I have been asked innumerable times why world agricultural trade reform is so important to U.S. farmers. Some of the people doing the asking are often afraid of what such reform might mean to U.S. agriculture. A question I occasionally ask back is, "What is there to fear?" We are at a turning point in the United States with regard to state and local public pension funds. First there is a movement to use these pension funds to support new kinds of investment activities, and second, the current economic analysis being provided by economists of the neoclassical ideology is inconsistent with the community intent for the pensions. These pensions were established by the community for what Thorstein Veblen defined as parental purposes, meaning societal activity structured to provide for the common good and the welfare of others [Veblen 1937, pp. 25-38]. The purpose of this report is to explain and evaluate six different methodologies for the valuation of externalities and public goods with respect to natural resources and the ecosystem. The six methodologies are: 1) general systems analysis, 2) the social fabric matrix, 3) direct cost, 4) contingent valuation, 5) travel cost, and 6) the property approach. The explanation and analysis contained in this report intends to determine their applicability to a broad definition of an ecosystem or socioecosystem.

In two recent papers, Anne Mayhew challenged the approach and purpose of institutionalism [Mayhew 1987a, 1987b]. Her message was that institutionalism should be concerned with describing cultures in order to understand the inevitable flow of human progress, and should not be undertaking analysis for the purpose of social evaluation and policy. The purpose of this article is to demonstrate the insufficiency of the base upon which that message was constructed.

Yngve Ramstad has recently inquired about how to define the components of the social fabric matrix and digraph system [Ramstad 1986; Hayden 1982a, 1982b]. To answer that question with regard to three of the matrix's components is the purpose of this article. The article will present, expand, and refine the author's introductory work on values, beliefs, and attitudes for the social fabric matrix [Hayden 1977, 19851. There are numerous meanings the word "values" evokes among institutionalist readers; for examples: social value, instrumental valuing, technological values, and valuation. It has been two years since we met in Punta del Este, two years since leaders from around the world -- representing nations in all stages of economic development -- agreed to launch the Uruguay Round of multilateral trade negotiations. since then, our negotiators have been hard at work. They deserve not only credit, but also continuing encouragement. For what came out of the meeting in Punta del Este in September of 1986 was the most comprehensive and ambitious negotiating agenda ever put before the General Agreement on Tariffs and Trade.

The primary focus of the institutionalist perspective is instrumentalist problem solving. Problems are delivered by the institutional process and solved by altering the social structure. To solve socioeconomic problems, planning is necessary. Important to any planning is the question of when actions and events are to occur. Recent years have been difficult ones for the American labor movement. Especially during the past half-decade, the economic and political environment for unions has become increasingly hostile-dominated by a growing anti-union sentiment in manage ment; the adverse effects of industrial restructuring, import competition, deregulation, and high unemployment; and the tightening constraints of a labor law and NLRB enforcement mechanism that have become markedly less supportive of unions. These and other external changes, as well as some continuing internal weaknesses, have thrust unions into a period of declining union membership, eroding bargaining strength, repeated contract concessions, and what at least some …

Standard economic theory predicts that the actions of individual participants in competitive markets have negligible effects on market-determined aggregates. Applied researchers, and even some econometric textbooks, incorrectly infer from this that market prices can be modeled as econometrically exogenous with respect to the quantity demanded of an individual consumer. This faulty inference has even led some researchers (for example, Robert Engle, 1978; Nicholas Kiefer, 1984; Roger Waud, 1974) to employ an estimation strategy we call identification by disaggregation (IBD). This procedure attempts to circumvent the simultaneity problem in a macro regression by disaggregating the dependent variable and estimating the relationship …

Not since the 1930s have I been as concerned for the short term future of American agriculture as I am now. Last year's net farm income is estimated at only about $15.5 billion. In the aggregate, and in real term, that is the lowest it has been in decades. Fortunately, on a per capita or per farm basis the numbers are less depressing and, fortunately, they will begin to trend upward again in 1984. As in most states today, serious legislative concern is being given to elementary and secondary educational finance reform in Nebraska.' Also as in most states, Nebraska's main reform concern is the equity of fiscal distributions among school districts. Although, as anyone who has attempted to keep up with court decisions regarding educational finance knows,' equity is an elusive enough concept in the abstract and even more so when applied in the concrete.
