This dissertation examines two schools of thought concerning the question of economic development. The orthodox view of development is compared with that of the evolutionary economists' paradigm with respect to philosophical foundations, theoretical structure, and empirical evidence. Economic factors are generally believed to be of primary importance and of first consideration when an individual contemplates relocating. Water is in short supply in New Mexico. Nearly all the surface water supplies have been appropriated, and only limited fresh ground­water supplies exist. Most of New Mexico's existing water supply is used for irrigation; thus, the increasing urban and industrial water demands resulting from population growth will have to be met by the retirement of irrigation water rights.
