) the advisability of extrapolating a continuation of the rate of change in technical coeffi­cients where those shifts had been dramatic between 1947 and 1958; (3) the workability of a variant of a non-homogeneous linear system where the marginal coefficients were derived from the 1947 and 1958 tables.

The authors review water demands associated with coal mining, coal gasification, coal liquefaction, oil shale processing, thermal electric generation, refinery operations, transportation systems, sulfur-removal technologies, secondary petroleum recovery, and land reclamation. They emphasize that energy production depends heavily on water for cooling, processing, dust control, transportation, pollution control, and reclamation activities and that rapid expansion of domestic energy supplies could create significant competition for limited water resources.
